2017年5月21日国民投票「エネルギー法 (EnG)」の結果と
「スイス政府各閣僚の成績」

エネルギー法 (EnG)は58.2%の賛成で承認された。*1) 賛成が過半数に達し
たカントンは、23カントン中19.5カントンと圧倒的多数を占めた。全体の投
票率は42.4%。反対多数のカントンでは、原発立地のアールガウが目を引い
た。メディアは「国民の脱原発の意思」を報じた。脱原発を制した賛成派の
中道から左派政党は、原発廃炉の要求を先鋭化させる意気込み。一方敗者と
なった原発維持を主張したSVP *2) は、労働組合の協力が得られなかった事
に失望を表明した。「エネルギー法 (EnG)」は「脱原発か否か」が問われた
国民投票だったという報道が大勢を占めた。TA紙は「エネルギー戦略2050」
について、「未解決の問題はあるものの重要な一歩だ」と論評。
5月23日付ターゲス・アンツァイガー紙は「スイス原発廃炉委員会」の新た
な動きを報じた。無党派市民が今年4月22日に結成した委員会が、ライブシ
ュタット原発は遅くとも2029年までに、ゴェスゲン原発は2024年までに、ベ
ツナウ原発 I とIIはイニシアティブ承認の1年後に電力網から切断する、と
いう発議計画を発表した。ミューレベルク原発は2019年に停止される事が決
まっている。これに38の団体、緑と左派政党、大きな環境団体も加わって推
奨するという予想外の大規模な連携が出現した。起こり得る事態に備えて、
各原発に運転停止期限を設定しなければ脱原発は有名無実になるという主張
だ。同委員会が2018年11月16日までに10万筆の署名を集めれば国民投票に持
ち込める。しかし、緑と左派政党の連邦議会議員は、2016年11月に国民投票
で54%で否決された事は尊重すべきと、再度同様の発議をする事に慎重な姿
勢と報じられた。
今後、新たな原発建設の道が閉ざされた今、電力会社は原発の代替エネルギ
ーにガス発電所の建設を考えなければならなくなると言われている。ドリス
・ロイトゥハルト・エネルギー相は電力不足が生じた場合、外国から電力を
購入する事になると述べた。スイスで最も基本的な持続可能なエネルギー源
は水力発電だが、巨額の補助金に異論が出ている。エネルギー確保の道筋は
今後延々と議論が重ねられる事になるだろう。
2017年6月26日、スイス・ラジオは、連邦政府が「エネルギー政策2050」の
具体的な内容を提示したことを報じた。*3) エネルギー政策の柱として、水
力・風力発電所の建設を促進し、個別の投資は国益に沿ったものにする。直
ぐに異議が出ることが予想されるので、結果として自然と文化遺産の保護は
重きが置かれなくなる。発電所の規模は連邦政府が国益に沿って決める。い
ささか強権的姿勢が感じられるので、国民投票の頻発が予想される。
既に今年初め、地方政府が新エネルギー規制の草案を提示している。この規
制案に「連邦自然・文化遺産保護委員会」 *4) のヘルバート・ビュール委
員長は、「我々の最悪の危惧を超える」と衝撃を述べた。そして今また、「
連邦政府がこの計画に固執するなら、自然保護は完全に損なわれ、自然の生
息環境は破壊される」と警告した。連邦エネルギー庁は、規制に対するコメ
ントを現在検証していると言う。今年10月末に連邦政府はおそらく、2018年
1月からのエネルギー政策の具体的な実装をどのようなものにするか、最終
的な決定をすると報じられている。
2017年5月27日付ターゲス・アンツァイガー紙は、7名のスイス政府閣僚(連
邦評議員) *5) が担当した国民投票の分析結果 *6) を報じた。各閣僚の手
腕は、国民投票の結果だけで評価されるわけではないが、無視出来ない要素
ではある。
1位はCVPのドリス・ロイトゥハルト度連邦大統領(2017年度):13議案承認、
2議案否決。担当するDETEC (連邦政府環境・交通・エネルギー・通信) は、
職員数2,500名、2015年度予算規模100億スイスフラン。 *7) ツューリッヒ
大学で法律を専攻、この間パリとカルガリーに遊学。法律事務所でパートナ
ーとして弁護士活動の後、1999年から2006年まで国民議会議員、2004年から
2006年までCVP党首。2006年に連邦評議員に選出され経済相、2010年からは
DETECを率いる。7人のスイス政府の閣僚の中で、国民投票の結果がトップの
