連邦議会選挙結果 *1) の大勢が10月19日のTages-Anzaiger紙上で報じられ

た。トップの見出しは「二極化が加速する国」で、「今後の改革に悪い兆

候」と書かれた。投票率は48.3％と、最低だった1995年の42.2％よりは回

復した。最高の投票率は1919年の80.4％で、現在とは比ぶべくもないが、

熱心に投票する層である高齢者の死に起因していると報じられた。全体的

に右傾化が進み、今回新たに仏語圏だけでなく若者や女性もSVPに投票した

事が注目された。外国人労働者に職を奪われる危機感が一因に挙げられた。

一方スイス国籍を取得した重国籍の立候補者が増えた事も顕著な現象と報

じられ、スイスの国政でも今後多国籍化が一層進む傾向になるようだ。

【国民議会】*2) 200議席の会派別 *3) 結果は以下の通り

（左派から右派の順）：

PdA(Partei der Arbeiter)/労働者党： 1議席(+１)

SP/社会民主党：43議席(-3)　「+0.2％で現状維持。」

Gruene&BastA!/緑の党：11議席(-4)　「-1.5％で下落に歯止めがかからず」

CVP&CSP/キリスト教民主党：28議席(-1)　「-0.2％。BDPの不十分な共闘に不満」

EVP/福音国民党：2議席(+0)

glp/グリーン・リヴェラル党：7議席(-5)　「-0.8％で大敗北」

BDP/保守民主党：7議席(-2)　「-1.3％で損傷は限定的」

FDP&LDP/自由民主党: 33議席(+3)　「+1.2％で好転。」

SVP/スイス国民党：65議席(+11)　「+2.9％で歴史的勝利。」

MCR(Mouvement Citoyens Genevois)/ジュネーヴ市民運動：１議席(+0)

Lega(Lega dei Ticinesi)/ティチーノ同盟：2議席(+0)

大きな話題となったのは、SP会派チュンペルリン会長の落選。同氏の選挙区

は保守王国のシュヴィーツだった。SPは新たな会長を選ぶことになり、今後

の議会運営に支障が来すと懸念されていた。しかし後任は迅速に会派の会合

で3人の候補者の中から42歳のボー出身のエコノミスト、ロジェ・ノルドマン

*4) が選ばれた。これでSPは党指導部の党首も議会会派の会長も仏語圏出身

者で占められることになった。独語圏対応で不利になるとクリスチャン・レ

ヴラ *5) 党首はノルドマンの選出に否定的だった。ところが、当のノルドマ

ンはレヴラ党首（2008年3月1日就任）の在任期間がそれ程長くないとすれば

、後任の党首はドイツ語圏出身者になるかもしれないと発言。なかなか野心

満々の面構えを見せている。今後メディアへの露出度が増えるであろう彼の

発言に注目したい。

一方FDP会派の会長が引退した為、新会長には54歳のティチーノ出身の医師

イグナツィオ・カッシス *6) が選ばれた。物静かな同氏は「私は王者では

なく、機械室担当の僕になりたい」と謙虚な発言をしたものだ。彼の課題は

、会派を維持する事とSVPへの対応の二つと報じられた。SVPは国民議会では

特に議員数が半分程度のFDPを目下のパートナーと見做しているからだ。

2007年から「社会保障と厚生委員会（SGK=Kommission fuer soziale

Sicherheit und Gesundheit）」で能力を発揮してきたカッシスは来年同委

員会の委員長になる。そして2015年11月26日連邦議会会派の会長が出揃った。

もう一つの注目点は、SVPの戦略担当ブロッハー氏の娘マグダレーナ・マル

トゥッロ＝ブロッハー女史 *7) が落下傘で当選を果たしたこと。マルトゥ

ッロ女史は化学メーカーEMSのCEOで母親でもあり、どの様に国政の仕事まで

こなせるのか疑問視する声が挙がっていた。因縁のグラウビュンデンからの

出馬ながら、地元選挙民からは彼女の企業家としての手腕に期待をしたと言

う声が聞かれた。仏語圏のユラからスイス労働者党（共産党）候補が初めて

選出された事も目新しい現象と報じられた。*8)

