Swiss Payment Mechanism for Supplies to IRAN.Schweizer Zahlungs-Mechanismus fuer IRAN-Lieferungen. (Thu. 30.01.2020)
スイスは数日前、いわゆる「スイス人道貿易協定(SHTA)」と呼ばれるイランへの
人道支援物資輸送の為の決済システムの試験に成功した。これに依って、スイス
のイランへの「人道チャネル」が開始されようとしている。「スイス・チャネル
」は、米国の制裁に違反する事無く、イラン国民に緊急物資をスイスから提供出
来るようになる筈。この為スイスは2018年末から、イラン、米国、選ばれたスイ
スの銀行、企業と共同で新しい送金システムを構築した。米国財務省は、「SHTA
協定」に基いて、参加銀行に対して米国の法律に従って金融取引の処理に必要な
保証を付与する。各支払いは、スイスの「連邦経済局(SECO)」がチェックする。
米国財務省と共同で「SECO」は、取引の適正評価が強化されたことを保証する。
これに依って、スイスはイラン国民に農産物、食料品、医薬品と医療機器の提供
に貢献する。この対策はスイスの人道的伝統に合致する。試験の一環として、ス
イスの製薬会社の医薬品をイランに送る為の最初の支払いが2020年1月27日可能
になった。これらは、癌治療並びに臓器移植に必要な医薬品だった。薬価はおよ
そ230万ユーロだった。スイスの輸出業者にとって、イランへの人道物資の輸送
は困難さを増しているが、この種の輸送は米国の制裁の対象ではない。米国の制
裁の為、どの金融機関もイラン向けの送金をしたがらない。
Die Schweiz hat den Zahlungs-Mechanismus fuer die Lieferung von
humanitaeren Guetern in den IRAN, das so-genannte "Swiss Humanitarian
Trade Arrangement (SHTA)", vor wenigen Tagen erfolgreich getestet.
Damit steht der "humanitaere Kanal" der Schweiz mit IRAN kurz vor der
Einfuehrung. Der "Schweizer Kanal" soll helfen im IRAN die Bevoelkerung
mit notwendigen Guetern aus der Schweiz versorgen zu koennen, ohne US-
Sanktionen zu verletzen. Die Schweiz hat deshalb seit Ende 2018 einen
neuen Zahlungs-Mechanismus aufgebaut, in Zusammenarbeit mit dem IRAN,
den USA und ausgewaehlten Schweizer Banken und Unternehmen. Unter dem
"SHTA-Arrangement" wird das US-Treasury Department den beteiligten
Banken die notwendigen Zusicherungen geben, dass die Finanztransaktionen
im Einklang mit der US-Gesetz-Gebung abgewickelt werden koennen. Die
Zahlungen werden jeweils vom Schweizer "Staats-Sekretariat fuer
Wirtschaft (SECO)" ueberprueft.In Zusammenarbeit mit dem US-Treasury
Dept. stellt das "SECO" sicher, dass zu den abgewickelten Geschaeften
eine erhoehte Sorgfaltspflicht wahrgenommen wurde. Damit leistet die
Schweiz einen Beitrag zur Versorgung der Bevoelkerung im IRAN mit Agrar-
Rohstoffen, Nahrungsmitteln, Medikamenten und medizinischen Geraeten.
Dies entspricht der humanitaeren Tradition der Schweiz. Im Sinne eines
Probelaufs wurde am 27.01.2020 eine erste Zahlung fuer die Lieferung
von Medikamenten eines Schweizer Pharma-Unternehmens in den IRAN
ermoeglicht. Es handelte sich dabei um Krebs-Medikamente sowie
Medikamente, die bei Organ-Transplantationen benoetigt werden. Der Wert
dieser Medikamente betrug rund 2,3 Mio. Euro. Fuer Schweizer Exporteure
wurde es immer schwieriger, humanitaere Gueter in den IRAN zu liefern,
obwohl solche Lieferungen nicht unter die US-Sanktionen fallen. Wegen
den US-Sanktionen sind kaum mehr Finanz-Institute bereit, IRAN-Zahlungen

