Comparative analysis of high technology situation

between Switzerland and Japan

Switzerland has often been quoted as a country similar to Japan, namely a country historically based on added values and diligence.  Thereby, one of the most symbolic initial accesses of Switzerland to high-tech in its history might be the event during the period of 16th to 17th century, when the French Huguenots, being protestant, flew from the oppression of Louis XIV to Switzerland, thereby bringing back a variety of know-how related to textile production, among others silk knitting.  By the time of Vienna Convention in 1848, when Switzerland was recognized internationally for the first time as a neutral country, many other industrial associations called ‘Guild’, each in a different industrial field such as precision manufacture (watches, among others), textile processing, hydraulic energy production, machinery of all kind, civil engineering, transport, etc. were founded. Especially, the development in energy and transport sector was remarkable, taking advantage of abundant know-how acquired through the country’s particular mountainous situation.

 

Another notable example is the outbreak of pharma-chemical industry in Basel area. Originally, this was initiated by a number of French scientists who flew from the country in 1844, when the government passed a decree, a law to prohibit individuals from applying patent.  Thereafter, these scientists brought up their know-how to the world top industrial level through constant support and collaboration of leading technical colleges and universities such as ETH Zurich, often compared to MIT, as well as Basle University, etc.

 

Thus, Switzerland is, despite its marginal size, one of the very few integral high-tech countries throughout the world beside Japan; to be noted is that Switzerland is the only country in Europe which produces all facilities related to the manufacture of semiconductors.

 

Recently, EPO (European Patent Office) in Munich published that Switzerland was by far the world leader in number of annual patent applications per 100,000 nation people with 237, followed by Germany with merely 97, Japan with 60, USA with 38.  Also, Council of Competitiveness in Washington recently reported that the level of creativity of Switzerland follows that of Japan as the world leader, and then followed by USA, Sweden, Germany, Finland, Denmark, France, Norway and Canada. WST (Wall Street Journal) also reports about Switzerland as the ‘’Powerhouse of Innovation’’.

 

 Speaking of Swiss industry in general, it has, as this was the case with Japan, though in somewhat different circumstances, undergone an extremely vigorous general restructuring measures both economically and politically. A major part of leading industrial companies such as NESTLE, NOVARTIS, ABB, SULZER, etc, either moved their major part of production sites to other countries than Switzerland, keeping only a holding structure for tax reasons, or merged with other multinationals, or sold out themselves, in any way ceasing to be a Swiss entity. In turn, in late years suddenly, a huge numbers of high-tech oriented small and medium companies (SMC) started to emerge, excelling among others in various ‘’niche’’ industrial sectors throughout the world.

 

Now, some words about Japan; it is obvious that Japan also has a very vast domain of “Niche industries”. Thus, it is very interesting to make a comparative analysis on this theme.

 

Everybody would agree that USA dominates the electronic and information industry, which supports the major part of American stock exchange. On the other hand, only a few people know that practically the major part of Japanese companies dominate all concerned components and parts industry.  Just to quote an example, the digitalization of the whole US territory will immediately come to standstill if Japan ceases to supply the related components. Though not so important in presence, Switzerland also has an impressive number of companies excelling in the same fields. Here are some comparative examples:

 

- Companies like SHINETSU POLYMER, KOMATSU DENSHI, dominate 90% of world silicon wafer production.  Switzerland has a world leader in silicon wafer cutting device called CTS, enjoying a big business with Japan since years.

 

- Japan has many world leaders in semiconductor production equipments, like TOKYO SEIMITSU, SHINKAWA, etc.  Switzerland also has world leaders like ESEC (production machines), CICOREL (automatic assembler) MICRONAS (custom made IC), as well as specialists for memory miniaturization, like VALTRONIC.  It is to be noted that, beside Japan and USA, Switzerland is the only country producing every type of equipment related to semiconductor production.

 

- Memory package producers are dominated by over 90% by Japan, such as KYOCERA, NIHON TOKUSHU, and OR SUMITOMO Chemicals.  Switzerland has also world leaders for CD production. 4M TECHNOLOGIES in Yverdon for raw CD production, BALZERS for coating and fishing.

