   2016925日スイス国民投票の結果と次は「脱原発か?」

投票結果 *1) は次の通り。国民発議「持続可能で資源効率の高い経済の為

に(グリーン・エコノミー)」が反対63.6%で否決され、賛成が過半数を超

えたのはジュネーヴのみ。投票率は42.2%だった。同じく国民発議の「老齢

及び遺族年金増額:適切な老齢年金の為に」も反対59.4%で否決された。賛

成が過半数を超えたのは仏語圏の4カントンとイタリア語圏のカントン・テ

ィチーノで、投票率は42.6%だった。結果は、典型的なラテン圏とゲルマン

圏の溝いわゆる「レシュティ・グラーベン (Roestigraben) *2) が露わに

なった。諜報機関連邦法(諜報機関法、ISA)の修正案は賛成65.5%で、全て

のカントンでも賛成が過半数を超えて承認された。投票率は41.8%3議案の

中では最低だった。

 

国民発議の2議案が否決され、兎に角胸を撫で下ろした。国民年金の10%引き

上げは「ベーシックインカム」 *3) のように、財源を無視して発議された

ことに危機感を覚えていた。「グリーン・エコノミー」も発想には共感でき

ても、「グローバル・フットプリント・ネットワーク方式に依る環境負荷を

2050年までに現在の地球2.8個分から1個分に軽減する目標」を、諸外国の動

向を無視してスイス一国で実効ある制度を数年で定めるのは困難という他な

い。若し承認されていたら、誰も満足しない法律になるか、あるいはいつま

でも立法化出来ないという事態が懸念される。現在立法化の期限が迫る中、

発議したスイス国民党(SVP)と欧州委員会、スイス政府・議会の3者で攻防

が繰り広げられている「大量移民の阻止(Masseneinwanderung Stoppen!)

*4) の様に。

 

国民の多数の賛成を得た「諜報機関連邦法(諜報機関法、ISA)」は、サイ

バー攻撃に現実的な対応が出来るよう改正された諜報機関法で、20179

1日に施行される。20161029日付ターゲス・アンツァイガー紙は、初め

てとなる諜報機関((NDB))のサイバー担当責任者のインタビュー記事を大き

く報じた。 *5) 改正案でサイバー担当部署は、外国からの敵対的なサイバ

ー攻撃に対して、政府・関係省庁の許可を得た後、マルウェアで反撃出来る

ようになった。サイバー攻撃の保護対象となるのは、主にスイスの兵器製造

企業、金融機関、ジュネーヴの国際機関、小規模ながら特殊技術を持つ企業

等だそうだ。サイバー部門に携わる要員は、ハッカー・オタクなどではなく

、金融機関のセキュリティーの専門家や大学の研究者の様な、高度な専門教

育を受けた人材が登用されている。国の防衛を担う仕事は挑戦的で魅力があ

るので、要員確保には事欠かないとサイバー部門の責任者は話した。

 

次なる国民投票は、「原発廃炉」が俎上に上る。国民発議「秩序ある核エネ

ルギーからの撤退」について民意が問われる。今年最後となる20161127

日の国民投票は *6)珍しくこの議案1件のみ。発議の要点 *7) は、スイスの

原発の運転期間を45年までに制限し、新しい原発の建造は禁止する。 2017

年にベツナウ原発1号機と2号機、並びにミューレベルク原発を送電網から切

り離し、2024年にはゴェスゲン原発、2029年にはライブシュタット原発も送

電網から切り離して2029年までにすべての原発の停止を求めている。因みに

46年経つベツナウ原発1号機は運転中の世界最古の原発。緑の党が発議した

議案で、社会民主党、グリーン・リヴェラル、その他小規模政党、環境保護

団体と原発批判勢力が支持している。

 