成績を誇るロイトゥハルト大臣について、TA紙は「我等のドリスが我々の今
をもたらした」と褒め、「スイス政府の閣僚の中では国民に圧倒的に強い影
響力を与えている」と評価した。閣僚の評価は在任期間や担当分野・財政規
模にも依るものの、彼女の不思議な人気は、母党CVPを上回るとまで評され
ている。
2位はSPのアラン・ベルセ連邦評議員:10議案承認、2議案否決。
FDHA(連邦政府内務)で年金、健康保険・文化を担当、職員数2,700名、2015
年度予算規模168.7億スイスフラン。
ヌーシャテル大学で政治と経済を専攻、2005年PhD取得。博士課程在籍中母
校で地方経済開発の研究助手を務める。ハンブルク大学経済研究所客員研究
員を経た後、ヌーシャテル州経済事務部門の戦略顧問に就任、2006年戦略・
情報通信コンサルタントとして独立。2003年ヌーシャテル全州議会議員に選
出され、2011年から連邦評議員。
3位はSPのシモネッタ・ソンマルーガ連邦評議員:8議案承認、5議案否決。
FDJP(連邦政府法務・警察)担当、職員数2,900名、2015年度予算規模22.75
億スイスフラン。大学資格試験取得後、ルツェルン音楽院でピアノを専攻。
海外在住後、コンサート活動と共にフリブール音楽院で教鞭を取る。1993年
から消費者保護基金の理事、その後2000年から2010年まで理事長を務める。
1997年から 2005年までケーニッツ市議(ベルン)、1999年から2003年まで国
民議会議員。2003年から2010年までベルン代表全州議会議員を務め、2010年
から連邦評議員。
4位はFDPのヨハン・シュナイダー=アマン連邦評議員:8議案承認、2議案否
決。EAER (
連邦政府経済・教育・研究)担当、職員数2,500名、2015年度予
算規模122.16億スイスフラン。
連邦工科大学ツューリッヒ校で電気技術を学んだ後、夫人の実家の建設機械
会社に入社、1990年アマン・グループ社長に就任、各種業界団体の役員を歴
任、1999年から2010年まで国民議会議員、2010年から連邦評議員。
5位はSVPのウエリ・マウレル連邦評議員:3議案承認、2議案否決。
FDF ( 連邦政府財務)担当、職員数9,500名、2015年度予算規模162.29億スイ
スフラン。
商業事務の資格を得た後、農業分野で仕事をし、農業協同組合の役員を経た
後、1994年からはツューリッヒの農業団体代表を勤めた。1983年ツューリッ
ヒ州議員に選出された後、1991年国民議会議員に選出されて、1996年から
2008年までSVP党首を務めた。連邦評議員在任は2009年から2015年まで防衛
相、2016年から財務相。
6位はFDPのディディエ・ブルクハルター連邦評議員:1議案承認、2議案否決。
FDFA (連邦政府外務(FDFA)担当、職員数5,800名、2015年度予算規模31.71億
スイスフラン。
経済学者で大学や民間企業でキャリアを積んだ後、1991年地元ヌーシャテル
市政府に2005年まで在任。2003年国民議会議員に選出された後(州によって
地方政府と連邦議員を兼務できる)、2007年からヌーシャテル代表の全州議
会議員を務めた。連邦評議員在任は2009年から2011年まで内務相、2012年か
らは外務相。
7位はSVPのギー・パルメラン連邦評議員:1議案承認、議案否決0。
DDPS (連邦政府防衛・国民保護・スポーツ)担当、職員数12,300名、2015年
度予算規模48.49億スイスフラン。大学資格試験合格後、ワイン醸造国家資
格取得。1993年ビュルサン村長として政界入りし、1994年から 2003年まで
ヴォー州の州議会議員、2003年国民議会議員に選出され、連邦評議員在任は
2016年から。
以上の様に、様々な経歴を持つ連邦政府の閣僚だが、現在の閣僚程バラエテ
ィーに富む経歴の持ち主も珍しい。これは両院議会が選出する連邦評議員選
で、SPが主導する権謀術数が作用した結果でもあった。必ずしも立法府に関
連する学問を納めた人材ばかりではないものの、様々な分野と地方政治を経
験した後、国政そして連邦政府入りしている。地方自治が確立しているスイ
スでは、地方政界での経験は殆ど不可欠と言えよう。
2017年6月14日、ディディエ・ブルクハルター外相 *7) が突然今年10月末で
の退任を表明した。突然の辞任表明は驚きを持って受け止められた。辞任の