【全州議会】 *9) は46議席。過半数の得票を得て当選となるので、この条

件を満たさない候補者は2回目の選挙で上位当選しなければならない。国民

議会議員に既に当選を果たしていても立候補出来るので、全州議会議員に当

選すれば、この空席は党内候補者リスト上位者の繰り上げ当選になる。

第一回の投票で46議席の内27議席が即日確定した。残る19議席を争う2回目

の投票は次の通り： 11月1日にヴァリス、8日にはフリブール、ティチーノ、

ヴォー、ジュネーヴの4カントン、15日はベルン、ルツェルン、ニドゥヴァ

ルデンとオブヴァルデン、ソロトゥーン、ザンクトガレンの5カントン、22

日はツューリッヒ、アールガウの2カントンと合計12のカントンとなった。

最後の11月22日迄各カントンと各党を跨いで激しい駆け引きの選挙戦が継続

された。46議席の党派別 *10) 最終結果は以下の通り (左派から右派の順)：

革新系：　26議席（-）

-　SP（社会民主党）： 12議席（+1）

-　CVP（キリスト教民主党）： 13議席（+0）

-　Gruene（緑の党）： 1議席（-1）

保守系：　20議席

-　FDP（自由民主党）: 13議席（+2）

-　SVP（スイス国民党）： 5議席（-1）

-　BDP（保守民主党）： 1議席（+0）

-　Parteilos（無所属）： 1議席（+0）（会派はSVP）

ツューリッヒでは、SPの候補者がトップで当選を確定した結果、2回目の選

挙のスタートラインでFDPとSVPの共闘を阻止するジレンマをもたらしたと言

われた。結果はFDPが勝利して1議席増やした。国民議会で大躍進したSVPで

はあったが、全州議会選では1議席減らして5議席に止まった。FDPからは3人

の若い全州議会議員が当選して「一足飛びに高いポストに就いた」と書かれ

た。31歳のダミアン・ミュラーはルツェルンから、35歳のアンドレア・カロ

ーニはアッペンツェル・アウサーローデンから、36歳のラファエル・コーン

トゥはヌーシャテルからカントンの代議員に選ばれ党の躍進を印象付けた。

CVPは国民議会選挙では伸び悩んだものの、全州議会でトップの勢力を維持

した事で、連邦議会でキャスティングボードを握る強い立場を保った。

全州議会で権力バランスが強固に維持された結果、連邦議会全体の地滑り的

右傾化は阻止されたと評された。この為12月9日の連邦評議員選（閣僚）で

SVPの二つ目のポストの保障が無くなったと言われているが、現在ポスト獲

得闘争真っ只中でもあり、連邦評議員選については次号に譲りたい。もう一

つ重要な議会内権力機構に「委員会」 *11) がある。国民議会には11の委員

会があって各委員会には25名の委員が就任するので、合計275人の委員が就任

する。この委員のポストを巡って激しい分捕り合戦が繰り広げられており、

各委員会の委員リストは2015年12月8日迄に議会事務局に提出することになっ

ている。議席占有率で圧倒するSVPとFDPが6つの委員会で過半数を制すると報

じられている。

中でも最も重要な3つの委員会はWAK（Kommission fuer Wirtschaft und

Abgaben：経済・課税委員会）、SPK（Staatspolitische Kommission:政治

制度委員会）、KVF(Kommission fuer Verkehr und Fernmeldewesen：交通

通信委員会)。WAKは全ての分野と関る中枢委員会であり、SPKは現在最もホ

ットな課題である難民・外国人問題他を担当、KVFは公共交通機関と道路の

資金調達を担当する。各委員会が議会で議論する為の試案を作成する。こ

こでSVPは強力に持論の政策を主張出来る事になる。全州議会の委員会も11

あり、各委員会の委員数は13名。委員会の結果についても次号に譲りたい。

【編集後記】

改選後の連邦議会が早くも11月30日から開会されており、各委員の選出や実

質審議も始まっている。12月9日には合同議会が開催されてスイス政府を構成

する閣僚がで選出される。その日まで目まぐるしく変化する情勢は、近い内

にお伝えしたいと心積もりしている。

　　The results of the Federal elections of October 18, 2015

The general trend of the Federal elections results *1) was reported

in the Tages-Anzeiger of October 19, 2015. The top headline was a

"Country accelerates bipolarization", and it was commented as "a bad

sign for future reforms." The voters turnout was at 48.3%. It has

increased compared to the lowest level of 42.2% in 1995. The best

turnout was at 80.4% in 1919, incomparable to today, however, it was

reported that it is due to the death of a generation of eager voters.

