さて、少し間を空けてしまったけれど、お約束したご報告をしようと思う。国民投票の結果は明確な「賛成」で決着がついた。賛成56.0%、投票率は53.8%で前回の56.63%よりやや下回った。EUの厳しい対応に袋のネズミ状態になってスイス国民は観念した、といったところか?それとも判断に迷ったグレーゾーンと棄権票がこのような結果をもたらしたのか?EU委員会の強面(こわもて)フェレーロ・ヴァルドゥナー委員からは早速スイス国民の決断を歓迎するコメントがあった。政府側の反応だが、ダイス経済相は主要紙のインタビューに答える形で、この結果が即EU加盟に弾みをつけるものにはならない、という慎重なコメントをした。これでひと先ずEUとの懸案事項は一区切りついたと考えたいようだ。ところが29日にはカルミ・レイ外相が「今こそEU加盟論議を始める時だ」と動き始めた。EUとのややこしい二国間協定を積み重ねるよりも、一直線に加盟を考える方が良いという直接交渉担当者の立場としての判断があるようだ。実際問題、今後もEUとの2国間協定には様々な課題が次々俎上に上って来るので、スイス側としては気が抜けない。

 

政府内にこうした意見の齟齬が生まれるのはスイスの制度では致し方ない事情があるのは、以前の号でも触れたマジック・フォーミュラのせいだ。閣僚は連邦議会に占める議席数の比率に従って各政党に割り振られるので、閣内は常に平等で協調性を求められている。「ドイツがくしゃみをすればスイスは風邪を引く」と言われるドイツの選挙結果でも、ご承知のように2大政党SPD(社会民主党)とCDUCSU(キリスト教民主・社会同盟)が連立を組むことになった。これまでの与党はSPDで左派政党、野党のCDUCSUは右派政党で、日本の2大政党である自民党と民主党の差よりも政策に乖離がある。これは最早スイス流マジックフォーミュラの亜種と言えまいか?世界政治の舞台では多様な価値観に対する理解が求められる今、米英のような単一政党色を排除した政権の方が諸外国との軋轢が和らげられそうだ。一方で外交交渉の舞台では、時に国内世論は錦の御旗となり得る事も事実だから、スイス流の方がより国益に沿った外交交渉が可能になるのではないか、と考えるようになってきた。

 

話を戻そう。焦点だったEU新規加盟諸国の示した国民投票後の報道は、極めて淡白なものだったそうだ。移動の自由が認められるや否や、東欧諸国から労働者がスイスにドッと押寄せ、労働市場に賃金ダンピングの嵐が吹き荒れるのではないかと不安を訴えていた反対派にとって、まことに拍子抜けする彼の国々の反応ではあった。その訳は、最早スイスに関心があるのは、高級官僚かニューリッチ等の限られた富裕層に限られるからなのだとか。一般の国民は、最早出稼ぎにスイスに行く事など考えていないという。安価で有能な労働力が豊富にある自国に外資が次々と進出してきて、充分な職場が確保されるから、という情勢だそうだ。投票前の騒ぎを思うと、まさに大山鳴動ねずみ一匹出ず、と言えよう。正に時代は変わったようだ。これでスイス人にとっても物価が比較的安いEU内の好きな所で働き暮らす事が可能になる。

 

「労働と移住の自由」といっても、先ず失業者や自営業者には適用されないことになっている。受け入れ枠に関しては、最長5年までの長期就業者と1年未満の短期就業者とにそれぞれ割り当てが決められていて、長期就業者の場合2006年の1,300人から2010年の3,000人まで、短期就業者の場合は2005年の12,400人から2011年の29,000人まで段階的に割り当てが拡大される。雇用条件については、外資がスイスの拠点に人材を送り込む場合でも、賃金と労働条件がスイスの産業別最低基準を満たしていなければならない。労働許可が下りる前に、各州で賃金と労働条件を審査する。更に保護措置として、議会は2009年にこの条約を継続するか否かを決める。又2014年までに移住が急激に増えた場合は労働許可の発給を新たに制限することになっている。従って、労働市場が荒らされる心配は杞憂だと政府は説明している。

 

さて、次なる国民投票のテーマは既に新聞紙上でキャンペーンが始まっている。1127日、国民発議の「農産物の遺伝子組み換え反対」(政府は反対)と「労働法修正(中央駅や空港等に併設されている店舗の日曜日の営業許可)」(政府は賛成)の是非が選挙民に問われる。

