   1)国民発議「企業責任イニシアティブ」

   2)国民発議「軍需物資製造業者に資金調達禁止」

1)「企業責任イニシアティブ」は、「人と環境を保護する為に、企業責任

の厳格化」を目指す国民発議だ。*2) スイスに拠点を置く企業、その子会社

と供給業者、そして海外の供給業者と事業提携企業にも、人権または環境基

準の違反に対して責任を負わせる提案だ。

 

発議委員会のウェブサイトを見ると、政界、企業、宗教界、国際組織と広範

な支持層を形成している。*3) 政界では、保守層からも若干支持者が出てお

り、いささか混戦状態の様相を呈している。

 

国民議会は賛成88票、反対108票、棄権2票。全州議会は賛成13票、反対30

、棄権2票。依ってスイス政府・議会は「反対」を推奨している。

 

政府と議会は反対が過半を制して優勢だが、20201020日付ターゲス・ア

ンツァイガー紙に掲載された世論調査によると、「企業責任イニシアティブ」

は賛成が57%、反対が41%だった。*4)

 

この結果に慌てた財界や反対する政党と団体が、猛烈な反対キャンペーンを

始めた。*5) 賛成派のキャンペーンも30頁に及ぶ「Public Eye」の冊子を配

布したりと派手になって来た。*6) どれ程の資金がキャンペーンに投じられ

たのかに注目が集まった。両陣営合わせて推定18億スイスフラン以上とも報

じられた。慈善援助組織や非政府組織などのイニシアチブの支持者は、キャ

ンペーンに1,300万スイスフランCHF費やし、一方財界は、5百万スイスフラ

ン近くキャンペーンに投じたと言われている。

 

折も折、2020115日付「ヴェルトヴォッヘ誌」オンライン版が、「正当

な理由のために嘘をつく」という見出しで、イニシアティブのウェブサイト

やパンフレットの表紙を飾る写真が偽造写真だとすっぱ抜いた。*7) 少女の

写真は、セロ・デ・パスコ(ペルー)の町のチャウピマルカ地区で撮影され

たものだが、写真の背景は「エクセルシオール」鉱山のゴミ捨て場に換えら

れていて、グレンコア社とは関係ない。イニシアチブ賛成キャンペーンは、

グレンコアがセロデパスコ(ペルー)の町の地元住民の飲料水を汚染し、その

為特に子供達が苦しんでいると主張している。

 

NGOの支援組織は、支援金をネットで募集して数百万ドルのキャンペーンを

展開していると言われている。だが現地の問題は、実際には進出企業が現地

政府と協議して対応しており、NGOの活動は地域の問題解決には貢献してい

ないという批判がある。

 

又、ブリック紙は、スイスを訪問していたブルキナファソのハロウナ・カボ

レ商務大臣のイニシアティブに対する異論を報じた。*8)「主な問題は貧困

で、スイス企業の投資は自国の経済に不可欠だ。問題があれば、ブルキナフ

ァソの司法が解決を担う」と主張した。同じくコロンビアのエコノミストも

同様の声明を発表して、提案に警鐘を鳴らした。発展途上国はスイス企業の

参入を、雇用の拠所として歓迎しているようだ。

 

実は、政府・議会が決めた対案が既に在るので、この議案が否決されれば直

ちに対案が施行されるそうだ。しかし、議案が承認されると、スイス企業の

海外での経済活動を麻痺させるとも言われている。偽造写真を使ってまで国

民投票を通そうとする非政府組織の暗躍には、注意が必要なようだ。

 

2)国民発議「軍需物資製造業者に資金調達禁止」*9)

 

GSoA (軍隊無きスイスのためのグループ)」が発議した。*10) 設立40

になろうとするグループは、当初嘲笑されたものだが、今では保守からも相

応の敬意を払われる程地位を確立したと、ターゲス・アンツァイガー紙は書

いた。

 

2020927日の国民投票「戦闘機調達に関する連邦令」が僅差で承認され

たことに意を強くしたGSoAは、新に軍需物資製造業者に対する資金調達を厳

しく制限する提案を発議した。国立銀行、スイスのトラスト、国民年金・年

金基金、銀行、保険会社等の投資先が対象とされている。更に、スイスが、

世界中で資金調達の禁止を確実にする為に、銀行や保険会社にも適用するよ

う求めている。

 