The overall conservative swing progresses; it was noticed that this

trend was seen not only in the Swiss French- speaking part, but also

among young people and women, who have voted newly for the SVP this

time. The sense of crisis and to be deprived of their jobs by foreign

workers was said to be one reason. On the other hand, it was reported

as a remarkable phenomenon that the candidates of dual nationality

who acquired Swiss nationality have increased. It’s going to be a

more advance trend of multinationals in Swiss state affairs in the

future.

【National Council 】 *2) The results of the 200 seats based on

parliamentary groups *3) are as follows:

(the order from left-wing to right-wing):

PdA/Partei der Arbeit： 1 seat (+１)

SP（Social-democrats）：43 seats (-3)　[+0.2% kept the status quo]

Gruene&BastA!(Green Party）：11 seats (-4)

　　[-1.5%; fall is not stopped]

CVP&CSP（Christian Democrats）：28 seats (-1)

　　[-0.2%, unhappy with the inadequate united front of the BDP]

EVP (Parti evangelique suisse)：2 seats (+0)

glp（Green Liberal Group）：7 seats (-5)　[-0.8%; biggest defeat]

BDP（BDP Group）：7 seats (-2)　[-1.3%; limited damage]

FDP（Parliamentary Group FDP）: 33 seats (+3)

　　[+1.2%; successful turnaround]

SVP（Swiss People’s Party）: 65 seats (+11)

　　[+2.9%; historic election victory]

MCR (Mouvement Citoyens Genevois): 1 seat (+0)

Lega (Lega dei Ticinesi): 2 seats (+0)

One of the big topics was the defeat of Mr. Andy Tschuemperlin,

chairman of the SP parliamentary group. His electoral zone is the

conservative kingdom of the Canton Schwyz. The SP-party had to

select a new chairman; there were concerns that the future

parliamentary work might be affected. However, Mr. Roger Nordmann,

*4) a 42-years old economist, from the Canton of Vaud was promptly

elected as successor out of three candidates at the SP-parliamentary

group meeting. Due to that result, the SP-Party President and the

parliamentary group chairman are both occupied now by French-

speaking people. SP-Party President Mr. Christian Levrat *5) was

negative regarding to the selection of Nordmann because of possible

disadvantage in handling with the German-speaking part. However,

Nordmann assumed that if the Levrat's tenure as Party President

won't be any more so long, then a successor might be a German-

speaking party member. Nordmann showed a quite ambitious daring

look on his face. I will pay attention to his remarks because his

exposure to the media will increase in the future.

On the other hand, because the chairman of the FDP parliamentary

group retired, a 54-years old medical doctor from the Canton of

Ticino, Mr. Ignazio Cassis *6) was elected as new chairman. The

gently occurring person made humble remarks about his plans. He

regards himself as a servent, which acts in the engine room. He

doesn't want to be a King, but a servent. It was reported that he

has two challenges; one is keeping together the FDP-fraction and the

other one is the handling with the SVP-party. The SVP-party

specially considers the FDP as lower graded partner because the FDP

has only about half the number of lawmakers in the National

Assembly. Mr. Cassis has exercised his ability at the [Social

Security and Welfare Committee (SGK)] since 2007 and he will become

the chairman of that Committee next year. And then, all chairman of

the parliamentary groups are ready on November 26, 2015.

Another remarkable point was that a daughter of the SVP strategist

Mr. Christoph Blocher, Mrs. Magdalena Martullo-Blocher *7) was

elected as parachute candidate. Mrs. Martullo is the CEO of the

EMS-enterprise, a manufacturer in the chemical fields, and also a

mother. There were voices asking how she can manage the work of

state affairs in addition to her job as CEO. When she was nominated

as candidate from the fateful Canton of Graubuenden, a voice could

be heard from the local electorate that Mrs. Martullo-Blocher is

expected to bring her ability as entrepreneur into the politics. A

candidate of the (PDA) Swiss Workers’ Party (Communists) was

elected for the first time in the French-speaking Jura; that was

also new phenomenon. *8)

The [Council of States] *9) has 46 seats. Here a candidate must win

an absolute majority of votes in order to be elected in the first

round of voting. Candidates who do not satisfy that condition can

participate in the second round of voting when only a simple

majority of the votes is needed for the election. Candidates who

have already been elected to the National Assembly can still run for

a seat at the Council of States election. In case such a candidate

is elected also as Councilor of States then his elected seat at the

National Assembly will be taken over by the party's candidate with

the highest number of votes on the party candidates list

(first substitute).