Well, it took me a little bit longer than I expected, but as I promised, I'd like to inform you about the results. The results of the national voting were confirmed with a clear "Yes" of 56%, and the voters turnout was at 53.8% that was a slightly less than the last vote with a ratio of 56.63%. Due to the consistent firm line by the EU, as if the Swiss people were in a blind alley, might they resign to their fate? Or would a number of undecided citizens that hesitate to make a choice and abstention influence the outcome of the vote? Formidable EU commissioner, Mrs. Benita Ferrero-Waldner reacted immediately that she welcomed the decision of the Swiss people. Regarding to Swiss government reaction, Minister of Economics Deiss gave a prudent answer to a major newspaper that this result did not just build a momentum to an EU membership. He seemed to wish to settle the matter of EU for the time being. Whereas Foreign Minister Mrs. Calmy-Ray on the 29th, started to act by saying "Now, the time has come to start debating about EU membership." Instead of making continuous negotiation efforts based on bilateral agreements, she seemed to think that it is better to consider directly the membership. That is her consideration as the bargaining party. Actually various more agenda for bilateral agreements are to come, therefore the Swiss people cannot lower their guard.

 

Such a discrepancy can happen within a government, and it is unavoidable due to Swiss system of the so-called "Magic Formula" that I mentioned in the previous version. The cabinet members are allocated to each party according to the occupied number of seats at the parliament; the cabinet members are colleagues and cooperativeness is requested. As it is said "When Germany has a sneezing fit, Switzerland would catch a cold", the results of the German voting, as you must have known is, that the two biggest parties SPD and CDUCSU will form an alliance. The past ruling party SPD is a left wing party and the opposition party CDUCSU is a right wing party. Their deviance of political stance is bigger than the biggest Japanese party LDP and the Democratic Party. So we can call new German government form is a subspecies of Swiss style, can we? Now, at the world political stage, we are requested to have understandings about various value judgments in order to avoid dissention among other states. We'd better to avoid a single party power like in USA and Britain. On the other hand, sometimes it is true at diplomatic negotiations that domestic opinions can be under the banner of advocacy, therefore, Swiss style governing can realize more possibilities of diplomatic negotiations according to national interests, I think.

 

Let's go back to our main topic. New EU members were a focal point of the voting, however, they almost disregarded the Swiss national voting results in their press release. The opposition pleaded that as soon as the door would be opened for free movement, East European labor were to rush into Switzerland and blow a salary dumping storm, but the reality was anticlimactic indeed. The reason is that only limited wealthy classes, such as elite bureaucrats or new rich people, are interested in coming to Switzerland now. The ordinary people no longer think about working in Switzerland. The present tendency is that foreign capital goes to Eastern European countries to establish their affiliates; there they can find enough cheap and capable labor. Considering the fuss before voting, now we can say: "The mountains have brought forth a mouse" indeed. The time seems to have changed. Swiss people are now also allowed to work and live anywhere within the EU where the cost of living is still relatively moderate.

 

"Freedom of movement" is not applicable to unemployed or self-employed worker. Regarding to the immigration quota, allotment will be widened step by step to long-term workers of up to 5 years and short-term workers of up to one year. In case of long-term workers, 1,300 people as from 2006, reaching 3,000 people by 2010 will be accepted. In case of short-term workers, 12,400 people as from 2005 reaching 29,000 people by 2011 will be accepted. Regarding to the working conditions, even in case of foreign companies send staff to Swiss affiliates, salary and working condition is to be fit to minimum conditions by industries in Switzerland. Before a working permission is granted, each canton controls the salary and working conditions. A further measurement is, that the Federal parliament will decide in 2009 whether this agreement should be continued or not. In case immigration should rapidly increase up to 2014, granting working permissions can be restricted. Therefore, the government explained that troubles at the labor market are a groundless fear.

 

Well, the next national voting campaign has already started in the newspapers. November 27, constituency will vote to the citizens initiative about for food free from genetic modification agriculture≫(Government recommends NO, and  Changing of labor lawOpening shops at big stations and airports on Sunday)≫. (Government YES)