スイスの電力は、原発5基で電力消費量の38%が賄われている。水力発電は最

も重要な電源だが今以上の開発余地は殆ど無く、他方太陽光発電と風力発電

がエネルギー供給に占める割合は未だ限定的なので、将来的な開発余力はあ

ると言われている。ドリス・ロイトゥハルト環境大臣は、「原発の安全性は

確保されている、性急な核エネルギーからの撤退は停電を招く恐れがある」

と強いメッセージを発した。連邦政府は「エネルギー戦略2050 *8) を提

案しており、連邦議会もこれを承認した。その骨子は、エネルギー効率を高

め、再生可能エネルギーを振興して、原発は運転期間を終えるまで稼働させ

て段階的に核エネルギーから撤退し、原発は新しく建設しないというもの。

政府は2019年に廃炉が決まっているミューレベルク原発以外の原発は、廃炉

の時期は未定で安全性が確認されている間は運転する方針を示している。

 

スイスでは、原発事業会社は「使用済み核燃料と核廃棄物処理」、更に「廃

炉」の責任を負わされている。その為「廃炉と核廃棄物処理基金

Stilllegungs- und den Entsorgungsfonds (Stenfo)”」の積み立てが義

務付けられている。現在64億スイスフラン貯まっている基金に、安全確保の

為連邦政府は30%の積み増しを求めた。2015年と2016年でそれぞれ87800

万スイスフランの増額を決めたが、原発事業者は資金不足で経営が破綻する

と争う構えだ。連邦原子力監督局(Ensi)は”Stenfo” を検証して、211

最終費用を190億スイスフランと試算していたが、2006年当時の約35億スイ

スフランより増えた。「今後予想される費用が再度増えても驚きは無い」と

20161010日付TA紙は書いた。「スイス・エネルギー財団(SES)」は、最

終廃炉費用は500億から1,000億スイスフランにもなると想定。つまるところ

廃炉は早い方が費用は少なくて済むとの報道記事に説得力が出て来た。

 

スイスでエネルギー・原発問題が語られる時、「フクシマ原発溶融事故」は

いまだにほぼ必ず言及される文言で、聞く者にスイスで原発事故が起きた時

の恐ろしさと事故処理対応の困難さを否が応でも連想させる効果絶大だ。

201411月に「軍の薬局」からヨード剤が配布されるようになったが、1986

426日午前123(モスクワ時間)に起きたチェルノブイル原発事故が起

きた時、当時はそうした対策も無く、人々は不安に思いながらも通常通りの

生活をして、核シェルターへ逃げ込んだという話が話題になった記憶は無い

。中世にバーゼルで大地震 *9) が起きた事、6世紀山の崩落でレマン湖に土

砂が流れ込み津波 *10) が起きた史実が報じられている。テロへの備えが出

来ない事も廃炉を促す根拠になっている。時折言及はされるものの、突っ込

んだ議論にはなっていない印象だ。

 

「使用済み核燃料の保管場所」は未解決。連邦政府が暫定保管場所の候補地

に言及したものの、候補に挙げられた自治体の困惑は大きく、進展する様子

が見えない。新聞の投書欄には、原発を容認する政治家への厳しい批判が多

く寄せられている。タメディア社の2回目の世論調査でも、賛成が56%に達し

1回目よりも微増、「ゆるぎない高い支持」と書かれた。基本的に原発を

支持はしないが、スイスのエネルギー事情を考慮すると反対派の言い分にも

十分留意して態度を決めるべきと思う。しかし、その根拠は如何にも説得力

に欠ける。スイスには脱原発を実現させ得る技術力と財力と人材はあるが、

核の危険を受容できる国土は無いのだ。

20161127日の投票用紙と説明書が114()に届いた。投票日まで一

段と激しい論争になりそうだ。次号は投票日の結果と共に、この間の事情を

お伝えしたい。

   The results of the popular vote on September 25, 2016 and

   next comes "denuclearization?"

