Pour la 3ème fois, le conseiller fédéral K.Villigar a admis avoir commis une gaffe historique de faux calcul; au lieu d’un déficit prévu de 1.8 milliard, l’excédent de recettes de la Confédération atteindra 4.5 milliards !! A peine avoir fêté ses 60ans, et le présumé président de l’an 2002 avant sa retraite annoncée vers la fin de la même année, son dernier séjour paraît plus que rude, car le parlement ainsi que le souverain ont maintenant une forte impression d’avoir été largués par le Conseil fédéral.

 

Il n’est pas faux d’être prudent, même dans une période de bonne conjoncture, surtout quand on pense à la débâcle complète des années 90 d’Otto Stich, l’argentier du temps, mais cela ne justifie pas l’erreur monumentale de stratégie de l’argentier de la fin de l’année passée, pour avoir gelé le paquet d’allégements fiscaux.

 

La raison de cette embellie spectaculaire s’explique tout d’abord et principalement par la forte progression de rentrées fiscales, c’est à dire par l’impôt anticipé (+2.5 milliards, soit +239%~!), par le droit de timbre (+800 millions) ainsi que par l’impôt fédéral direct (+1 milliard), suivis par un excédent de rendement de la TVA (+300 millions), ainsi que par des recettes extraordinaires de 205 millions pour la vente de UMTS (licence téléphonique de Wireless) au lieu de 4 milliards prévus, encore un flop énorme du Conseiller fédéral Leuenberger...

 

Ce résultat ne va certainement pas laisser les partis gouvernementaux sans réaction; il est clair que tous les partis sont d’accord pour qu’une partie de cette embellie serve à amortir une partie de la dette de notre Gouvernement, annoncée le 31.12.2000 pour 104 milliards, qui est jugée trop élevée par le FMI. Par ailleurs, les partis se battront pour utiliser l’excédent en faveur des sujets suivants :

 

UDC: - abolition du droit de timbre

- déduction d’impôt pour les familles avec enfant

- allègement fiscal concernant l’accession à la propriété

- allègement des charges des entreprises

 

PRD (Radicaux):

     - augmentation des allégements fiscaux de 1.4ML à 2ML.

     - baisse du taux d’impôt sur le bénéfice des sociétés,

     - atténuation de la double imposition de dividendes en faveur d’actionnaires

     - renaître la progressivité de l’impôt fédéral direct

 

PDC: - réforme de la fiscalité familiale

     - amélioration dans l’imposition de la propriété de logement

 

PSS: - opposition aux diminutions de l’impôt sur les droits de timbre;

par contre souhaite de nouveaux investissements dans

1) la politique sociale  2) la santé   3) l’éducation

     - augmenter le financement de l’AVS

 

Il est en effet arrivé plus d’une fois qu’un écart spectaculaire surgisse entre le budget et les comptes définitifs, et ceci dans les deux sens. Le pire des cas fut celui de 93 et 94, qui a coûté  la tête d’Otto Stich, les résultats ayant été sensiblement plus mauvais que les prévisions. Affaibli par cette succession d’erreurs, le département de finances vient de charger le KOF (centre de recherches conjoncturelles) d’analyser les méthodes budgétaires appliquées actuellement.

 

Suite à cet événement, le Conseil fédéral est contraint de modifier les indicateurs conjoncturels à la hausse; au lieu d’une croissance économique annoncée pour 2002-2004 de 1.5%, ainsi qu’un taux d’inflation de 1.75, ceux-ci seront modifiés à 1.75 et 2 respectivement. Les taux d’intérêt, par contre, seront révisés à la baisse, soit 3 au lieu de 3.5 pour l’intérêt à court terme, et 4 au lieu de 4.5 pour les obligations. D’autres changements interviendront suite aux conclusions d’études entamées par KOF.

 

Les partis gouvernmentaux ont inscrit à l’ordre du jour des prochains entretiens parlementaires qui débuteront ce mois, le problème de l’état des finances en priorité, de l’allégement fiscal, ainsi que les modalités sur l’utilisation de l’or. Ce sera des jours durs pour le ministre des finances...

Unbelievable flop of Swiss Federal Council

For the 3rd time, federal councilor K.Villigar had to admit to have dropped a historical brick; instead of anticipated deficit of 1.8 billions CHF, the excess of income of the Confederation will be as high as 4.5 billions!!  It is indeed a rude happening which occurred to him, hardly when he celebrated his 60th birthday and announced his retirement by 2002, at the end of the year when he assumes the presidency, since the parliament, as well as the nation people will have a strong impression that they were duped by the Federal Council. 

 

It is not an error of being cautious, despite a period of high conjuncture, when one remembers of the total debacle of Otto Stich, finance minister of the years 90, but this still doesn’t justify the monumental strategic error of the counselor by end last year, by announcing the freeze of fiscal reductions.

 

The reason of this spectacular embellishment can be first of all explained by the important increase of main fiscal receipt, namely anticipated tax (+2.5 billions, or +239 per cent!), stamp duty (+800 millions) as well as direct federal tax (+1 billion), followed by increase of income of VAT (+300 millions) as well as extraordinary income of 250 millions out of sales of UMTS (wireless phone license), instead of 4 billions as expected....again a formidable flop of the federal councilor Leuenberger.....