理由は私生活にもっと時間を割きたいというものだったが、家族に病人がい
ると伝えられている。2014年スイス連邦大統領の時には「欧州安全保障協力
機構(OSCE)の議長も務めた。特に東ウクライナ紛争の仲介役を務めた際には
公正中立な立場を貫いたと高い評価を受けている。しかし、国民投票の結果
を見る限り、目に見える華々しい活躍とは縁遠く、「スイスの政治は非常に
安定しているので、死ぬほど退屈」等というメディアのコメントに一抹の現
実味が感じられる。今後世界政治の舞台でブルクハルター氏に活躍の場があ
ることも想定されている。
後任のFDP連邦評議員は、ラテン語圏からか、女性か、等様々な資格が取り
沙汰されている。今のところ、ティチーノ出身の医師で連邦議会FDP会派 *8)
会長のイグナツィオ・カッシス氏が最有力候補に挙げられている。しかし、
カッシス氏は既に複数の重要な組織の代表を兼務している事が問題視され、
更に子供が居ないので、同氏が選ばれれば、連邦評議員の過半数が子供無し
になる、とメディアは騒ぎだした。地元ティチーノの有力者の「連邦評議員
は地域の代表ではないのでティチーノ出身者でなくても良い」という発言が
報道され、有力候補は不透明になってきた。

一見安定していると見えるスイス政治だが、これも絶え間無い国民の監視と
関与があるからに他ならない。権力者に近寄るロビイストの活動を、国民は
つぶさに知る事は出来ない。国民がひと度油断してよそ見をすると、政治は
直ぐに横道にそれるものだという事を、肝に銘じておかねばならない。これ
が民主主義の基本だ。民主主義が独裁に勝ることは言うまでも無い。

The result of the
popular vote "Energy Act (EnA)" on
May 21, 2017
and "the performance
of the individual Swiss ministers"

The Energy Act (EnG) was approved by 58.2% of the votes. *1) Cantons
approving the
Energy Act, accounted for an overwhelming majority of
19.5 Cantons out
of 23 Cantons. The overall turnout of voters was at
42.4%. The Nuclear
Power Plant (NPP) location Canton of Aargau was
particularly
eye-catching among the Cantons with majority of No-
votes. The media
reported about the vote with the headline
"Intention of
nuclear power phase-out". The proponents from the
middle to the
leftist political parties who want to extinguish
nuclear power
plants were enthusiastic by making the request for a
sharp
decommissioning of NPP-reactors. On the other hand, the SVP-
party *2) from the
loser side, which claims maintaining the NPPs,
expressed
disappointment that the labor union's cooperation could
not be obtained.
Many of the media reported that "The Energy Act
(EnG)" was a popular vote, which had questioned
"whether breaking
with nuclear power
generation or not?" TA-newspaper commented on the
"Energy
strategy 2050" as "an unsolved problem, but an important
step".
