1) スイス国境警備のドローン納入に遅れ

国境警備隊（GWK）はスイスの国境警備のために、スイス軍の無人飛行機を使用
している。ドローンは組織犯罪、密入国、密輸ギャングの取り締まりに出動して
いる。スイス国境の危険に対処する為、2018年ドローンは84回合計で195時間出
動した。20年経つ「レンジャー」型ドローンは、2019年11月に耐用年数に達する
ので運転を停止しなければならない。スイス軍は4年前既に、「ヘルメス900」型
の最新ドローンを6機、イスラエルの「エルビット社」に発注していたが、少な
くとも7か月の納期延長を余儀なくされる。調達機関「アルマスイス」による
と、この遅延は新しい航空機の「認証」に関するもので、スイス軍航空当局に承
認される必要がある。この事が当初計画されていたより長期化したのは、関連す
る作業量が納入業者に過小評価されていた為だ。ドローン「ヘルメス900」はデ
ィーゼルで飛び、高度7,600メートルまで上昇することが出来て、時速260kmに達
し、24時間空中に留まることが出来る。機体の長さは9メートルで、翼の長さは
17メートル。議会は2015年新しいドローン調達に、2億5千万スイスフランの予算
を承認した。国境警備隊は移行期間中、ヘリコプターによる空中偵察への依存度
を高める事態になるが、ドローンに比べて幾つかの欠点がある。それ等は騒音と
目立つこと、燃料消費が増え、滞空時間が短い事等。製造業者「エルビット社」

The Border Guard
Corps (GWK) uses Swiss Army drones to protect the Swiss
border. The drones
are used against organized crime, human traffickers
and smuggler gangs. To combat danger at the Swiss
border, drones were
deployed 84 times
during a total of 195 hours in 2018. However, the 20-
year-old
"Ranger" drones reach the end of their lifespan in November
2019 and have to be
decommissioned. Already four years ago, the Swiss
army ordered six very
modern drones of the type "Hermes 900" from the
Israeli manufacturer
"Elbit"; however, there are now delivery delays of
at least seven
months. According to the military material procurement
agency
"Armasuisse", the delay has to do with the "Certification"
of the
new unmanned aerial
vehicles (UAV); they must be approved by the Swiss
Military Aviation
Authority. This takes now longer than originally
planned; the relevant
amount of work was "underestimated by the
supplier". The
drones "Hermes 900" fly with diesel, can rise to a height
of 7,600 meters,
reach a speed of 260 km per hour and can remain in the
air for 24 hours.
They have a length of 9 meters and a wingspan of 17
meters. The Swiss
Parliament has approved a credit of CHF 250 Mio. for
the procurement of
the new drones in 2015. The Border Guard Corps will
increasingly rely on
aerial reconnaissance with helicopters during the
transition period.
This has a number of disadvantages compared to the
drones; they are
louder and less discreet, use more fuel and can stay
less time in the air.
The manufacturer "Elbit" is due to the delay
perhaps threatened by
a penalty for non-performance.
Das Grenzwachtskorps (GWK) verwendet Drohnen der
Schweizer Armee fuer
den Schutz der Schweizer Grenze. Die Drohnen werden gegen
die
organisierte Kriminalitaet, Schlepper und
Schmuggler-Banden eingesetzt.
Zur Gefahren-Abwehr an der Schweizer Grenze kamen Drohnen
84 Mal
waehrend total 195 Stunden zum Einsatz im Jahr 2018. Die
20 Jahre alten
Drohnen des Typ "Ranger" erreichen aber im
November 2019 das Ende ihrer
Lebensdauer und muessen ausser Betrieb genommen werden.
Die Schweizer
Armee bestellte schon vor vier Jahren beim israelischen
Hersteller
"Elbit" sechs ganz moderne Drohnen des Typ
"Hermes 900"; es kommt jetzt
jedoch zu Liefer-Verzoegerungen von mindestens sieben
Monaten. Laut
Ruestungs-Behoerde "Armasuisse" hat die
Verzoegerung mit der
"Zertifizierung" der neuen Fluggeraete zu tun;
sie muessen von der
Schweizer Militaer-Luftfahrt-Behoerde zugelassen werden.
Dies gehe nun
laenger als urspruenglich geplant; der entsprechende
Arbeits-Aufwand sei
"vom Lieferanten unterschaetzt worden". Die
Drohnen "Hermes 900" fliegen
mit Diesel, koennen auf eine Hoehe von 7'600 Meter
steigen, erreichen
eine Geschwindigkeit von 260 km pro Stunde und koennen 24
Stunden in der
Luft bleiben. Sie haben eine Laenge von 9 Meter und eine
Fluegel-
Spannweite von 17 Meter. Das Parlament hat fuer die
Beschaffung der
neuen Drohnen einen Kredit von 250 Mio. CHF beschlossen
im Jahr 2015.
Das Grenzwachtkorps wird in der Uebergangszeit vermehrt
auf die
Luftaufklaerung mit Helikoptern zurueckgreifen. Dies hat
gegenueber den
Drohnen einige Nachteile; sie sind lauter und weniger
diskret,
verbrauchen mehr Treibstoff und koennen weniger lang in
der Luft
bleiben. Dem Hersteller "Elbit" droht wegen der
Verspaetung vielleicht
eine Konventional-Strafe.