2) マイホームを夢見るスイス人

スイスの家庭にとって、「持ち家」は大きな夢だが、夢を実現しているのは半分
以下だ。分譲住宅を購入するまでに平均約8年間かかる。現在賃貸住宅に住んで
いるおよそ75%が分譲住宅の購入に関心を持っている。「ユーロスタット」によ
ると、スイスの住宅所有者の割合は、欧州諸国の中では最低の43%。「スイス・
ライフ」の調査によると、持ち家や分譲住宅に住む家庭の割合は僅か37%。現在
賃貸住宅に住む73%は今後10年で分譲住宅の取得に関心を持っている。しかし、
13%は賃貸住宅に住み続ける積りで、自己資金が少な過ぎるか価格が高過ぎる為
で、14%は持ち家に住むことを諦めている。回答を寄せた60%は1戸建ての家を望
んでいる。70%にとって、水道高熱費を含む共益費の月額が、同等の賃貸物件よ
り高くなることも重要だ。47%は持ち家を30歳から35歳までに購入する。92%は、
物件を住宅ローンと自己資金で調達する。71%の回答者は、平均で自己資金20万
スイスフラン、又はそれ以下の資金で賄う。ほんの7%だけが、40万スイスフラン
以上を用意出来る。住宅ローンの平均額は553,000スイスフラン。およそ半数は
持ち家の取得を親族の援助で賄う。預金口座は自己資金の重要な源泉で、ドイツ
語圏では平均48%が預金口座からの調達。一方、仏語圏では預金口座から自己資
金の調達は僅か33%のみ。
Fuer eine Schweizer Familie ist ein "Eigenheim" der groesste Traum; aber
weniger als die Haelfte erfuellt sich den Traum. Im Durchschnitt muss
eine Familie rund 8 Jahre sparen fuer den Kauf von Wohn-Eigentum. Zirka
75% der heutigen Mieter sind am Kauf von Wohn-Eigentum interessiert.
Laut "Eurostat" liegt die Schweiz mit einer Wohn-Eigentums-Quote von 43%
am Schluss der Laender in Europa. Laut einer Umfrage von "Swiss Life"
bei Familien leben derzeit nur 37% im eigenen Haus oder in der eigenen
Wohnung. 73% der heutigen Mieter sind grundsaetzlich aber interessiert,
in den naechsten 10 Jahren Wohn-Eigentum zu erwerben, laut Studie der
"Swiss Life". 13% wollen jedoch bewusst Mieter bleiben; weitere 14%
haben den Wunsch nach einem Eigenheim aufgegeben, weil sie ueber zu
wenig Eigenkapital verfuegen oder weil ihnen die Preise zu hoch sind.
60% der Befragten wuenschen sich ein frei-stehendes Einfamilien-Haus.
Fuer 70% ist zudem entscheidend, dass die monatlichen Kosten fuer ein
vergleichbares Mietobjekt hoeher waeren. 47% kaufen ihr Eigenheim im
Alter von 30 bis 35 Jahren. 92% finanzieren ihr Objekt mit einer
Kombination aus Hypothek und Eigenkapital. 71% der Befragten setzen
dafuer im Durchschnitt CHF 200'000 Eigenkapital oder weniger ein. Nur
7% bringen mehr als CHF 400'000 auf; die durchschnittliche Hoehe der
Hypothek betraegt CHF 553'000. Zirka die Haelfte finanziert sich das
Eigenheim mit Hilfe der Verwandtschaft. Das Sparkonto ist die wichtigste
Quelle fuer das Eigenkapital; in der Deutschschweiz kommen
durchschnittlich 48% vom Sparkonto. In der franzoesischen Schweiz kommen
dagegen im Durchschnitt nur 33% des Eigenkapitals vom Sparkonto.