 

- Japan is still dominant in development of all kinds of household electronic devices like digital camera, DVD, as well as components like thin LCD, or voltage control ceramic parts.  Switzerland has two world leaders in household electronics; one is LOGITECH of mouses, and the other is KUDELSKI of Interactive TV-decoders.  It is by the way somewhat ironical that the only country in the world not adopting KUDELSKI system is Japan, due to particular local circumstances.

 

- Both countries offer world leaders of automation like CNC lathes, precision, metalworking machines, robots (MORI SEIKI, YAMAZAKI).  Switzerland also has world leaders like MICRON (CNC lathe), KUMMER (spindle cutter...all spindle of Japanese video recorders are cut by KUMMER), ISMECA (assembly robot of IC), DEMAUREY, etc.

 

- Both countries also excel in new material and equipments development in which several technical colleges and university research teams participate. In case of Switzerland, contribution of both technical colleges, ETH, and EPFL, is tremendous.  Especially, in case of EPFL, it has created several dozens of successful spinouts. The presence of CERN (European Nuclear Research Institute, also famous as inventor of ‘’www’’), PSI (Paul Schaerrer Institute, one of world leaders for basic physics research) have also to be quoted.

 

- Developers of new products are also numerous; CSEM, formerly watch technology development center, now became Swiss Mechatronic research center, offering a wide range of new materials, testers, sensors worldwide. In case of new materials, nano-sized material developer EKFO is unique in the world. Also, INOTEC, an affiliated company to SULZER is famous for all kind of composite materials.

 

- Japanese leading companies like SUMITOMO CABLE, FURUKAWA, dominate the world production of fiber optics, whereas Swiss companies like NOKIA-MAILLEFER, KOMAC dominate cable forming and processing machinery.

 

-         Developments on new processing media, like microwave, ultrasonic or laser, are also very actively carried out in both countries. Recently, MTM has succeeded in developing hole boring devices by laser on ovules.

 

Such examples can be further quoted endlessly, if we were further to extend our references to biomedical, pharma-medical fields.  (In fact, it is well known that both countries exceed in application numbers per capita of patents in bio-medical field)

 

In addition to the above, it should not be forgotten that both countries are also world leaders in many conventional high-tech niche fields.  Examples: TUDA KOGYO for car console switches, (main customer is FORD), YOKOHAMA TUBE FORMING for steering handle rack bar (CITROEN), SHIKO GIKEN for CPU fan motors, OSAKA DIAMOND for diamond balls used in precision grinding tools, SHIMANO for bicycle gear units, NOORITSU for photolabo units, etc.

 

In case of Switzerland, here are also some examples: ASPRO for current adaptor, LEM for current measurer, TECAN and ECOPHYSICS for Nox analyzers, ETEL for space linear motors, STREBEL VISION for ultra high speed shape checking device, RYCHIGER for tear-off film package device, ROLLA for ship screws, THECLA for aluminum car precision parts.

 

All these examples show that both countries prove their unique presence in the world as treasure islands of new technologies, and therefore are predestined to cooperate all the more in the future. Thereby, the most important point to be noted is that both countries’ economy is practically represented by SMCs in numbers, as it occupies over 90 per cent of the share of whole number of registered companies in the country.

 

Especially, as explained before, Switzerland has practically no more large companies of pure Swiss nature left, the future of its economy is totally dependent on these SMCs.  In case of Switzerland, these companies have totally been neglected from outer world, starting from mass media, but are suddenly starting to ‘show off’ their existence thanks to the friendly environment of venture capital availability, which started to prevail. Thus, a more extended cooperation between Switzerland and Japan, both enjoying the same exceeding features, would certainly contribute further to the mutual development.

 

In case of Japan, things are tougher for these SMCs since such venture environment is still premature, and also the economic situation remains deeply stagnant due to various political reasons. Thus, they are all the more forced to internationalize their activities very quickly in order to survive, and cooperation with internationally oriented Swiss companies should be targeted as a task among top priorities.