多くのスイスの病院で、現在女性医師が大多数を占めている。カントン・ツュー
リッヒのヴィンタトゥール州立病院では、140人の女性助手と65人の男性助手が
働いており、これは62％対38％の割合に相当する。シニア医師レヴェルでも同様
で、女性58％に対して男性42％。ツューリッヒ市立病院「ヴァイド」と「トゥリ
ームリ」でも女性シニア医師が男性シニア医師より多く働いている。医療従事者

35.4%. Mrs. Dr. med. Cornelia Frei-Lanter is a "Head
Physician" at
the hospital Zollikerberg (ZH); the four-time mother works
60%, having always on
Wednesdays off. She is the first part-time worker
in the surgical
executive. Mrs. Dr. Cornelia Frei is a role model for
her young colleagues
in terms of compatibility of work and family life.
Her husband is also a
doctor with his own practice.

35,4%. Frau Dr. med. Cornelia Frei-Lanter ist
"Leitende Aerztin" am
Spital Zollikerberg (ZH); die vier-fache Mutter arbeitet
60% und sie hat
immer mittwochs frei. Sie ist die erste
Teilzeit-Arbeiterin im Kader
der Chirurgie. Dr. Cornelia Frei ist ein Vorbild fuer
ihre jungen
Kolleginnen, was die Vereinbarkeit von Familie und Beruf
betrifft.
Ihr Ehemann ist ebenfalls Arzt mit eigener Praxis.

世界で最も有名な内部告発者エドワード・スノーデンが著書「永久記録」で、
CIAがスイスでどの様にスパイ活動をしていたかを暴露した。スノーデンは2年
間「CIA潜入捜査官」として、スパイの約束の地であるジュネーヴで働いたと書
いた。米国政府は「回顧録」を出版した為、エドワード・スノーデンに対して
訴訟を起こした。スノーデンは検証の為、事前に著書を提出しなければならな
かったようだ。6年前、元NSA職員スノーデンは、世界的な監視とスパイ活動の
方法を公開した。2007年当時、彼はスパイ活動に既に深刻な疑問を抱いていた。
エドワード・スノーデンは、アメリカは国連のような大組織を感染させたUSBス
ティックでスパイしていただけでなく、当時スイスの銀行と大手通信会社(スイ
スコム)も標的にしたと断言している。スノーデンの役割は、一種の「ワンマ
ン・ヘルプ・デスク」で、彼はスイスで重要なインフラストラクチャーに攻撃
を加える他の諜報員の技術的なハードルを克服する支援をした。ジュネーヴ市
は、第二の国連本部、国連の中心的な専門機関、国際非政府組織等の世界で最

famous whistleblower Edward Snowden discloses in his
book "Permanent
Record" how the CIA was spying in Switzerland. US-
Snowden worked for
two years as a "CIA Undercover Agent" in Geneva, the
promised land for
spies, writes the US-whistleblower. The US-Government
has filed a lawsuit
against Ed. Snowden for publishing the "Memoirs";
Snowden should have
submitted the book for review before. Six years ago,
the ex-NSA employee
Snowden made the worldwide surveillance and spying
methods public. Back
in 2007, he already had serious doubts about his
spying activity.
Edward Snowden claims that the Americans not only spied
on large
organizations such as the United Nations (UN) with the help of
infected USB-sticks,
but they had also targeted Swiss Banks and major
telecommunication
providers (e.g.Swisscom). The function of Snowden was
a kind of
"One-Man-HelpDesk"; he supported other agents in their attacks
on critical
infrastructure in Switzerland to overcome technical hurdles.
The City of Geneva
offered the world's most challenging targets, such as
the second
UN-headquarters, UN-specialized agencies and international
non-governmental
organizations (NGOs). But even the Swiss banking
secrecy was not safe
from the Americans; "Geneva played an important
role as the center of
private banks". There was a special opportunity
for the
US-intelligence services, as the Swiss banking sector switched
to digital
technology. In an interview with the Tages-Anzeiger, Snowden
says that he wants to
return to the USA, on the condition that he can
have a fair trial and
will be able to justify himself publicly. The US-
side promised however
only not to torture Edward Snowden.