Tages-Anzeiger (TA) dated May 23
reported about a new movement of
"Swiss NPP
decommissioning committee". A committee, formed by
nonpartisan
citizens on April 22 this year, which announced the
plan of an
initiative that NPP-Leibstadt should be
disconnected
from the grid at
least by 2029, the NPP-Goesgen by 2024, the
NPPs
Beznau I and II one year
after the approval of the initiative; the
nuclear power
plant Muehleberg is scheduled to be suspended
in 2019.
A large-scale
unexpected cooperation had emerged those who
recommended the
initiative such as 38 groups, Green and leftist
parties, and also
a large environmental organization. They argue
that if no deadlines of the nuclear plants
shutdown are set for
each NPP for
preparing the possible situation, that's a sham. If the
committee is able
to collect 100,000 signature by November 16, 2018,
the initiative can
be brought to a popular vote. However, it's
reported that the
National Parliament members of the Green and
leftist parties
have a cautious stance on it; they respect the fact
that their
proposal was once rejected by 54% on the popular vote in
November 2016.
The construction of
new nuclear power plants is no longer possible,
that's why
electric companies will have to consider the construction
of gas power
plants as a substitute energy from nuclear power
plants. Energy
Minister Mrs. Doris Leuthard said that if a
power
shortage occurred,
we will have to purchase electricity from abroad.
The most
sustainable energy source in Switzerland is the hydro-
electric power
generation, but there is a dispute over huge
subsidies. The
path of energy securing will be a repeated discussion
over the coming
years.
On June 26, 2017,
Swiss Radio SRF reported that the Federal
Government
presented the specific content of the "Energy Policy
2050". *3) A
pillar of the energy policy is, promoting construction
of hydropower- and
wind power plants, and make individual
investments
consistent with the national interests. As a result of
the governmental
plans, immediate objection might happen, therefore
no longer emphasis
is put on the protection of nature and cultural
heritage. The size
of the power plants are determined by the Federal
Government
according to national interests. As it seems to be a
rather stronger
posture, it's expected that frequent popular vote
will occur on the
matter.
Already at the
beginning of this year, local Governments presented a
draft of new
energy regulations. Mr. Herbert Buehl, Chairman
of the
"Federal
Commission for the Protection of Nature and Cultural
Heritage" *4)
expressed his shock about the regulation "This is
beyond our worst
fear". He warned again "If the Federal Government
sticks to this
plan, nature conservation will be totally compromised
and natural
habitats will be destroyed". The Federal Energy Agency
says, they are
currently verifying comments (feedbacks) on the
regulations. It
was reported that probably at the end of October
this year, the
Federal Government will make a final decision on the
specific
implementation of the energy policy as from January 2018.
The Tages-Anzeiger newspaper dated on May 27, 2017
reported about an
analysis of the
popular vote *5) handled by the seven Swiss cabinet
members (Bundesraete). *6) Each cabinet member's capability is
not
evaluated, only
based on the result of the popular vote, but it's an
element that can't
be ignored.
Ranked at the
first place is CVP's Mrs. Doris Leuthard, President
of
the Swiss
Confederation for 2017, with 13 bills approved and 2 bills
rejected. She is
Head of DETEC (The Federal Department of the
Environment,
Transport, Energy and Communications) with a staff of
2,500 people, and
a budget size CHF 10 billion in 2015. *7) She
majored law at the
University of Zurich, during this period, she
stayed in Paris
and Calgary. She worked as a partner in a law firm.
>From 1999 to
2006, she was a member of the National Council
(Nationalrat). From 2004 to 2006, she was President of
the CVP-
party. In 2006,
she was elected to the Federal Council (Bundesrat)
and became in
charge of "The Federal Department of Economic Affairs,
Education and
Research", since 2010, she is the Head of the DETEC.
Among the seven
Swiss Ministers (Bundesraete), with regard to
Mrs.
Leuthard who achieved the
best results in popular votes, the Tages-
Anzeiger praised "Our
Doris achieved it now", and evaluated her by
saying "She
has giving an overwhelming strong influence to the Swiss
people among the
Swiss Government Members". Even though the
evaluation of the
minister depends on the term of office and the
field of
responsibility and fiscal size, her magical popularity is
said to exceed her
mother party CVP.