At the Council of States election, 27 seats out of 46 seats were

determined in the first round of voting on election day. The second

round of voting for the remaining 19 seats was scheduled as follows:

On November 1st at the Canton of Wallis/Valais. On November 8th in

another four cantons such as the Cantons of Freiburg/ Fribourg,

Ticino, Vaud and Geneva. On November 15th in five more cantons such

as the Cantons of Bern/Berne, Luzern, Nidwalden and Obwalden,

Solothurn and St. Gallen. On November 22nd in the last two cantons

such as the Cantons of Zuerich, and Aargau. That makes a total of 12

cantons. The hard dickered election campaign crossed over cantons

and political parties continuing up to the last of November, 22. The

results of the 46 seats based on parliamentary groups *10) are as

follows: (the order from left-wing to right-wing):

Liberal: 26 seats

- SP (Social Democrats): 12 seats (+1)

- CVP (Christian Democrats): 13 seats (+0)

- Gruen (Green Party): 1 seat (-1)

Conservative: 20 seats

- FDP (The Liberals): 13 seats (+2)

- SVP (Swiss People's Party): 5 seats (-1)

- BDP (Conservative Democratic Party): 1 seat (+0)

- Independent: 1 seat (+0)（SVP fraction）

In the Canton of Zurich, a SP-candidate was the top winner in the

first round of voting. It was said that this starting position

would bring the parties FDP and SVP into a dilemma about a possible

co-operation of their candidates for the second round of voting. The

result was that the FDP-party won in the second round of voting

increasing by one seat. The SVP made major gains in the National

Assembly, however, in the Council of States it lost one seat and

remained at 5 seats. Three young Councilors of States were elected

from the FDP, which was reported with the headline "leap into high

posts". The 31-years old Mr. Damian Mueller comes from the Canton

of Luzern, the 35-years old Mr. Andrea Caroni comes from the Canton

of Appenzell-Ausserrhoden, and the 36-years old Mr. Raphael Comte

comes from the Canton of Neuchatel; all three were elected as

delegates of cantons that impressed by a breakthrough of the FDP-

party. The CVP was sluggish in the National Assembly elections, but

maintained its position as a top force in the Council of States. The

party keeps its strong position in the view of casting vote in the

Parliament.

As a result of the power balance, which has been firmly maintained

in the Council of States, it was reputed that the landslide

conservative swing of the entire Parliament had been blocked.

Because of that, it is said that the second post of a Federal

Councilor for the SVP was not anymore guaranteed. However, the

battle for the post is going on now, therefore, I'm going to write

about the federal councilor election at the next issue. Another

important parliamentary political mechanism is the body of a so-

called "Committee". *11) There are eleven committees at the National

Council, and each committee appoints 25 members. Then a total of 275

committee members assume a post. A fierce battle around the seats of

the committee has been carried so far. The names of the committee

members have to be supplied to the Parliament's office up to

December 8, 2015. Thanks to the election win of the parties SVP and

FDP, the two parties will get an absolute majority in six of the

permanent committees.

Among them, the three most important committees are the WAK

(Economic and Taxation Committee), the SPK (Political System

Committee), and the KVF (Transportation and Communication

Committee). The WAK is the central committee, which is involved in

all areas. The SPK is among others in charge of refugees and

handles the matter of foreigners. That is currently the hottest

issues. KVF is responsible for the financing of public transport

and roads. The committees prepare a draft for discussion in the

parliament. Here, the SVP can realize its own policy. The Council

of States has also 11 committees, and each committee has thirteen

members. I will also write the results of the committee at the next

issue.

After the Federal Parliament election, the selection of chairmen

and committee members took place, at the same time the new session

had already started from November 30,2015. The seven members of the

Federal Council (Swiss Government Members) will be elected by the

Federal Assembly on December 9. A rapidly changing situation up to

the day, I'd like to inform you in the near future.