3) 筋肉の癒しの力

2019年12月2日付「ターゲス・アンツァイガー紙」の「健康」頁で、筋力トレー
ニンと筋肉の治癒力を扱った。筋肉に定期的に負荷をかけている人は、病気を予
防し、幸福感で報われる、と導入部に書かれている。筋肉トレーニングの効果と
適切に行う方法が解説されている。研究では、人は35歳頃から筋肉量が年々1％
程度減ることが知られている。この筋肉量の減少は50代半ばから更に加速する。
筋肉の代わりに、有害な脂肪組織が形成され、危険な炎症プロセスを引き起こす
可能性がある。これらは、癌、糖尿病、動脈硬化、心血管疾患等の殆どの文明病
の原因だ。逆に筋肉が抗炎症作用を持ち、病気から保護している事も意味する。
「インゼルシュピタール・ベルン」の上級医師マティアス・ヴィルヘルムによる
と、「筋肉トレーニングは、フィットネスの耐久力、速さ、柔軟性と全く同じ」
だ。ヴィルヘルム博士によると、「筋肉トレーニングは代謝だけでなく、血圧に
も好ましい影響を及ぼす」。

vom 02.12.2019 behandelt das Thema Kraft-Training und die Heilkraft
unserer Muskeln. Wer regelmaessig seine Muskeln belaste, beuge
Krankheiten vor und werde erst noch mit Glueckgefuehlen belohnt, steht
in der Einleitung. Es wird erzaehlt was Kraft-Uebungen bewirken und wie
man sie richtig ausfuehrt. Aus Studien ist bekannt, dass der Mensch
schon ab dem 35. Alters-Jahr fortlaufend an Muskel-Masse verliert, rund
1% pro Jahr. Dieser Muskel-Abbau beschleunigt sich ab Mitte 50 sogar
noch. Anstelle der Muskeln bildet sich schaedliches Fettgewebe, das
gefaehrliche Entzuendungs-Prozesse ausloesen kann. Diese sind
verantwortlich fuer die meisten Zivilisations-Krankheiten, wie Krebs,
Diabetes, Arterio-Sklerose oder Herz-Kreislauf-Krankheiten. Umgekehrt
bedeutet dies jedoch auch, dass Muskeln eine entzuendungs-hemmende
Wirkung haben und vor Krankheiten schuetzen. Laut Matthias Wilhelm,
Leitender Arzt am "Inselspital Bern", gehoert "Kraft genauso zur Fitness
wie Ausdauer, Schnelligkeit und Beweglichkeit". Laut Prof. Dr. Wilhelm
hat "Kraft-Training einen guenstigen Einfluss auf den Stoffwechsel, aber

意向。ドナルド・トランプ米大統領にとって、世界は先ず米国在りきで、トラン
プはその中心的存在だ。彼は国際協力は殆ど考えていない。米国は、国連の最も
重要な開発計画の1つである国連食糧農業機関の事務局長に、中国人が就任する
のを見て驚いた。国連における米国の地位後退で、中国が明確に存在感を増した

国は組織的に独自のあるいは次の候補を国連の最高責任者に就かせている。リチ

☆ ウィキリークスのアサンジ事件で、国連専門家がスウェーデンを批判
Wikileaks-Assange Case: UN-Expert accuses Swedish Authorities. スウェーデン当局は、9年以上にわたって、ジュリアン・アサンジに対する強姦
の申し立てを、裁判が開始できるような方法で文書化することに失敗した。現
在、スイスの弁護士ニルス・メルツァーは、「国連拷問特別報告者」の立場で
スウェーデン当局を、アサンジが強姦で告発された証拠を「でっち上げ、捏造
した」と非難している。更に、メツラー国連特別報告者は、アサンジの人権を
捜査の過程で部分的に重大な方法で侵害したと、スウェーデンを非難した。メ
ルツァー弁護士は、これはスキャンダルであり、報道の自由が危機に瀕してい
ると述べた。2019年9月国連特別報告者はスウェーデンに長文の書簡で、捜査の
多くの点について説明を求めた。だが、スウェーデンは国連の専門家からの手
紙に応じていない。国連の専門家は「アサンジ事件」を、ウィキリークスの創
設者を見せしめにして、他のジャーナリストを威嚇するシステムと見ている。

