   「秩序ある核エネルギーからの撤退」の結果

投票日が迫ったタメディア社の2回目の世論調査は、議案に賛成が56%1

目より微増して確実に承認される勢いだったが、投票結果は賛成が45.8%

反対が54.2%と否決された。 *1) 投票率は45%とそこそこの水準だったが、

カントンで承認したのは仏語圏の4カントンとバーゼルの両半カントンのみ

という結果だった。投票日を前に大政党がスクラムを組み著名人を前面に出

して反対キャンペーンを繰り広げた。「原発を止めて、外国から汚いエネル

ギー(石炭)を買うのか?」と。これで多くの国民は確実に不安になったと思

う。ベツナウ原発1号機と2号機、ミューレベルク原発と3か所の原発を2017

年中に廃炉にするという性急さが人々に反対投票に翻意させたとメディアは

報じた。又TA紙は「汚い電力」が外国から大量に輸入される事態を懸念して

CVP, FDP, SVPの大政党支持者が反対したと分析した。

 

発議に関する20161028日のSRF の討論番組 ?Arena? の討論内容を、TA

紙は「脱原発8つの事実」と題して検証した。*2) 1. ベアト・ヤンス氏

(SP) の発言「原発事業は負債を生み出す惨めな事業」は正しい。 2. エネ

ルギー相ドリス・ロイトゥハルト氏は、「来年原発3基止めると160万家庭の

電力不足が起きる。」と述べたが、スイスグリッド社 *3) は否定した。 3.

緑の党のレグラ・リッツ党首が「原発以外の5万件の太陽光発電事業が資金

調達で順番待ちをしている。」という発言には幾分の正当性が認められたが

、景観保護の為大規模発電装置の設置場所が限定される課題あり。 4.クリ

スティアン・イマルク氏 (SVP)の「適切な分電ネットワークは未だ整備され

ていない。」という発言は事実で、太陽光発電用やバイオガス用の低電圧網

の整備が急務。 5. エネルギー相ドリス・ロイトゥハルト氏は「ドイツは政

治的決断で脱原発の日程を決めた結果、発電に占める石炭の割合は増加した」

という発言は実際よりも誇張がある。 6. 緑の党のレグラ・リッツ党首によ

る「今原子力発電量の半分が(点検の為)電力網から切り離されている。」

は少し誇張がある。 7. クリスティアン・イマルク氏 (SVP) の発言「フク

シュヴァイツ? はデマで、福島とスイスの原発は何の関係も無い」は判断出

来ない。8. エネルギー相ドリス・ロイトゥハルト氏は、「この議論ではおそ

らく自分が最も信頼できる」と自画自賛したのだが、余りに反対者が少ない

ので逆説的なジョークを言って笑いを取り、受けたようだ。投票結果が確定

した直後のインタビューで、レグラ・リッツ党首は、「小政党の発議がこれ

程国民の支持を得たことは大きな成果だ」と述べ今後の戦いに意欲を示した。

 

この直後20161129日、チェルノブイリ原発4号炉の石棺を覆う新たな巨

大ドーム「新安全閉じ込め設備 (NSC)」の移動作業が始まった事が大きく報

道された。*4)老朽化が進む石棺を覆うドームが10年がかりで建造され、事

故後30年後に完成した。今後100年は石棺の安全を維持できると期待されて

いる。総費用は15億ユーロ(1,700億円)と言われている。しかし、この巨

大プロジェクトを将来幾度作り続けなければならないのだろう?しかも廃炉

作業は未だ着手されていないという。チェルノブイリ原発周辺で人が住める

ようになるには600年かかるという情報をネット上で見た。福島第一原発5km

圏内は永久に人が住めないだけでなく、東京電力は廃炉作業も不可能と諦め

ているらしいとも。個人的にはこれが概ね現実と受け止めている。

 