The voting results *1) are as follows. The Popular initiative 'For a

sustainable and resource-efficient economy (Green Economy)' had been

rejected by a total of 63.6% No-votes, only the Canton of Geneva

approved the initiative by a majority of the votes. The Voter turnout

was at 42.2%. The Popular initiative: 'OASIplus for a decent old-age

pension (AHV)' was also rejected by a majority of 59.4% No-votes.

Only four Cantons in the French-speaking part of Switzerland and the

Canton of Ticino in the Italian part approved the initiative by a

majority of the votes. The Voter turnout was at 42.6%. The result

revealed the typical ditch between the Latin and the German part of

Switzerland, the so called 'Roestigraben' *2). The Amendment of the

'Federal Act on the Intelligence Service (Intelligence Service Act,

ISA)' was approved by a majority of 65.5% of the votes, and all of

Cantons were in favor of the Amendment too. The Voter turnout was at

41.8%, the lowest among the three bills.

 

I was relieved indeed that the two Popular initiatives were

rejected. I was concerned about the 10% increase of the national

pension, which was proposed by ignoring the financial resources

similar to a 'Basic income' *3). The idea of the 'Green economy' is

understandable, however, the "target to reduce the environmental

burden from the current 2.8 pieces of earth to one piece of earth by

2050 as proposed by the Global Footprint Networks Method." is

absolutely difficult to establish. Switzerland cannot implement an

effective system alone, ignoring the other countries and possible

trends in the coming years. If the bill had been approved, there

were concerns that no one would be satisfied with such a law, or it

might never have been legislated. It's just like the "Stop mass

immigration initiative (Masseneinwanderung Stoppen!)" *4), which is

reaching the deadline for the legislation. Three parties struggle

about the implementation of the initiative, the proponent "Swiss

Peoples' Party (SVP)", the EU-committee, the Swiss Government and

the Swiss parliaments.

 

The Amendment of "Federal Act on the Intelligence Service, (ISA)"

obtained a large approval by the voters that enables a realistic

approach to the intelligence agency for cyber-attack; the amended

bill will be in force on September 1, 2017. The "Tages-Anzeiger",

dated October 29, 2016 published a large interview article with the

cyber division responsible of the intelligence agency (NDB)*5) for

the first time. The amendment of the bill enables the cyber

department to fight back with malware against hostile cyber-attacks

from abroad. The targeted protection against cyber-attacks refers

mainly to Swiss arms manufacturing industry, financial institutions,

international organizations in Geneva, and small companies with

special technologies. Staff involved in the cyber sector, are human

resources that have received a high level of professional education,

such as IT-security experienced experts at financial institutions or

researchers at universities rather than IT-hackers or nerds. The

work, responsible for the defense of the country is a challenging

and attractive duty, therefore, to ensure the necessary number of

personnel is no problem, said the cyber chief.

 

The next popular vote is about "Nuclear Power Plant decommissioning",

a Popular Initiative "for an orderly withdrawal from the nuclear

energy program (Nuclear Withdrawal Initiative)"; it is going to ask

the will (opinion) of the citizens. The popular vote will be the

last of this year on November 27, 2016 *6), it is uncommon that

there is just one issue to vote about. The core of the initiative

*7) is to limit the operation period of Swiss nuclear power plants

(NPPs) up to 45 years, and the construction of new NPPs should be

prohibited. The bill (initiative) claims that the NPPs "Beznau I &

II" and "Muehleberg" have to be disconnected from the power grid in

2017, the NPP "Goesgen"in the year 2024, and the NPP "Leibstadt" in

the year 2029; all of the nuclear power plants should go out of

operation until 2029. By the way, Beznau NPP is the oldest NPP in

the world having passed 46 years of operation. The Green Party

proposed the initiative, the Social Democratic Party, the Green

Liberal, and other small parties, as well as environmental groups,

and nuclear critical groups support the bill.

 

38% of the energy consumption in Switzerland is covered by five

NPPs. Hydropower is the most important energy source, however

there is little room for further development in that energy field.