Oui, ça a pris plus longtemps que je le pensais mais comme promis je veux vous informer des résultats. Le résultat des votations fédérales a été confirmé par un clair YES à 56 % et la participation au vote a été de 53.8% un peu moins que la dernière votation qui était de  56.63%. Le résultat de ce vote est-il le fait : de la position constante et firme de l’UE, de l’impasse du peuple suisse, de sa résignation, de l’hésitation du citoyen devant le choix à faire ou de l’abstentionnisme ? L’impressionnante commissaire de l’UE, Mme Benita Ferrero-Waldner a réagi immédiatement et a été heureuse d’apprendre la décision du peuple suisse. Lors de son interview aux principaux journaux du pays, M Deiss, ministre de l’économie et représentant du gouvernement, a donné une  réponse prudente du résultat et à ajouter que cela ne renforçait pas le dynamisme pour une entrée dans l’UE. Il semblait que pour lui et pour le moment le sujet devait être apaisé et mis de côté. Par contre, notre ministre des affaires étrangères, Mme Clamy-Ray, a réagi en disant : maintenant, il est temps d’ouvrir des discussions sur notre adhésion à l’UE. Au lieu de continuellement négocier de nouveaux accords bilatéraux, elle trouve qu’il serait plus judicieux  de penser à un projet d’adhésion. C’est sa position à la table des négociations. Actuellement plusieurs accords bilatéraux sont à l’ordre du jour et c’est pourquoi le peuple suisse doit rester vigilant.

 

Avec le système suisse de "formule magique", (formule que je vous ai expliquée dans une version précédente), de telles divergences peuvent se produire au sein du gouvernement et elles sont inévitables. Chaque conseiller fédéral (ministre) représente son parti politique au sein du Conseil fédéral et il doit faire preuve de collégialité. Lorsqu’on dit "quand l’Allemagne éternue, la Suisse prend froid" . Comme vous le savez, en Allemagne lors des votations les deux grands partis SDP et CDU devront former une alliance.  Le dernier parti au pouvoir, le SDP était l’aile gauche et l’opposition le CDU était l’aile droite. La déviance de la position politique est plus grande que celle du plus grand parti politique japonais LDP et démocratique parti japonais. Nous pourrions dire que la forme du nouveau gouvernement allemand est une subdivision de style suisse. N’est-ce pas ? Sur la scène politique mondiale on nous demande d’avoir de la compréhension sur notre valeur de jugement et ceci pour éviter toute dissension entre états. Un seul parti au pouvoir comme c’est le cas en Angleterre et aux Etats-Unis n’est pas la meilleure solution. Parfois il est vrai que lors de négociations diplomatiques, l’opinion nationale peut être sous la bannière de plaidoyer. Par conséquent, le style gouvernemental suisse a la possibilité de réaliser des négociations diplomatiques selon les intérêts nationaux.

 

Revenons à notre sujet. Lors de cette votation, le point de convergence était les nouveaux pays membres de l’UE. Cependant, lors du résultat, ce sujet a été mis de côté lors du communiqué de presse. L’opposition plaidait qu’aussitôt que les portes seraient ouvertes, la main d’œuvre des pays de l’Est se précipiterait en Suisse et pratiquerait un dumping sur les salaires. Mais la réalité a été en effet décevante. La raison est que seule une classe limitée de riches, tels que l’élite ou nouveaux riches sont intéressés à venir en Suisse. Les classes inférieures (gens ordinaires) ne pensent pas venir en Suisse. La tendance actuelle est que les capitaux étrangers aillent dans les pays de l’Est afin d’établir des filiales rattachées à la société mère. Ces sociétés pourront trouver une main d’œuvre qualifiée et bon marché. Vu tout ce tapage avant cette votation, on peut dire en effet que "c’est la montagne qui accouche d’une souris". Les  temps semblent avoir changés. Les Suisses sont maintenant aussi autorisés à aller travailler dans tous les pays de l‘UE, là où le coût de vie est relativement modéré.

 

La libre circulation n’est pas applicable aux chômeurs ou aux indépendants. En ce qui concerne le quota d’immigration, petit à petit la part s’agrandira aux travailleurs de longue durée de plus de 5 ans et aux travailleurs de courte durée jusqu’à une année. En ce qui concerne les travailleurs de longue durée, ils seront 1300 à partir de 2006 et atteindront un niveau de 3000 en 2010. Pour les travailleurs de courte durée, 12400 en 2005 et  29000 en 2011. Les compagnies étrangères qui enverront du personnel travailler dans une succursale en Suisse seront également tenues de respecter les conditions de travail et les salaires en vigueur en Suisse. Avant d’accorder un permis de travail, chaque canton contrôlera le salaire ainsi que les conditions de travail du demandeur. Le parlement fédéral décidera en 2009 si cet accord doit être prolongé ou pas. Si en 2014  une trop forte augmentation d’immigrants devaient arriver, les permis de travail pourraient être limités.  Cependant, le gouvernement est serein et ne craint pas de problèmes majeurs sur le marché du travail.

 

Oui, la campagne sur les prochaines votations a déjà commencé. Elle aura lieu le 27 novembre. Nous devrons nous prononcer sur "une agriculture exempte de produits génétiquement modifiés" ainsi que sur "l’ouverture générale des magasins le dimanche".
