the elderly in parts drastically, as shown by the new key figures report
of the "City Initiative Social Policy", in which 14 Cities
participated. So far, the over 55-year-old people were considered as a risk
group in social welfare; the report shows, however, that over
46-year-olds often end up in social welfare. Among the group of over
56-year-olds, the rate of welfare recipients has risen from 3.3% to 4.8% since
2009. However, the problem starts already earlier; the group of 46 to
55-year-olds had the highest quota in 2018 at 5.7%. 10 years ago, it was
still under 5%. Today, the older you are, the higher is the risk to
end up in social welfare. The older welfare recipients are on average
even better educated than the younger ones, says the social
welfare office director of the City of Berne. Among other things, he locates
the problem with the employers. "In principle, some companies do
not employ more than 50-year-olds," he says. As another point, he
states the pension policy of the disability insurance. The new IV-pensions
have fallen for the elderly to less than half since 2009. A bridging
pension for 60-year old long-term unemployed people will soon be brought
to parliament by the Swiss Government. It intends to prevent falling
into social welfare if someone loses his job at the age of 58. There is
some good news, among the younger age groups, the social welfare
quota has fallen. The sharp increase in social welfare regarding to
elderly could be headed as "Too sick for the labor market, Too healthy
for the pension." In Parliament, there is a motion pending requiring the
state to contribute CHF 40 Mio. to the education of welfare recipients.
The average duration of social welfare has increased and is now 3 years
and 10 months. The City of Biel (BE) remains Switzerland's "social
welfare stronghold" with a social welfare quota of 11% in 2018; it is the
city with the most welfare cases. The quota is at 7.8% in Lausanne, at
6.6% in Basle, 5.6% in Winterthur and 5% in Berne. The bulk of social
welfare recipients are foreigners; it is the highest in Schlieren (ZH) with
61% and in Biel (BE) with 59%. According to the "SVP
Party", the "Social Welfare Report" shows the harmful consequences of excessive

Bei der Gruppe der ueber 56-Jaehrigen ist die Quote der Sozialhilfe-Empfaenger von 3,3% auf 4,8% gestiegen seit 2009. Das Problem beginnt jedoch schon frueher; die Gruppe der 46- bis 55- Jaehrigen wies 2018 mit 5,7% die hoechste Quote aus. Vor 10 Jahren lag sie noch bei unter 5%. die Haelfte gesunken. Eine Ueberbrueckungs-Rente fuer 60-jaehrige
Langzeit- Arbeitslose bringt die Schweizer Regierung bald ins Parlament; sie
soll verhindern, dass jemand in die Sozialhilfe faellt, wenn er mit 58
Jahren seine Stelle verliert. Eine gute Nachricht gibt es, bei den juengeren Alters-Gruppen, die Sozialhilfe-Quote ist zurueckgegangen. Der starke Anstieg der Sozial-Hilfe-Quote bei Aelteren koennte so ueberschrieben werden: "Zu krank fuer den Arbeits-Markt, zu gesund fuer die
Rente". Im Parlament ist eine Motion haengig, die vom Staat einen Beitrag von 40 Mio. CHF fuer die Weiterbildung von Sozialhilfe-Empfaengern verlangt. prevent an information meeting between employees of "Google" and
the Labor Union "Syndicom". The US-news platform "Vox" reported that
there had been a conflict between the company management and workers.
"Syndicom" confirmed the incident and Labor Union spokeswoman Lena Allenspach
said, "We do not understand why the Google management tried to cancel
the meeting." A first meeting had to be canceled already in June
under pressure from Google. Google is said to disregard the rights of
its employees with the procedure. Based on Swiss Labor Law, employees
have the freedom to organize themselves unionized, says Professor Kurt
Paerli from the University of Basle. From a size of 50 employees
there is a statutory right to an employee representation. The Basle
professor said, "International companies are struggling with the
recognition of national Labor Law orders". A judgment by the Swiss
Federal Supreme Court recognized the access right for unions in the
companies two years ago. According to Professor Paerli, it can be assumed
that the access right also applies to private companies. The behavior of
their company has disappointed many Google employees. There were about
15 employees present at the meeting and the event was broadcasted
internally by Video. Issues at the meeting with the union were
"the formation of an employee representation", such a body is not
provided in the current Google structures. Apparently, there is also no
ombudsman, a neutral point of contact, which is available for the staff,
for example in "Mobbing", Discrimination, etc. However, Google
demands unconditional loyalty from its employees. The company has a
comprehensive "Code of Conduct"; the rules make it clear to the
employees how they should behave at work and in part also during their free
time. The "Googlers" agree that they are monitored at work. "Do not
be evil" has long been considered the official Company Motto of Google.