On the other hand, the solar power and wind power proportion in the

energy supply is still limited, therefore, it's said that there is

a future development capacity in the field of renewable energy.

Environment Minister Mrs. Doris Leuthard made a strong statement

"The safety of NPPs are secured, hasty withdrawal from the NPPs

can lead to a power failure." The Federal Government has proposed

the "Energy strategy 2050" *8), and the Parliaments have also

approved it. The essential features are to increase the energy

efficiency, to promote renewable energy, and to let the NPPs

withdraw stepwise and let them run up to the end of the operation

period; new NPPs are not allowed to be constructed. The Government

has decided to operate all NPPs, whose decommission is pending as

long as their safety is confirmed, except "Muehleberg", which has

decided to decommission in 2019.

 

In Switzerland, the Nuclear Power Plant operating companies owe

their responsibility in the "used nuclear fuel and nuclear waste

disposal", and "decommissioning". Therefore an increase of the

"decommissioning and nuclear waste disposal fund (Stilllegungs- und

Entsorgungsfonds = Stenfo)" would be required. The fund has

currently accumulated CHF 6.4 billion, because of the safety, the

Federal Government determined a build-up of 30%. They ordered to

increase the fund by CHF 878 million each in 2015, and 2016. The

Nuclear Power Plant operators are going to fight against it because

they would collapse due to a lack of capital if they had to

accumulate the fund additionally. The Federal Nuclear Supervisory

Authority (Ensi) validated the "Stenfo-fund", and estimated the

final cost of CHF 19 billion in 2011, which means about CHF 3.5

billion more than at the time in 2006. "Even making another

increase, the future expected cost, is no surprise" wrote the Tages-

Anzeiger on October 10, 2016. The "Swiss Energy Foundation (SES)"

has assumed the final decommissioning cost to rise from CHF 50

billion to even CHF 100 billion. Ultimately, press articles become

convincing saying that an earlier decommissioning costs less.

 

When the talk is about energy and nuclear matter in Switzerland,

the "Fukushima meltdown" is the expression that it is still almost

always mentioned. The effect of the expression is tremendous and

inescapably reminds of the horror and difficulties of handling the

process of a nuclear accident to the people. People who hear it

think what happens in case such a nuclear power plant accident

would happen in Switzerland. Iodine tablets were distributed to

residents by the Swiss Army Pharmacy in November 2014, but when

the Chernobyl NPP accident occurred on April 26, 1986 at 1:23 a.m.,

no such measure was taken at that time. People felt insecure, but

lived as usual, and I do not remember that the "Chernobyl-topic"

became so hot that people rushed into the nuclear shelter.

Historical facts had been reported such as a large earthquake,

which occurred in Basle in the Middle-Ages, and a mountain creep

causing a sediment flow into the Lake of Geneva generating a

Tsunami in the 6th Century. Measures against terrorism are hardly

possible, therefore that is also a reason to encourage the

decommissioning. Although it was occasionally mentioned, but a

deep discussion hasn't been going on, is my impression.

 

The "Storage location for used nuclear fuel" is still unsolved. The

Federal Government has referred to the proposed site of an interim

storage location, but puzzled reactions of the candidate

municipalities are deep, and progress cannot be seen. Many reader's

comments have been published in newspapers making harsh criticism to

the politicians tolerating nuclear power plants. The second poll

published by the "Tamedia" publishing house showed a figure of 56%

in favor of the "Nuclear Withdrawal Initiative", a slight increase

from the first time, and reported "unwavering high support".

Basically, I don't support nuclear power plants, however,

considering the Swiss energy circumstances, I think we should also

pay adequate attention to the opponent's opinion. However, their

reasons are not quite convincing. There is a technology, financial

resources as well as human resources, which are enabling to realize

a denuclearization in Switzerland, but there is no place to accept

the nuclear risk in the country.