幸いにしてスイスの原発で大事故が起こらなくても、廃炉作業と核廃棄物の

処理は避けて通れない。これが原発の最重要課題だと思う。しかし国民投票

の議案に反対した人々から、未来永劫安全に保管し続けなければならない放

射性廃棄物の処理についての言及はほとんど聞かれない。それどころか国民

投票の結果に勢いを得たものか、SVPの党首アルベルト・ロスティ氏をはじ

め ジャン・フランソワ・リム議員、クリスティアン・イマルク議員からは

核エネルギーの撤退にブレーキをかけるだけでなく、新しい原発の建造も視

野に入れる類の発言さえ報じられた。エネルギーの需給逼迫だけを懸念して

いるのだ。最近ドイツの廃炉作業が予想を上回る費用になると報道された。

スイスでも同様の報道があり、原発を長く維持すればする程、後の処理が困

難になり費用が膨らんでいくという現実は避けられないというのに。

 

SVPの元党首で現在は同党ストラテジストのクリストフ・ブロッハー氏が、

エネルギー問題で新しい提案をしたと20161214日付でTA紙が報じた。

*5)ドイツ政府が再生可能エネルギーを支援した結果、欧州の電力卸売価格

が低迷した。そうした安価な電力がスイス市場に流入し、スイスの電力会社

アクスポ社とアルピック社の経営が圧迫された。アルピック社はフランスに

二つの原発の売却を提案したが断られたと報じられている。ブロッハー氏は

国の重要なインフラを外国に売り渡すことを禁止する代わりに、電力会社に

原発と水力発電で外国の補助金と同水準の補助金を出して、国がエネルギー

に関与を深める提案をした。この提案には政敵のSPも賛同したと報じられた。

 

しかし20161221日にAxpoのトーマス・シーバー会長が経営方針の抜本的

改革を発表 *6)、取締役会からカントンの代理人を排除して、独自経営に転

換する計画を発表した。Axpoはツューリッヒ、アールガウ、ザンクトガレン

、トゥールガウ、シャフハウゼン、グラールス、ツーク等のカントンが出資

する電力会社なのにだ。再生可能エネルギー等の採算部門と原発関連の不採

算部門を切り離して分社化し、不採算部門は単独あるいは政治(カントン)

と共同で対策を講じると表明した。現状では発電事業で収益を生み出すこと

は出来ず、電力料金が再び上昇するまで坐して待っているわけにはいかない

ので、海外進出もして積極経営をする方針だ。

 

Axpo社の経営方針の転換は、いみじくも原発が採算の合わない事業だと証言

したことに他ならない。原発の発電効率は60%と言われ、運転から廃炉まで

の原発の生涯を考慮すれば二酸化炭素の排出量は決して少なくないという事

情も流布されている。テロ事件が人々の日常にまで迫ってきた欧州で、スイ

スも例外とは言えない事件が起きている。つまり「原発の安全が確認される

限り運転を続ける」という政府の「エネルギー戦略2050」は、安全の保障等

誰も請け負えない事業を継続するという事になる。原発利用の推進は、放射

能を無害化する技術が確立された後の課題だと思う。Axpoが打ち出した再生

可能エネルギー開発事業にこそ、スイスのエネルギー戦略の未来があると思

う。

【 編集後記 】

 

読者から議案が承認されるよう希望するメッセージを頂いたので、楽勝の返

信をした。しかし楽観論は見事に裏切られる結果になって、改めて原発ロビ

ーの強固な団結を見せつけられた気がした。彼らの本音は電力会社の経営資

源は出来るだけ利用し続けたいという事のようだ。経済界+政界+政府が民意

と対峙している構図はスイスでも存在していることに改めて気付かされた。

国民の利益に資する直接民主制を守るのは容易な事ではない。今後も気を緩

めずにスイスの政治を注視していかなければならないと思う。

次の国民投票は2017212日に3議案が予定されている。

   The results of the popular vote "Withdrawal from orderly

   nuclear energy" on November 27, 2016

The second public opinion survey conducted by Tamedia close to the

voting day showed an approval of 56% to the bill. That was a slight

increase from the first round, and the momentum was surely in favor

of the initiative; however, the result of the voting was as follows:

in favor (Yes) 45.8% and against (No) 54.2%. *1) The turnout of

voters was quite high at 45%, but the number of Cantons approving

the popular vote were only four French-speaking cantons and the half-

Canton of Basle. Prior to the voting day, major parties

assembled scrum and created a campaign by putting celebrities in

front with the slogan "Do you want to stop nuclear power plant

(NPP) and buy dirty energy (coal) from foreign countries?" I think

many citizens became surely uneasy with this appeal. Media reported

that the rush to dismantle three nuclear power plants such as

Beznau NPP with Unit 1 and 2, as well as Muehleberg NPP in the year

2017, transformed people's opinion into a vote against it. In

addition, the Tages-Anzeiger analyzed that supporters of major

political parties such as the CVP, FDP, and the SVP were concerned

about an import of large quantities of "dirty electricity" from

abroad voting against it.

 

The newspaper Tages-Anzeiger verified the contents of the discussion

at the SRF's debate program  Arena broadcasted on October 28,

2016, which entitled " Eight facts about the atom exit". *2) 1. The

remarks of Mr. Beat Jans (Social Democratic Party): "The Nuclear

Power project is a miserable project that generates  debts." was

correct. 2. The Energy Minister Mrs. Doris Leuthard said "If three

nuclear power plants are stopped next year, an electricity shortage

will occur at 1.6 million Swiss households"; however Swissgrid

denied it. *3) 3. Mrs. Regula Rytz, leader of the Green Party, her

statement said, "50,000 solar power generation projects other than

nuclear power plants are waiting for given fund procurement.", was

recognized some validity by the facts check of the newspaper. But,

there is the problem that the installation places of the large-scale

power generation equipment (e.g. photovoltaic) is limited due to the

landscape protection. 4. The statement of Mr. Christian Imark from

the SVP (Swiss Volk's Party), "A proper distribution network has not

yet been developed" is a fact, and the development of a low voltage

network for solar power generation and biogas is still awaited. 5.

Comment of Energy Minister, Mrs. Doris Leuthard "Germany has made

political decisions about the schedule of a nuclear exit and as a

result, the proportion of coal in the electricity generation has

increased," that fact is exaggerated than actually confirmed. 6. The

party leader of the Greens, Mrs. Regula Rytz said a little

exaggeration, which was  "Today, one half of the nuclear power

generation is separated from the electric grid (for inspection)." 7.

The remark by Mr. Christian Imark, SVP (Swiss Volk's Party)

"Fukuschweiz? (Swiss Fukushima?) is a hoax, a NPP in Fukushima and

Switzerland has nothing to do with each other", cannot be

determined. 8. Energy Minister Mrs. Doris Leuthard told a

paradoxical joke of self-approval by saying  "In this discussion, I

am probably the most credible", in order to get a laugh, because

there are few opponents, and that was accepted. In an interview,

right after the voting result was confirmed, the party president of

the "Greens", Mrs. Regula Rytz said the "initiative of a small party

has received such a big support from people that is a big

achievement" and showing motivation for the further fight.

 

Shortly after the voting, it was reported that a new giant dome, the

so-called "New Safety Containment Equipment (NSC)" covering the

sarcophagus of the Chernobyl NPP reactor No. 4, began to move. *3)

The new dome covering the aging sarcophagus had been built for 10

years and completed just 30 years after the nuclear accident. It is

expected that the safety of the new sarcophagus can be maintained

for the next 100 years. The total cost is said to be Euro 1.5

billion (about 170 billion yen). But, how many times do they have

to continue making such a huge project in the future? Besides, a

decommissioning furnace has not yet started. I watched the

information on the Internet telling that it will take 600 years

until people can live again around the Chernobyl NPP. It's not only

permanently impossible for people to live within 5km of Fukushima

Daiichi NPP, but also TEPCO seems to give up the decommissioning

work as they consider it impossible. Personally, I think this is

roughly the reality.