anerkannte das Zutritts-Recht fuer Gewerkschaften in den Betrieben vor zwei Jahren. Laut Professor Paerli sei davon auszugehen, dass das Zutritts-Recht auch in privaten Betrieben Gueltigkeit habe. Ueber das Verhalten ihres Unternehmens, sind viele Google-Mitarbeiter enttaeuscht. Es waren
zirka 15 Mitarbeiter beim Treffen anwesend und der Anlass wurde intern per Video uebertragen. Themen beim Treffen mit der Gewerkschaft waren
"die Bildung einer Mitarbeiter-Vertretung", eine solche ist in den
aktuellen Google-Strukturen nicht vorgesehen. Es gibt scheinbar auch keine Ombudsstelle, eine neutrale Anlaufstelle, welche Mitarbeitern etwa bei "Mobbing", Diskriminierung usw. zur Verfuegung steht. Google
verlangt indes von seinen Mitarbeitern bedingungslose Loyalitaet. Das
Unternehmen hat einen umfangreichen "Code of Conduct"; die Vorschriften
machen den Mitarbeitern klar, wie sie sich bei der Arbeit und teilweise auch in
der Freizeit zu verhalten haben. Die "Googler" willigen ein,
dass sie bei der Arbeit ueberwacht werden. "Don't be evil" (sei nicht

using an urban plot in the "Leutschenbach" (Zurich-Oerlikon)
for free during more than 50 years. That has historical reasons; at that time, it
was about the location for the TV-Studio in German-speaking
Switzerland. Several Cities applied for and the City of Zurich offered
the nearly 30,000 square meters large area free of charge based on
building lease. The building lease contract runs until 2041; now,
however, there will be an adaptation of the contract and the
"SRG" should pay annually CHF 159'000. The local parliament must approve the
political deal. The reason for this is that the use of the land is
limited to the production of TV programs. The "SRG" now
intends to move the Radio Studio "Brunnenhof" to the area
"Leutschenbach." The City of Zurich approved the adaptation of the building lease
contract, but now demands an annual building lease charge of CHF 159'000 for a
part of the urban plot. The City of Zurich was recently interested in
the purchase of a SRG property near "Leutschenbach", but the
SRG did not sell the land to the City of Zurich, but to the Swiss Life Group,
which paid with CHF 81 Mio. twice as much as the City offered. But the City
does not want to call the contract change a "Backlash" to

Quadrat- Meter grosse Areal unentgeltlich im Baurecht an. Der Baurechts-Vertrag laeuft noch bis 2041; jetzt kommt es aber zu einer Anpassung des Vertrags und die "SRG" soll neu jaehrlich CHF 159'000
bezahlen. Der Grund dafuer ist, dass die Nutzung des Grundstuecks auf die Produktion von TV-Programmen beschraenkt ist. Die "SRG" beabsichtigt
jetzt aber das Radio-Studio "Brunnenhof" auf das Areal "Leutschenbach
zu verlegen. Die Stadt Zuerich hat der Anpassung des Baurechts-Vertrags zugestimmt, verlangt jetzt aber einen jaehrlichen Baurechts-Zins von CHF 159'000 fuer einen Teil des staedtischen Grundstuecks. Das Parlament (Gemeinderat) muss dem Geschaeft noch zustimmen. Die Stadt Zuerich interessierte sich vor kurzer Zeit fuer den Kauf eines
SRG-Grundstuecks in der Naehe des "Leutschenbach". Die SRG verkaufte das Land
jedoch nicht an die Stadt Zuerich, sondern an den Konzern "Swiss
Life", welcher mit 81 Mio. CHF doppelt so viel wie die Stadt bezahlte. Als
"Reaktion" auf das Land-Geschaeft will die Stadt die Vertrags-Aenderung aber

The petition was recently submitted to the "Federal Office of Transport
(UVEK)", calling for a Moratorium on the development of 5G mobile
technology. The Federal Government (State) is violating its duty to protect
health and the environment by introducing "5G", said the
private person Klett. Besides, the new mobile standard technology would favor
chronic illnesses, says therapist Klett. She started the collection of
signatures in April of this year. According to Article 33 of the Federal
Constitution, the authority concerned must take note of a petition.
There is widespread opposition against "5G-technology" in the
population, and last week the initiative "For a health-friendly and energy-efficient
mobile service" was launched The collection period for the
initiative runs until April, 15 2021. A report from "Federal Office for the
Environment (BAFU)" about health risks associated with the development of