ところが、メディアでは議論がさっぱり盛り上らず、報道回数も数えるばか

りだ。戦闘機を購入するか否かは、軍隊を不要と考えるのとは別次元の問題

と言うことのようだ。スイスに軍隊が無くて良いと考える国民は、限られて

いるのが現状だ。

 

国民議会は賛成72票、反対125票、棄権0票。全州議会は賛成13票、反対32

、棄権0票。スイス政府・議会は「反対」を推奨している。

 

今回の国民投票の2議案共、連邦議会の両院議員投票で、かなりの賛成票を

得ているのは、左派政党が相応の議席を確保しているからだ。仏語圏やベル

ン、バーゼルは左派勢力の牙城と言われている。

 

投票性向については、20201118日付けターゲス・アンツァイガー紙の世

論調査は次の様な結果を示した。

 

「企業責任イニシアティブ」については、賛成とやや賛成が51%、反対とや

や反対が48%と拮抗しているので、賛否いずれか過半数を占めたカントンの

結果に委ねられることになりそうだと報じた。

 

「軍需物資製造業者に資金調達禁止」は、賛成とやや賛成が41%、反対とや

や反対が58%と、既に争いの余地は無いようだ。

【 編集後記 】

 

今回の議案「企業責任イニシアティブ」も、一般国民には判断が困難な内容

だった。実利を重んじるスイス国民ではあるが、平和主義が国是でもあり、

発議委員会の一見反対し難いスローガンに賛意が集まった。反対派の巻き返

しがどの程度まで通じるのか、投票日までは五里霧中。成り行きを見守るの

み。

   The Popular Vote on November 29, 2020:

   1) Popular Initiative 'For responsible Businesses-

   2) Popular Initiative 'For a Ban on financing War

     Material Manufacturers'

1) The "Corporate Responsibility Initiative" is a Popular Initiative

intending to "strengthen Corporate Responsibility in order to

protect People and the Environment." *2) It is an Initiative that

holds Swiss-based Companies, their Subsidiaries, Suppliers and

Business Partners also abroad liable for Violations of human Rights

or environmental Standards.

 

Looking at the Initiative Committee's Website, it presents a wide

Range of Supporters, including from Politics, Business, religious

Circles, and international Organizations. *3) In the political

World, there are some Supporters even from the Conservatives, and

it rather looks like a Chaos.

 

The Vote at the National Assembly (Nationalrat) was 88 votes in

favor, 108 votes against, and 2 abstentions. The Vote at the Council

of States (Staenderat) was 13 votes in favor, 30 votes against, and

2 abstentions. Therefore, the Swiss Government and Parliament

recommend a "Rejection" of the Initiative.

 

Swiss Government and Parliament dominate the opponent No-Side, but

according to a Poll published at Tages-Anzeiger on October 20, 2020,

the "Corporate Responsibility Initiative" was ahead with 57% Yes and

41% No. *4)

 

The opponent No-Side, such as Business Circles, Political Parties

and Organizations were alarmed by this Result and have launched a

fierce against Initiative Campaign. *5) Campaigning by the Advocates

has also become flashy; a 30-Pages "Public Eye" Booklet in favor of

the Initiative was distributed. *6) However, attention was focused

on how much Money was invested into the Campaign; it was reported

that both Camps have spent an estimated total amount of CHF 18 Mio.

or more. The supporters of the Initiative (Yes), from Circles of

Relief-Organizations, NGOs etc. are said to have paid out an amount

of CHF 13 Mio. for campaigning, whereas Business Circles spent

nearly CHF 5 Mio. for their Campaign.

 

However, on November 5, 2020, the weekly Magazine "Die Weltwoche"

(print and online issue) exposed with the Headline, "Lies for a good

Cause", writing that the Photo on the front page of the Initiative's

Website and Pamphlet was a faked Photo. *7) The Photo of the Girl

was shot in the district of Chaupimarca, in the town of Cerro de

Pasco (Peru), but the background of the Photo, showing the

"Excelsior" mine dump has nothing to do with the company Glencore.