日本と並んで、最も資源がなく、従って最も知識集約型としての発展を遂げたスイスハイテクの歴史の発端は、16世紀から17世紀にかけて迫害の強まったフランスのユグノー新教徒がスイスに流れ込んだ際、繊維加工、特に絹織物の専門家達が製造ノウハウを持ち込んだことに起因する。 そして、1848年のウイーン会議によってスイスが始めて永世中立国として国際的に認められた頃から、各種技術の専門家達が分野別に所謂‘ギルド’と称する熟練工の組織を形成し、時計を中心とするあらゆる種類の精密加工、繊維加工と水力発電、輸送技術に土木建設等、幾多の産業が振興するに至った。 特に、山間開発にもとずくエネルギー開発と交通網整備に関わるノウハウが注目されたのである。

 

今一つの例は、バーゼルの医化学コンプレックスの誕生であろう。 その発端は実は1844年、時のフランス政府が個人による特許申請を禁止する法令を施行したことから、幾多の科学者達が群れをなしてスイスになだれこんだのが発端と言われる。 そして、彼等はその後、マサチューセッツ工科大と並んで東西科学の殿堂の双璧とされるチューリッヒ工大、バーゼル大研究班等を筆頭とする幾多の大学・研究機関の協力支援によって、世界トップレベルの化学コンプレックスを築きあげたのである。

 

かくしてスイスは、その小さな存在に関わらず、あらゆる産業部門の技術の専門家とそれに関係する会社群を網羅しており、半導体についても総ての関連設備が自国で生産できる、おそらくヨーロッパでは例を見ない存在である。

 

ミュンヘンの欧州特許本部(EPO)が最近発表したところでは、十万人当りの年間特許申請件数はスイスがダントツで237、次いでドイツ96、日本60、米38とのことであった。 

相前後して、ワシントンの世界競争力診断研究所(Council of Competitiveness)の発表によると創造力については日本に次いでスイスが第二位。 以下米国、スエーデン、ドイツ、フィンランド、デンマルク、フランス、ノルウエー、カナダの順である。 Wall Street Journalも最近、スイスを' Powerhouse of innovation' と賞賛の記事を掲載している。 

 

スイス産業全体を眺めてみると、事情は違うとはいえ、過去数年間、日本と同等以上の壮絶なる政治的・経済的リストラの嵐に耐えてきた。 NESTLE, NOVARTIS, ABB, SULZERに代表される主幹産業はいずれも、スイス以外に生産基地を移し、税対策を主体として持株会社機構のみを本国に残す形を取るか、他の多国籍産業に身売りし、いずれにしてもスイスの会社としての実体は消滅する状態となったのである。 他方、ここ数年にして突然、無数のハイテク分野の中小企業群が群れをなして誕生し、いわゆる世界の隙間産業のリーダーと目されるポジションを築きあげるという現象が起こった。

 

翻って日本はどうかというと、所謂‘隙間産業’の裾野の広さに関してはこれまた世界に類を見ない。 かくして、この分野について、スイスとの比較を考察すると、極めて興味深い事実が理解されるのである。

 

米国が、世界の電子・情報産業を支配し、好景気に恵まれる株式市場の大半を支えていることは万人の認めるところであるが、その反面、関連部品については、完全に日本の支配下にあることを知る向きは意外と少ない。 例えば、情報産業の生命である米国全土の回線ディジタル化は、日本にそっぽを向かれると直ちに挫折するのである。 他方、スイスの場合は、電子・情報産業においては日本程決定的重要性はもたないとはいえ、これまた予想外に多くの企業が、上記の隙間分野で活躍している。 以下、日本との比較において幾つかの例をあげよう:

 

- シリコンウエファーの世界生産の九割は、信越半導体、小松電子など、日本の企業が抑えており、又、生産設備の面でも世界市場の七割を押さえている。 他方、スイスには、シリコンカッターの世界的リーダー、CTSが存在し、日本にも無数の設備を輸出している。

 

- 日本は東京精密、新川製作所など、半導体製造部門の世界的リーダーが幾多存在する。

スイスも、これに匹敵するESEC、自動組立装置のCICOREL, 注文生産ICMICRONAS、極小メモリー開発のVALTRONICなど、世界的な名声を博する会社が幾多存在する。スイスが、日米以外では、半導体一貫設備を全て国内調達出来る世界でも唯一の存在であることは、案外知られていない。

 

- メモリー用のセラミック、プラスチックパッケージは日本の完全な独壇場(京セラ、住友化学)である。 他方、スイスにはCD生産の4M, その為の真空蒸着システムのUNAXIS-BALZERSが夫々世界的リーダーとして存在する。

 