Ranked at the
second place is SP's Federal Councilor Mr. Alain
Berset, with 10 bills
approved and 2 bill rejected. Mr. Berset is
Head of the
Federal Department of Home Affairs (FDHA) with a staff
of 2,700 people
and a budget size of CHF 16.87 billion in 2015. He
studied Politics
and Economics at the University of Neuchatel and
took at PhD in
2005. During his PhD studies, he worked as an
assistant at the
research Institute for Regional Economic
Development at the
University of Neuchatel. He was then a guest
researcher at the
Institute for Economic Research in Hamburg, before
becoming a
strategic consultant in the Economic Affairs Department
of the Canton of
Neuchatel. In 2006, he set up as a self-employed
strategy and
communications consultant. Mr. Berset was
elected to
the Council of
States of the Canton of Fribourg in the year 2003,
and he is a
Federal Councilor (Bundesrat) since the
beginning of
2012.
Ranked at the
third place is SP's Federal Councilor Mrs. Simonetta
Sommaruga, with 8 bills
approved, and 5 bills rejected. Mrs.
Sommaruga is Head of the
Federal Department of Justice and Police
(FDJP) with a
staff of 2,900 people and a budget size of CHF 2.275
billion in 2015.
Following her baccalaureate examination, she
trained as a
pianist at the Lucerne Conservatory. After some time
spent abroad, she
continued giving concerts and taught at the
Fribourg
Conservatory. Mrs. Sommaruga then became
executive director
of the Foundation
for Consumer Protection in 1993 and was its
President from
2000 to 2010. From 1997 to 2005, she sat on the
communal
parliament of Koeniz (BE). She was a member of
the National
Council (Nationalrat) for the SP-party from 1999 to 2003, and
from
the years 2003 to
2010, she represented the Canton of Berne in the
Council of States
(Staenderat); then, since 2010 she became
Federal
Councilor (Bundesrat).
Ranked at the
fourth place is FDP's Federal Councilor Mr. Johan
Schneider-Ammann, with 8 bills approved and 2 bills rejected.
Mr.
Schneider is Head
of the Federal Department of Economic Affairs,
Education and
Research (EAER) with a staff of 2,500 people and a
budget size of CHF
12.216 billion in 2015. Mr. Johan Schneider
studied electrical
engineering at the ETH Zurich; in 1981, Mr.
Schneider-Ammann joined the Langenthal
machine manufacturing company
"Ammann Group", which belongs to the family of
his wife. In 1990, he
became President
of the "Ammann Group". He was then
appointed
executive officer
of various industry organizations. Mr. Schneider-
Ammann was an FDP
National Councilor (Nationalrat) from 1999 to
2010, and he was
elected as Federal Councilor.
Ranked at the
fifth place is SVP's Federal Councilor Mr. Ueli
Maurer, with 3
bills approved and 2 bills rejected. Mr. Ueli
Maurer
is Head of the
Federal Department of Finance (FDF) with a staff of
9,500 people and a
budget size of CHF 16.229 billion in 2015.
Following his
apprenticeship as a commercial clerk, he worked in
Agriculture, was
Manager of an Agricultural Cooperative. From 1994
he was head of the
Zurich Farmers' Association. In 1983, Ueli Maurer
was elected into
Zurich Cantonal Parliament. In 1991, he gained a
seat on the
National Council (Nationalrat), and between
1996 and
2008, he was
President of the Swiss People's Party (SVP). Mr. Maurer
was elected as
Federal Councilor in the year 2009. Up to 2015, he
was Head of the
Federal Department of Defence, Civil Protection
and
Sports (DDPS).
Then from 2016, Mr. Maurer became Head of the Federal
Department of
Finance (FDF).
Ranked at the
sixth place is FDP's Federal Councilor Mr. Didier
Burkhalter, with 1 bill
approved and 2 bills rejected. Mr.