The Pro-Initiative Campaign still claims that Glencore contaminates

the drinking water of the local Population in the town of Cerro de

Pasco (Peru), and that Children particularly suffer from it.

 

NGO-Organizations are said to solicit Money by Online Donations for

Charity, but running a multi-million-Dollar Campaign for the

Initiative. There is Criticism that Companies are dealing with local

Problems in Consultation with the local foreign Government. However,

the activities of NGOs have not contributed to solving local

Problems at all.

 

The tabloid “Blick” also reported about Objections to the

Initiative by Burkina Faso's Minister of Commerce, Mr. Harouna

Kabore, who was visiting Switzerland. *9) He insisted that "the Main

Problem is Poverty, and the Investments of Swiss Companies are

indispensable to the Economy of his country. If there is a Problem,

the judiciary of Burkina Faso will be responsible for solving it."

A female Colombian Economist also made a similar Statement, alerting

the Initiative-Side. Developing Countries seem to welcome the entry

of Swiss companies as a source of Employment.

 

In fact, there is already a Counter-Proposal (Bill) passed by

Government and Parliament ready; it is said that the Counter-

Proposal will be enforced as soon as this Initiative is rejected.

However, if the Initiative is approved, it is said to paralyze the

overseas economic Activities of Swiss companies. People have to be

wary of Non-Governmental Organizations (NGOs), trying to pass the

popular Vote even with fake Photos.

 

2) Popular Initiative 'For a Ban on financing War Material

Manufacturers' *9)

 

"GSoA (Group for a Switzerland without Army)" initiated this

Initiative. *10) The Group, which is nearly 40 Years old, was

initially ridiculed, but now it has established its Position and is

respected even by Conservatives, wrote newspaper "Tages-Anzeiger".

 

Recognizing the narrow Approval of the Popular Vote "Federal Decree

on Procurement of new Fighter Planes" on September 27, 2020, GSoA

has proposed a new Initiative to severely limit the Funding for War

Material Manufacturers. The Ban targets Investment Objectives of

Swiss National Bank, Swiss Trusts, the national Social Insurances

(AHV/IV) and Pensions Funds. Besides, Switzerland should work

worldwide to ensure that this financing Ban also applies to Banks

and Insurance Companies.

 

However, Discussions about it were not much reported by the Media,

and the number of Reports were just a few. Whether or not to buy a

Fighter seems to be another Dimension than thinking whether the

Military is unnecessary. The current Situation is that the number of

People who think that Switzerland does not need an Army is limited.

 

The Vote at the National Assembly (Nationalrat) was 72 votes in

favor, 125 votes against, and 0 abstentions. The Vote at the Council

of States (Staenderat) was 13 votes in favor, 32 votes against, and

0 abstentions. Therefore, Swiss Government and Parliament recommend

a "Rejection" of the Initiative.

 

Both Initiatives of the current Popular Vote have received a

considerable number of Votes in favor by both Houses of Parliament

because left-wing Parties maintained a large number of their

parliamentary seats. French-speaking Cantons, Cities of Berne, and

Basle are said to be the Strongholds of the Left.

 

Regarding the voting Tendency, the Tages-Anzeiger dated November

18, 2020 showed the following Results.

 

Regarding the "Corporate Responsibility Initiative," 51% agree or

rather agree, and 48% disagree or rather disagree, so it is likely

that it will be left up to the Cantons; the number of the Council of

States (Cantons) will determine whether the Initiative will be

approved (Yes) or rejected (No).

 

The Initiative "For a Ban on financing War Material Manufacturers"

is already undisputed, 41% agree or rather agree and 58% disagree or

rather disagree.

 [Editorial Postscript]

 

The "Corporate Responsibility Initiative" was also difficult for

the Public to judge. Although the Swiss People value pragmatic

Interests, Pacifism is also a national Policy, and support has been

gathered for the seemingly irreversible Slogan of the Initiative

Committee. It is in the fog, how far the No-Opposition Side will

rebound until the voting Day. There is no Choice, but to watch the

situation.