- ディジタルカメラ、DVDなど家電用電子製品、極薄LCDの開発などの機器・コンポーネントの開発分野においても日本は世界を制覇している。 他方、スイスにもマウスの世界リーダーLOGITEC、対話式有料TVデコーダーの王者KUDELSKI等が世界的名声を博している。 皮肉であるが、元々職業用デンスケの王様NAGRAのメーカーとしてかって日本を制覇したKUDELSKIは、前記については、全世界で日本のみ、種々の規制の問題からまだ参入に成功していない。

 

- 両国とも超精密部品で不可欠なCNC旋盤、グラインダー、各種ロボットの分野で世界のリーダーを擁する。 前者では日本は森精機、山崎鉄鋼、スイスはMICRON, KUMMER (テレコのスピンドルは全てこの機械で製造されている)。 後者についてはスイスはISMECA, DEMAUREYなどが有名。

 

- 両国共、新素材、新設備開発について、有名校、研究所の積極的協力が盛んである。 スイスではETH(チューリヒ工大)、及び特に最近スピンアウト企業で世界的に注目されるEPFL(ローザンヌ工大)、WWWを生んだ欧州原子力研究所CERN, 基礎物理研究でこれ又世界のリーダー格のPSIPAUL SCHAERRER INSTITUTE)などがある。

 

- 新製品開発専門の会社も、日本同様、スイスには無数に存在する。ユニークなケースとして、元時計研究所が変身したスイス・メカトロ研究所CSEMは、今や各種新素材、センサーのデパートとして世界的名声を博している。 ナノ単位材料開発で有名なEKFO

コンポジット材で有名なスルザー傘下のINOTECなども特筆に価しよう。

 

- 光ケーブルで日本が世界を制している(住友、古川など)のは周知の事実だが、ケーブル製造装置については、スイスのNOKIA-MAILLEFERが世界的リーダーとされている。自動車パネル用ケーブル結束装置のKOMACも関連分野を事実上独占している。

 

- マイクロウエーブ、超音波、レーザーなど、新しい加工技術でも両国は注目されるものが多い。 スイスのMTM社は最近、卵子の殻の穴あけ用レーザー装置で話題を呼んだ。

 

以上のような両国のケースは、更にバイオ、医薬関連などに言及するとまさにきりがなくなるほどである。

 

従来の技術部門においても、両国は技術革新が目覚しい。日本では自動車用コンソールスイッチで津田工業がフォード他世界中に輸出しており、横浜チューブフォーミングはハンドルバーのこれまた世界一のメーカー(シトロエンは同社を独占的に使用)、ファンモーターの神鋼技研、グラインダー加工に使用されるダイヤモンドボールの大阪ダイヤモンド、自転車ギアのシマノ、フォトラボのノーリツなども、隠れた世界のリーダー達である。

 

翻ってスイスは、例えば電流アダプタのASPRO、電圧測定器のLEM、空中の異物測定装置のTECANNOX検出装置のECOPHYSICS、宇宙リニアモーターのETEL、超高速形状測定装置のSTREBEL、引き裂きフィルム包装のRYCHIGER、船舶スクリューのRYCHIGER、自動車用精密アルミ部品のTHECLAなど、全く思いもよらぬところで世界的名声を博している会社がこれまたキラ星の如く並んでいる。

 

こういった幾多の例からみるように、両国は来るべき時代の新技術開発分野でまさに宝島的ともいえる、ユニークな存在を形成しているといえよう。 而して、両国共、国の産業の九割以上を中小企業が占めていることも、ゆめ忘れてはなるまい。

 

特に、スイスの場合は、最早スイスの大手企業といえる存在は事実上消滅したと言っても過言ではない状態となっており、まさにその将来は一に中小企業の如何にかかっているということがいえる。 此等は、過去ずっとマスコミを始めとして、一般社会から無視され続けてきたのであるが、ここ数年、急速なグロバリゼーションと共に、ベンチャー投資環境も極めて良く発展する雰囲気となった。 

 

日本においては、主として政治的な理由から、こういったこの環境造りという面ではまだかなりハンデイを負っており、経済環境もいまだに極めて厳しい訳であるが、それだけに国際化はまさに存亡を賭けた急務であり、取り分け歴史的に、しかも構造的に日本の状況と極めて類似した面の多いスイス企業とのタイアップ強化は、最優先事項として考えるべきではなかろうか。