The authorities in Sweden failed in more than 9 years to document therape allegation against Julian Assange in such a way that a trial couldbe initiated. Now, the Swiss lawyer Nils Melzer, in his role as "UNspecial envoy for Torture", accuses the authorities in Sweden of"constructing and manipulating evidence", regarding to the rapeallegation against Assange. Besides, UN-envoy Melzer accuses Sweden
regarding to the lawsuit, having violated Assange's human rights partlyin some serious ways. The lawyer Melzer speaks of a scandal and thefreedom of the press is at stake. In a large letter, the UN-expert askedSweden in September 2019 for explanations on a number of points in theinvestigation; but Sweden did not respond to the letter from the UN-expert. に書かれている。チリの干ばつは深刻だ。SRFレポートの見出しには、「水は誰
のものか？チリ中部は砂漠化」書かれている。100%民営化された水道は、村民に
とって井戸が枯れることを意味した。現在タンクローリーが週に２回水を供給し
ている。一方、水の権利を確保した農園主の貯水池は水が満杯になっている。村
民は言う、「アヴォカド事業者は我々の水を奪った」。1980年代初め、当時の軍
事独裁者ピノチェは水も民営化して、貴重なものにした。水は通常、地下水で農

The plantationowners who have secured the water rights, on the other hand, their waterreservoirs are filled to the brim. A villager says: "The Avocadoentrepreneurs have dug us off the water." In the early 1980s, the thenPinochet military dictatorship privatized water and made it precious.The water usually belongs to energy companies or major land owners whoalso irrigate their plantations with groundwater. Water rights in Chileare inherited, tradable and in a market, where water is scarce, oftenworth millions. Senator Guido Girardi wanted to change this recently;with a constitutional amendment, he proposed to deprivatize the waterand to entrust the State with the regulation of the water consumptionagain. A campaign by banks and the agricultural association preventedhim from receiving a sufficient majority for his political advance. Thishas to do with the Pinochet constitution, which requires a three fifthsmajority for constitutional amendments. Senator Girardi however, doesn'twant to give up. 1) 長引くイランへの経済制裁を危惧していたが、スイスの決済システム構築を
機に、制裁解除の糸口になる事を期待する。戦闘行為だけでは飽き足らず、経済
制裁を世界各地で行っている国を、為す術も無く見ている国際社会は無力と言う
他無い。あろうことか、中立国スウェーデンは協力さえした。SRFの北欧特派員
ブルーノ・カウフマンは2月6日ラジオで、アサンジ事件は米国の圧力だったとい
う事情を伝えた。
2) 近年の低金利政策で住宅価格は高くなる一方だ。新築の賃貸住宅も高額で、
10年も借りれば自己資本に匹敵する額になる。スイスの賃貸住宅も長年住み続け
ても快適さが変わらない程度に質が高いが、持ち主の意向で或る日突然退去通告
を受けかねない恐れ無きにしも非ずが懸念材料だ。2月9日の国民投票の結果が注
目される所以だ。スイスの高齢者は、戸建て住宅より分譲住宅を望む傾向がある
と聞く。長年戸建て住宅で庭仕事をしたのでもう充分と思うらしい。又共有部分
の維持管理を専門の管理会社と共に共同で運営するので安心感がある。中規模以
上の集合住宅には、専任の管理人が居る事も普通だ。日本人もマイホームが夢で
あることに違いは無い筈だが、戸建てを夢見る傾向が強いのではないだろうか？
土台が頑丈に作ら、共有部分が豊かな植栽に囲まれたゆったりとした中低層の
共同住宅に切り替えた方が、自然災害に対応出来るのではないかと思う。スイス
の集合住宅は４～5階建てが標準だ。
3) 筋肉隆々を目指す必要は無さそうだが、中高年になっても筋肉はトレーニン
グで回復すると聞いているので、努力はした方が身の為になりそうだ。何より医
者通いをしなくて済むように。(A.H.)
