連邦議員選挙の決着が着いた後、12月9日朝8時からスイス政府を構成する

閣僚に当たる連邦評議員の選挙　*1) が両院議員総会で行われた。[ハイラ

イト映像] *2) 連邦評議員選挙に先立って来年の両院議長の投票が行われ、

国民議会議長 *3) にはクリスタ・マークヴァルダー女史 (40, BE)が選ばれ

て、両院総会の連邦評議員選挙の議事を進行した。全州議会議長はラファエ

ル・コントゥ氏 (36、NE) *4) が選出された。今回は両議会議長が共にFDP

で占められた。現職の連邦評議員の再任票決後、辞意を表明していたエヴェ

リン・ヴィドゥマー＝シュルンプフ蔵相 *5) とコリーナ・カサノヴァ連邦

事務総長 *6) の後任選挙が行われた。在任期間の長い順に1人づつ信任投票

が行われたので、最終決着が着いた時には正午を過ぎていた。

投票権を持つ246人の代議員の党派別 *7) の構成は最終的に以下の通りに決

まった。（左派から右派の順、2015年12月9日現在）：

PdA(Partei der Arbeiter)/労働者党： 1議席

Gruene/緑の党：12議席

SP/社会民主党：55議席

glp/グリーン・リヴェラル党：7議席

EVP/福音国民党：2議席

CVP&CSP/キリスト教民主党：41議席

BDP/保守民主党：8議席

FDP/自由民主党: 46議席

Parteilos/無所属：1議席

SVP/スイス国民党：70議席

Lega/ティチーノ同盟：2議席

MCR/ジュネーヴ市民運動：１議席

国の最高執行機関である連邦評議員(Bundesrat) の選挙は、各政党の思惑が

入り混じる神経戦の様相を呈する。仕掛け人は今回も社会民主党(SP)のクリ

スティアン・レヴラ党首 *8) が中心になって、左派と中道政党に呼びかけ

舞台裏で投票を仕切ったと言われている。実際同氏は選挙前日の党首インタ

ビュー *9) でこの事を公言していた。連邦議員選挙で歴史的勝利を収めた

SVPは二人目の連邦評議員の切符を確実にしたと言われながら、選挙日直前

まで「当て馬候補(Sprengkandidatur)」 *10) が擁立されるという噂が絶え

ず、独仏伊の各言語圏から1人づつ3名の公認候補を立てる戦略を立てた。政

党、言語圏、性差のバランスが常に問われる連邦評議員選故に、SVPは配慮

したと胸を張ったものだが、前任者エヴェリン・ヴィドゥマー＝シュルンプ

フと比較して適格性に差が有り過ぎるとの印象を免れなかった。SVPに適任

者がいない訳ではないが、候補を辞退する人材も少なくない。現にSVPの党

首や議会会派の議長は候補を辞退している。名誉ある地位では有るものの、

誰もが望む地位では無いとも言われている。

最有力候補と取り沙汰されたのは独語圏の国民議会議員トーマス・エッシ

*11)。36歳と若いが企業顧問を務めるエコノミスト。ティチーノ州政府のノ

ールマン・ゴッビ氏　*12) と仏語圏の国民議会議員ギー・パルメラン*13)

は共にアリバイ候補 *14) と言われた。概ね左派系と称されるスイスのメデ

ィアはエッシ候補をSVPのストラテジスト、クリストフ・ブロッハー氏 *15)