Schweiz Spionage
machte. US-Snowden arbeitete zwei Jahre lang als
"CIA-Undercover-Agent"
in Genf, dem gelobten Land fuer Spione, schreibt der
US-Whistleblower.
Die US-Regierung hat Klage gegen Edward Snowden wegen der
Veroeffentlichung der "Memoiren" eingelegt;
Snowden haette das Buch
vorher zur Ueberpruefung vorlegen muessen. Vor sechs
Jahre machte der
ex-NSA-Mitarbeiter Snowden die weltweiten Ueberwachungs-
und Spionage-
Methoden oeffentlich. Damals im Jahr 2007, hatte er
bereits ernsthafte
Zweifel an seiner Spionage-Taetigkeit. Edward Snowden
behauptet, die
Amerikaner haetten nicht nur grosse Organisationen wie
die UNO mit Hilfe
infizierter USB-Sticks ausspioniert, sondern damals auch
Schweizer
Banken und grosse Telekommunikations-Anbieter (Swisscom) im
Ziel gehabt.
Die Funktion von Snowden war eine Art
"One-Man-HelpDesk"; er
unterstuetzte andere Agenten bei ihren Angriffen auf die
kritische
Infrastruktur in der Schweiz, technische Huerden zu
ueberwinden. Die
Stadt Genf bot die weltweit anspruchsvollsten Ziele, wie
der zweite UNO-
Hauptsitz, Zentralen spezialisierter Neben-Organe der UNO
und
internationale Nicht-Regierungs-Organisationen (NGO's).
Aber auch das
Schweizer Bankgeheimnis war nicht sicher vor den
Amerikanern; "Genf
spielte eine wichtige Rolle als Zentrum von
Privatbanken". Eine
besondere Chance gab es fuer die US-Geheimdienste, als
der Schweizer
Banken-Sektor auf Digital-Technik umstellte. Im Interview
mit dem
"Tages-Anzeiger" sagt Snowden, dass er in die
USA zurueckkehren moechte,
unter der Bedingung, einen fairen Prozess zu erhalten und
sich
oeffentlich rechtfertigen zu koennen. Die US-Seite
versprach aber nur
Edward Snowden nicht zu foltern.

★ サウディ石油施設攻撃の「決定的」証拠が不可欠

Plants: "Solid" Evidence must be provided.
サウディ国防省での記者会見は極めて稀だ。しかしサウディは世界に、イエメン
の反政府勢力フーシ派ではなく、イラン政府による石油施設への直接攻撃の「証
拠」を示そうとした。だが、ドローンと巡航ミサイルが何処から発射されたか明
確な声明は無かった。イランが攻撃の背後にいるという米国の主張も、説得力に
欠ける。証拠も確かな材料は未だ示されていない。サウディが彼らの証拠で突き
進む事態は、米国に行動を強いることになる。問題は、「イランを名指しするサ
ウディの証拠と米国の声明の価値は何なのか？」だ。サウディ政権の信頼性は、
批判的なジャーナリストのジャマル・カショギ殺害で、絶え間ない新たな嘘以来、
酷く揺らいでいる。イラクでサダム・フセインが大量破壊兵器を持っている
という架空の非難の後、米国も信用されなくなっている。明らかになるのは、既
に現地に向かっている国連の専門家が報告書を提出した場合に限られるが、これ
には日数を要する。あるいは、他の国々が自国の諜報機関の情報を持ち、それが

Press conferences in
the Saudi Defense Ministry are rare. But now the
Saudis want to
present to the world "evidence" that not the Yemeni
Houthi rebels, but
the Iranian regime has directly perpetrated attacks
on the oil
infrastructure. However, there were no clear statements from
where the drones and
cruise missiles were launched. The United States
is halfway convinced
that Iran is behind the attacks. However, no
evidence or
convincing indicators have yet been submitted. The fact that
the Saudis are
pushing ahead with their "proofs" puts the USA in a
compulsion to act.
The question is, "What are the alleged Saudi
evidences and
American statements that point to Iran worth?" The
credibility of the
Saudi regime has been severely shaken at least since
the ever-new lies
about the murder of the critical journalist Jamal
Khashoggi. The
Americans are no longer believed too, after the unfounded
allegations of
weapons of mass destruction by Saddam Hussein in Iraq.
Clarity will only
come when the UN-experts, who are already on the way,
hand in their report.
This may take a while. Or if other countries with
their own intelligence
information, but higher credibility than Saudi
Arabia or the
US-Government, comment on it.