 

Even if we are fortunate and no serious accident will happen at the

Swiss Nuclear Power Plants (NPP),  we cannot avoid decommissioning

work and the disposal of nuclear waste. I think that is the most

important task of the NPPs. Although people opposing the proposal of

the bill, almost nobody mentioned about the treatment of radioactive

waste, which must be kept safely in the future. On the contrary,

whether they gained momentum from the result of the popular vote or

not, it was reported that the SVP leader Mr. Albert Roesti, as well

as the SVP lawmakers Mr. Jean-Francois Rime, and Mr. Christian Imark

not only put a break on the exit of nuclear energy, but there were

also some remarks about the construction of a new nuclear power

plants. They are only concerned about the tightening supply and

demand of energy. Recently, it was reported that the NPP-disposal

work in Germany will cost more than expected. There was a similar

report in Switzerland as well. If the nuclear power plants will run

longer, there is the inevitable reality that the processing becomes

more difficult and the cost will expand.

 

The Tages-Anzeiger reported on December 14, 2016 that the former

president of SVP and now the party's strategist Mr. Christoph

Blocher made a new proposal on the energy issue. *5) As a result of

the German Government's support for the renewable energy, the

wholesale price of electric power in Europe became sluggish. Cheap

electricity flowed into the Swiss market that weighs on Swiss

electric companies Axpo and Alpiq. It was reported that Alpiq

proposed to France the sale of two nuclear power plants, but they

refused. The proposal of Mr. Blocher is a ban for the sale of the

country's important (electric power) infrastructure to abroad,

giving Swiss electric power companies the same level of subsidies as

foreign subsidies go to nuclear power plants and hydroelectric power

plants, and deepening the commitment of the Swiss Government to the

energy issue. It was reported that even the political enemy SP

agreed to such a proposal.

 

But, on December 21, 2016, Axpo-President Mr. Thomas Sieber

announced a fundamental reform plan of its management policy; it is

to exclude representatives of the Cantons from the board of

directors and to switch to an independent management. Although Axpo

is an electric power company funded by Cantons such as Zurich,

Aargau, St. Gallen, Thurgau, Schaffhausen, Glarus, and Zug. He

declared to split-up the profitable sector such as the field of

renewable energy and the unprofitable sector related to nuclear

power into separate units. The unprofitable unit should take measures

either independently or jointly with politics (Cantons). Currently,

it is impossible to generate revenue in the power generation

business, and they cannot just wait until the electricity price will

increase again, so they will do a proactive management including an

overseas expansion.

 

The management policy changeover by Axpo attests appropriately that

nuclear power plants are not a profitable business. It is also said

that the power generation efficiency of a nuclear power plant is

only 60%, and the circumstances are spread that the emission amount

of carbon dioxide was never small considering the lifespan of a

nuclear power plant from the start of operation to the

decommissioning furnace. Switzerland is also not an exceptional case

in Europe, where terrorist attacks have come close to people's daily

lives. In other words, the Swiss Government's "energy strategy

2050", which "keeps running as long as the safety of the nuclear

power plants are confirmed" means, continuing the business although

no-one can guarantee security. Before promoting the use of nuclear

energy, the establishment (Nuclear Lobby) has the obligation to

develop a technology, which renders the radiation harmless. I think

there is a future for the Swiss energy strategy in the field of

renewable energy development project by Axpo.

Editor's Comment

 

A reader sent me a comment that he wishes the bill to be approved,

so I sent him a "victory-reply". However, the outcome totally

betrayed my optimism, and I felt that the result showed again a

solid unity of the nuclear power lobby. Their real intention seems

to be, to continue using management resources of the electricity

companies as much as possible. The fact is noticed that the economic

world plus the political world plus the government is confronted by

public sentiments in Switzerland too. It is not easy to protect the

direct democracy, which contributes to the people's interests. I

think we have to keep a relentless eye on politics in Switzerland.