に近い最右翼の存在としきりに報じた。左派連合が今回もSVPの候補者を阻

止する動きをしようものなら有権者の怒りを招きかねないので、各党は前日

の主要党首インタビューを見る限り表面上自粛したかに見えた。やはり当

て馬は用意されていたものの、SPだけ張り切っても他党がSVPの公認候補に

投票すると公言していたこともあって今回は不発に終わった。

選挙結果 *16) は、6名の連邦評議員についてはいずれも順当に信任された。

しかし7人目の新任連邦評議員は、3度目の投票で漸く有効投票数の過半数を

超えてSVPのワイン農家でもある国民議会議員ギー・パルメラン氏が選出さ

れた。斯くして最有力候補を排除することが出来て、左派連合は結実したよ

うだ。当日二人目の連邦評議員が無事に誕生するかどうかで「SVPには緊張

が漲っていた」と報じられていただけに、インタビューに答えたSVPのトニ

ー・ブルンナー党首 *17) は「3人の候補者は同じ価値だ」、「一歩通常に

戻った」、「2大言語圏から連邦評議員を得た。仏語圏は党勢拡大の最後の

市場。」と満面の笑みを浮かべて語った。

選ばれた当のパルメラン氏は開口一番「（マジック・フォーミューラの）

*18) 協調性を遵守する」と発言して他党の懸念を払拭する姿勢を示した。

しかしドイツ語が流暢とは言い難く、今後メディアのインタビューにどう対

応出来るか注目されそうだ。当日の主要紙ターゲスアンツァイガー紙のオン

ライン版　*19)　では「新しく選出された連邦評議員にこれ程議場の熱気が

欠けた例は稀」と酷評された。それでも同紙の読者投票(8,386人投票)では、

非常に満足が13%, 満足が37%, 中程度に満足が32%, 不満足が18%.　と概ね

迎という結果だった。

閣僚の担当はSVP以外が留任し、ウェリ・マウレル国防相 *20) は本人の希

望で財務相に、パルメラン氏は当初年金問題に精通していると言い内務を希

望していたが、国防相を担当するしか選択肢は残されていなかった。今回の

選挙で移民政策の支持を得て躍進したSVPは法務を担当したいところだった

が、SPの現職シモネッタ・ソンマルーガ法相 *21) が留任を望んだので果た

せなかった。彼女がSPの理念に忠実に対EUに対して及び腰の姿勢である事に

新聞の読者投稿欄には複数の懸念が寄せられていた。難民対応で大方の民意

に反する方針を打ち出しているからだ。難民は現地で専門家に依って受け入

れを審査し、難民発生の原因を国際社会と共に解決に尽力する、というのが

スイス政府の基本姿勢で、これを支持する層が今回の選挙でSVPに投票した。

在任8年で退任を表明したエヴェリン・ウィドゥマー＝シュルンプフ蔵相は

博士号を持つ弁護士で困難な時期に財務の舵取りをして政敵からも称賛され

た。政党の強い支持さえあれば辞任を表明しなかった可能性も考えられただ

けに、政党の党利党略で決まる閣僚選にはジレンマを感ぜざるを得ない。8

人目の閣僚と言われる事務のまとめ役である、連邦事務総長には52歳のヴァ

ルター・トゥルンヘア（CVP） *22) が選ばれた。若い頃物理学を志してい

た異色の政治家だ。CVPはベルンの連邦行政府に多くの官僚を送り込んでい

ると言われている。2016年の連邦大統領にはFDPの経済・教育相ヨハン・シ

ュナイダー＝アマン *23) の就任が承認された。

今回CVPのクリストフ・ダルベレ党首 *24)が故郷Wallisの政治に関るので一

先ず連邦議会を去ると言い、連邦議会議員選には参戦しなかった。連邦議会

の名物男の1人であるダルベレ氏は未だ44歳の若さなので、再び中央政界に

戻って来る可能性もある。連邦議会会派の代表もSVP以外の主要政党で交代

があり、彼らが今後連邦議会の主役を演じる事になる。彼等の舵取り如何で

今後政党の勢力図だけでなく政治全体が大きく変化する事にもなる。両院各

委員会 *25) についての情報は未だ少ないので、又の機会にお伝えしたい。

今年の欧州最大の問題は民族の大移動に匹敵する規模となった難民問題だっ

たと言えよう。欧州社会のあらゆる分野にとてつもない衝撃を与えた。難民

の数の上限も予算も決めず受け入れを表明したドイツのメルケル首相とスイ

スのソンマルーガ大統領の対応は、命がけで旅立ってきた難民にとっても結

果的に迷惑な話に違いなかろう。今後国際社会は難民の出身国の平和に尽力

する責務があると考える。

Election of the Federal Government members

in December 09, 2015

After the election of the parliament members was settled in October

2015, the Federal Councilors corresponding to the ministers that form

the Swiss Government *1) were elected by the General Assembly of both

houses of lawmakers from 8 o’clock on December 9, 2015. [Highlights

of the election video] *2) Prior to the Federal Councilors election,

the chairmen of both houses for the next year were voted on. Ms.