 

This outcome will certainly not leave governmental fractions without reaction: it is evident that all parties concerned are unanimous on the point that, this wonderful token will serve to amortize a part of our Government’s debt which was announced as 104 billion as of end last year, which is considered as ‘excessive’ by IMF. Besides, all parties will fight each other to utilize the excess portion in favor of following subjects:

 

UDC: Swiss People’s Party (Far Right wing)

      - Abolition of stamp duties

- Enfant family tax deduction

- Fiscal exemption related to property ownership

- Reduction of charges of enterprises

 

PRD: Radicals

     - Increase of exempting portion on tax, from 1.4 billion to 2 billion

     - Decrease of tax rate on company profit

     - Attenuation of double imposition of dividends in favor of shareholders

     - Slowdown of progressive tax increase of direct federal tax

 

PDC: - Family tax systems’ reform

      - Amelioration related to tax imposition on residence properties

 

PSS: - Opposes to tax decrease on stamp duty;

on the other hand, solicits new investments in

   1) Social politics   2) Health   3) Education

     - Increase on finance means of retirement pension system

 

It has in fact happened more the once that such spectacular difference between budget and definitive result was seen; the worse case happened in 93 and 94, which results in the resignation of Mr. O. Stich, federal council of the time, since results were sensibly worse than predictions. Weekend by repeated errors, the finance department just appointed KOF, the Research Center of Conjuncture in Zurich, to analyze the budgetary method applied actually.

 

Following this incident, the federal council is compelled to modify the conjuncture indicators upward; instead of economic growth announced as 1.5% for 2002 to 2004, as well as inflation rate of 1.75%, these will be amended to 1.75% and 2% respectively. The interest rate, on the contrary, will be decreased, namely 3% instead of 3.5% for short term, respectively 4% instead of 4.5% for bonds. Other changes will take place based on conclusion of studies to be carried out by KOF.

 

The government parties have listed up this problem of financial status, tax decrease, as well as the method of utilising the sell of gold, which was announced by the Government for the coming parliamentary session as top priority. Hard days are waiting the finance minister…

カスパー・フィリガー連邦評議員が、とてつもないヘマをやらかしたことを認めた。しかも3度目だ。当初18億スイスフラン(以下フラン)の赤字と予想していた2000年度の国家会計が、実際は45億フランの黒字だったというのである。 還暦を祝ったばかり、2002年末の引退前の花道として同年度の大統領に、との呼び声高い同評議員であるが、議会や有権者の失望は大きく、厳しい残り2年間を強いられそうだ。

 

90年代、オットー・シュティッヒ蔵相時代の悲惨な経済状態を思えば、好景気にありながらも用心に用心を重ねるに超したことはない。 が、だからといって、年末になって慌てて財政削減策を凍結するという、途方もない失策を正当化するものではない。

 

この大幅な誤算の原因には先ず、見なし税(239%アップの+25億フラン)、印紙税(+8億フラン)、直接連邦税(+10億フラン)といった著しい財政収入の増加が挙げられる。 更に、付加価値税増収3億フランに加え、コードレス電話ライセンスUMTS入札では40億フランの予想落札価格が実際は25百万フランに終わるというロイエンベルガー連邦評議員の物凄い失敗など...。

 

これを政府与野党が黙って見逃すわけがない。昨年末、財政赤字は1,040億フランに及ぶと発表され、IMFには多すぎると忠告されている。この赤字軽減に余剰金を充当することに対して異議を唱える政党はいまい。  一方、使途に関しては各党以下のようにお互い譲る気配がない。

 

UDC(スイス国民党:極右)

印紙税廃止

子供の数に応じた税控除

    住宅取得の際にかかる諸税の軽減

企業の税負担軽減

 

PRD(自由民主党:革新)

 減税規模を14億から20億フランに拡大

 法人所得税率引き下げ

 株主のための、配当金二重課税の軽減

 連邦直接税増加の軽減

 

PDC(キリスト教民主党)

 家族税制改革

 固定資産税の見直し

 

PSS(社会民主党)

・印紙税減税反対、その代わり以下の点に投資

予算と決算に大幅な乖離が生じたのは、実は今回に限った話ではない。最悪だったのは、93および94年、決算が予算を著しく下回り、オットー・シュティッヒ連邦評議員を辞任に追い込んだケースだ。その後も幾度となく誤算を重ねて信用が失墜した財務省は、チューリッヒの景気研究センター(KOF)に現行の予算組成方法の分析を依頼するに至った。

 

フィリガー連邦評議員はその後、20022004年の予想経済成長率を1.5%から1.75%に、インフレ率を1.75%から2%にするなど、経済指標の上方修正を余儀なくされた。一方金利予想は、短期が3.5%から3%に、債券は4.5%から4%にそれぞれ下方修正、その他にも、KOFの分析結果次第で修正が加えられる模様だ。

 

政府与野党は、財政問題を最優先に、減税、金売却方式に関わる問題を今月始まる話し合いの議事として登録した。蔵相にとっては、前途多難である。