Burkhalter is Head of the
Federal Department of Foreign Affairs
(FDFA) with a
staff of 5,800 people and a budget size of CHF 3.171
billion in 2015.
Mr. Burkhalter worked in a wide range of
positions
at the University
and in the private sector. In 1991, he was elected
to the Neuchatel
City Government, where he remained until 2005. In
2003, he was
elected to the National Council (in certain Cantons,
it's possible to
serve as local Government member and at the same
time as Federal
Parliament Member) and in 2007, he became a Member
of the Council of
States (Staenderat) for the Canton of
Neuchatel.
>From 2009 to
2011, he was Head of the Federal Department of Home
Affairs (FDHA) and
since 2012, he is Head of the Federal Department
of Foreign Affairs
(FDFA).
Ranked at the
seventh place is SVP's Federal Councilor Mr. Guy
Parmelin, with 1 bill
approved and 0 bill rejected. Mr. Parmelin is
Head of the
Federal Department of the Defense, Civil Protection and
Sports (DDPS) with
a staff of 12,300 people and a budget size of
CHF 4.849 billion
in 2015. He holds a Federal Baccalaureate,
afterwards, in
1985, he obtained a Federal PET Diploma in
Agriculture and
Wine-growing. Guy Parmelin entered into
politics in
1993 as President
of Bursins Communal Council. Between 1994 and
2003, he was a
Member of the Vaud Cantonal Parliament. Then, he was
elected to the
National Council (Nationalrat) in 2003, and as
from
2017, he become a
Member of the Swiss Federal Council.
As mentioned
above, the Federal Government members have various
backgrounds,
however, current backgrounds of ministers are unusual.
That was the
result of the Machiavellian's actions by the SP-party
on the Federal
Councilors elections at the House of Representatives
(Bundesversammlung). Not all members have studied the
science
related to the
legislature, but after experiencing various fields
and local
politics, they entered to the central politics and the
Federal
Government. Switzerland, where decentralization is
established, the
experience in the local political arena is almost
indispensable.
On June 14, 2017,
Foreign Minister Mr. Didier Burkhalter *8)
suddenly announced
his resignation by the end of October this year.
The sudden
resignation was received with astonishment. The reason
for his
resignation was that he wants to spend more time for his
private life, but
it is said that his family has a sick person
(child). When he
was Swiss Federal President in 2014, he served as
the Chairman of
the "Organization for Security and Co-operation in
Europe
(OSCE)" too. Especially, when he served as an intermediary
for the East
Ukraine conflict, he received high praise for keeping
a fair and neutral
position. However, as far as the results of the
popular votes are
concerned, visible spectacular activity was not
outstanding. It
may be a certain reality was commented in the media
that "Swiss
politics is very stable, so it is dead boring". It is
also expected that
Mr. Burkhalter might become active in world
politics in the
future.
Regarding to the
substitute of the FDP-Federal Councilor, there is
talked about
various qualifications, such as from a Latin speaking
Canton or a woman.
At the moment, Mr. Ignazio Cassis, a medical
doctor from the
Canton of Ticino and President of the FDP-fraction
*9) at the
parliament is mentioned as a top candidate. However, Mr.
Cassis has been
observed regarding to his concurrent representative
posts at several
important organization too. Furthermore, the media
started to make fuss
that he has no children, if he was elected,
then the majority
of the Federal Councilors would be without
children. The
statement by an influential local business leader from
the Ticino was, a
"Federal Councilor isn't a local representative,
so it doesn't have
to be from the Ticino" was reported. Now, leading
candidates have
become unclear.

Swiss politics
appears seemingly stable at a glance; it has to be
like this, because
of a constant monitoring and involvement by the
Swiss citizens. People
don't know the extent of the lobbyist's
activities, which
approach the powerful political opinion leaders.
If citizens lower
their guard and don't pay attention, politics
will soon get
sidetracked. That we have to keep in mind as the
basis of democracy.
Needless to say that democracy is better than
dictatorship.