Christa Markwalder (40, BE) *3) was elected as chairwoman of the

National Assembly chairing the Federal Councilors election at both

houses of the General Assembly. As chairman of the Council of States,

Mr. Raphael Comte (36, NE) *4) was elected. This time, the chairmen

posts of both parliament chambers are occupied by the FDP-party.

After the re-election votes of the incumbent Federal Councilors, the

successor elections of Mrs. Eveline Widmer-Schlumpf *5) as Finance

Minister *5) who had announced her resignation and Ms. Corina

Casanova *6) as Federal Chancellor (Federal Secretary General) were

followed. The re-election votes were made one by one based in order

of the length of the term in office. Therefore, until the final

decision was made, it was after noon.

246 parliament members with voting rights for their political

parties *7) listed up below, elected the members of the Federal

Government and the Federal Chancellor on December 9, 2015 (order

from left-wing to right-wing):

PdA(Party of Labor): 1seat

Gruene (Green Group): 12 seats

SP (Social Democrats): 55 seats

Glp (Green Liberal Group): 7 seats

EVP (Evangelic People's Party): 2 seats

CVP&CSP (Christian Democrat Group): 41 seats

BDP (Liberal Democrat Group): 8 seats

FDP (The Liberals Group): 46 seats

Independent: 1 seat

SVP/Swiss People's Party: 70 seats

Lega (Lega dei Ticinesi): 2 seats

MCR (Mouvement Citoyens Genevois): 1 seat

The election of the Federal Councilors (Bundesrat /

Swiss Government), the highest executive body of the country,

consists of psychological war mixed with speculations among the

political parties. It’s said that he is the person who called on

left-wing and centrist parties organizing gimmick behind the scene

for the vote was the President of Social Democratic Party, Mr.

Christian Levrat *8) this time again. Actually, he openly admitted

that at an interview of the party heads. *9) The SVP-party won a

historical victory at the Federal Election for the Parliament. It

was said that based on such a result, the SVP has ensured itself the

second ticket (second post) for a Federal Councilor. However, rumors

of stalking-horses (Sprengkandidatur) *10) were constantly talked

about. Therefore, the SVP made a strategy to put up three official

candidates from the German, French and Italian language area. The

Federal Councilor elections always request a balance of political

parties, linguistic areas and gender. Therefore, the SVP was proud

of its consideration; the impression is unavoidable that the

eligibility of the three candidates in comparison with the

predecessor Mrs. Eveline Widmer-Schlumpf is a great difference.

Although the SVP has the right persons for the post, however not a

few people decline these candidates. Actually, the party president

and the parliamentary fraction’s leader of the SVP have declined an

own candidacy. The post of a Federal Councilor is a prestigious

position indeed, but it’s said that not everybody wants such a post.

Talking about the leading SVP-candidates such as the National

Assembly deputy Mr. Thomas Aeschi *11) from the German part. He is

36 years old, a young dynamic economist and corporate consultant.

Mr. Norman Gobbi *12), a local government member of the Canton of

Ticino and Mr. Guy Parmelin *13) a National Assembly deputy both of

them are said to be alibi candidates. *14) The Swiss media, which is

generally called leftist, frequently reported that Mr. Aeschi is the

most conservative among the candidates and very close to the SVP

strategist Mr. Christoph Blocher. *15) If the left-wing coalitions

tries to block an official SVP candidate this time again, they might

get the anger of the voters. Each party seems to refrain on the

surface as far as observed by the interviews of the main party

leaders the day before. Though still stalking-candidates were

prepared, only the SP-party didn't reveal their intention, but other

parties had professed to vote for the official SVP candidates this

time.

Election results *16), six Federal Councilors had been duly

accredited. However, as new and 7th Federal Councilor was elected

the National Assembly lawmaker and wine farmer Mr. Guy Parmelin who

finally got more than the majority of valid votes the third time.

Thus the leftist coalition seems to have got its fruition that they

were able to eliminate the leading candidate. As it was reported

"tension was charged in the SVP" whether the second Federal

Councilor of the SVP would be safely born on the day. Mr. Toni

Brunner *17), SVP party president answered with a big smile to an

interview "the three candidates are of the same value", "one step

back to the normal", "We got the Federal Councilor from one of the

two large Swiss languages. The Swiss French part is the last market

for gaining more votes and seats for the SVP."