「環境が学校を作る」のコンテストで最優秀賞を受賞したばかり。だが今、同
校の卒業旅行は、アイーダ・クルージングでオスロとコペンハーゲンへ行く事
に批判的なメディアの大々的な報道と無理解に直面している。クルージングは
気候には有害と見做されていて、大気を汚染し、低賃金産業で、クルージング
船の多くの観光客が都市に殺到している、と報じられている。この旅行に対す
る世論の批判は厳しく、嫌悪が生徒と教師に向けられている。特に、同校は環
境賞を授与されたばかりで、この旅行を計画した同校の指導教官は「環境自然
保護連合」の会員だ。この学級は、二酸化炭素排出量補填と旅行費用が僅か390

The German
"Carl-Schurz School" in Frankfurt am Main was awarded the
first prize in the
competition "Environment makes School". But now,
there is a huge
negative media hype (shitstorm) and disbelief that a
class of that school
makes its graduation trip with an Aida cruise ship
to Oslo and
Copenhagen. Cruise ships are considered to be harmful to the
climate, they pollute
the air, low-wages are paid in this sector, and
lots of tourists on
cruise ships are flooding the cities, it is
reported. The public
criticism of this trip is great, there is a lot of
malice for the
students and their teacher. Especially since the school
just received an
environmental award and the tutor who initiated the
school trip is a
member of the "Federation for the Environment and
Nature
Conservation". The affected school class defends itself by
pointing to a
possible compensation of CO2-emissions and the favorable

Policy of the Swiss National Bank (SNB).
欧州中央銀行(EZB)と米連銀(FED)は数日前に利下げを実施、これは景気の「暗
雲」に対応する措置だった。一方、スイス国立銀行(SNB)はこの動きに追随せ
ず、マイナス金利の適用範囲を緩和さえしている。スイスの最優遇貸出金利は
マイナス0.75％に据え置かれる。だが、SNBは銀行に更に高いマイナス金利除外
限度額を付与するので、SNBの収益は下がる。振替口座の金利はマイナス0.75％
に据え置かれる。但し、スイスフランは「高止まる」とSNBは言う。しかし、
SNBは必要に応じて全ての通貨に対して、外国為替市場で積極介入する。SNBは
マイナス金利の計算基準を変更する。この調整は銀行システムへの手当てが増え
ることを意味する。新金利算出法は2019年11月1日から実施される。SNBによる
と、今回の金利決定で経済への負荷が軽減される。日本の中央銀行も、極端な金
融緩和政策を維持して変更しない。
The European Central
Bank (ECB) and the US-Federal Reserve (FED) have
lowered their
interest rates in recent days, in response to "dark
clouds" in the
economic sky. The Swiss National Bank (SNB), on the other
hand, is not
following up, it is even easing the coverage of its
negative interest
rates. The Swiss key interest rate remains at minus
0.75%; however, the
SNB allows the banks higher exemption amounts, which
will lead to lower
revenue for the SNB. The interest rate on sight
deposits remains at
minus 0.75%. However, the Swiss Franc (CHF) remains
"highly
rated," said the SNB. But, the SNB is willing to intervene
in the foreign
exchange market, if necessary, to take account of the
situation for all
currencies. The SNB changes the calculation basis for
the negative interest
rate; that adjustment will mean
that the
allowance for the
banking system will rise. The new calculation basis
for the exemption
amount will therefore come into force on November 1st,
2019. According to
SNB, it reduces the burden on the economy with that
measure. Japan's
Central Bank (BOJ) also sticks to its extremely loose
monetary policy and
makes no changes.

1) ドローン研究に熱心なスイスが、何故この種のドローン開発に自ら取り組ま
ないのか？何故外国から不完全な戦闘機を巨額の費用で購入しなければならない
のか？こうした疑問に答える報道を未だ見聞していない。
2) 日本で医大入試に挑んだ女子学生達が、入試の選別で差別された問題が記憶
に新しい。男性医師も過酷な勤務と無給医が社会問題化している。スイスの病院
勤務医の状況は、日本の医学生や医師には夢の様に映るのではないだろうか？ス
イスの事情を精査して改善すべきだろう。
3) 一体何処でインタビューが行われたのだろうと思ったが、記事では明らかに
されていない。ホームシックに罹っているらしいスノーデン青年には気の毒だ
が、一旦米国に戻れば何が待ち受けているか保証の限りではない。ジュリアン・
アサンジの身の上は知っているだろうし、本人も分かってはいるのだろう。彼の
セルゲイ・ラフマニノフも、ロシア革命から逃れた米国でホームシックに悩まさ
れたと言う。室生犀星が書いた様に、「故郷は遠きに在りて想うもの」、これは
古今東西の真実と思う。ホームシックは幻想。現在居る場所が安全であるなら、