Elected Mr. Parmelin himself made a commitment from the very

beginning by saying "I will adhere to the co-operation (of the Magic

Formula)" *18) and he tried to dispel the concerns of the other

parties. However his German is not very fluent, therefore, his

capability to answer to the media should be paid attention in the

future. The major newspaper Tages-Anzeiger reported a bad review in

its online version of the day such as "The example of such missing

fever in both chambers of parliament to a newly elected Federal

Councilor is rare." *19) Even so a reader’s poll of the newspaper

about the newly elected Councilor was as follows (8,386 people

voting): very satisfied by 13%, in order by 37%, moderately

satisfied by 32% and not at all by 18%; therefore the result was

largely welcomed.

The responsible ministers except from the SVP remain in office.

Defense Minister Ueli Maurer *20) becomes Finance Minister by his

own wish, and as an option for Mr. Parmelin only the Defense Ministry

is left, although he originally wished to get the Ministry of Home

Affair as he thinks to be familiar with the pension fund. Even though

the SVP made a significant breakthrough by the support of their

immigration policy in this election, and the party was fond of taking

over the responsibility for the legal matters (Dept. of Justice), but

its wish couldn't be fulfilled. The incumbent SP Justice Minister

Mrs. Simonetta Sommaruga *21) wanted to remain in (her) office. She

is loyal to the (left) SP policy and her intimidated attitude to the

EU is of concern as some of the readers wrote to the newspaper.

Besides, she announced a policy contrary to the will of a majority

of the Swiss people regarding to the refugee support. The basic

attitude of the Swiss Government is that for the acceptance of

refugees a screening of experts needs to be made on site.

Additionally efforts should be made to solve the cause of the

refugee occurrence together with the international society; voters

supporting that kind of policy have voted for the SVP-party in this

election.

Finance Minister Eveline Widmer-Schlumpf is a lawyer with a PhD; she

announced her retirement after 8 years in office. She received

praise even from political opponents by steering the Swiss treasury

in difficult times. If she could have got only a stronger support

from political parties, then she might not have expressed her

resignation that was thinkable. Therefore, I cannot stop feeling a

certain dilemma for the Federal Councilor that the follow-up

election (choice) was determined by partisan interests of political

parties. The Federal Chancellor is called the eighth minister (chief

of staff) who coordinates also the work of the cabinet; the 52 years

old Mr. Walter Thurnherr *22) of the CVP was elected. He is a unique

politician because when he was young, he aspired in the field of

physics. It's said that the CVP is feeding lots of bureaucrats to

the Federal Government in Berne. As the new Swiss Federal President

for 2016, the Economic and Education Minister Mr. Johann Schneider-

Ammann *23) of the FDP was approved taking office.

The Party president of the CVP, Mr. Christophe Darbellay *24) did

not participate in the Federal Parliament election because he is

going to get engaged into the politics of his home Canton Wallis

(VS). He is going to leave meanwhile the Federal Parliament. Being

one of the famous men of the Federal Parliament, Mr. Darbellay is

just 44-years-old young, therefore, there is a possibility for a

come back to the central political arena again. The representatives

(floor leaders) of the major Federal Parliamentary groups *25) have

changed too, except for the SVP-party. The new fraction leaders

might play a leading role at the Federal Parliament in the future.

Depending on how they are steering their political policy and

influence, not only the power relationship of the political parties,

it is possible that the whole politics can be greatly changed. The

information about each committee *27) of both houses is still

little, I wish I can tell you more another occasion.

【Editors Comment】

The biggest problem of Europe can be said is the huge wave of

refugees; it is like a large movement of ethnic groups. This caused

a tremendous shock in many aspects to the European society. The

refugee handling of the German Chancellor Mrs. Merkel and the Swiss

Federal President Mrs. Sommaruga expressing the acceptance of

refugees without deciding an upper limit of refugees and providing a

corresponding budget is in the focus. It is considered to be also

annoying for refugees who have traveled at the risk of their

own lives. I think the international society has the responsibility

to devote peace to the home countries of the refugees in the future.
