ああ、市町村合併

倶知安町長
合併の進捗状況は、合併協議会広報誌を創刊し専用ホームページを開設、ようやく先
週新たに参加表明した喜茂別町を含む５町村の協議会の最初の会議を立ち上げること
が出来ました。そこで、各専門事項を協議する小委員会の人選（これも委員長人事な
ど５町村バランスよく選ばなければなりません）や協議事項の内容も話し合われ、私
の協議会全体協議への負担が少し減りつつあります。
先月政府の「地方制度調査会」の最終答申が出され、話題の「小規模町村」の定義に
ついても「おおむね１万人未満」と定義がなされました。一方、私達より先に立ち上
げていた他の道内協議会では、構成町村の協議会からの離脱のニュースが目立つよう
になりました。この中には任意協議会で協議してきたものの、次の法定に進む段階で
９か町村の足並みが揃わず、脱退に至ったところや、町長選挙で隣の市長が逮捕され
て、しこりが残っていた釧路町のような例もありますが、法定期限が近づいてきて次
第に各論になってくると、自分達の進む道の最終結論を中々決断できない、と言う現
れでしょうか。そして、このことは、私達５町村の半年後くらいの姿を写しているよ
うな気もするのです。
隣の京極町は私が最初からパートナーとして魅力を持っている街ですが、長年健全経
営をして来たと思われた町内の「夢氷工房」という水、氷の会社が倒産したり、固定
資産税という自主財源の大幅な歳入見込みをしていた、北海道電力の揚水発電所の完
成が最近の電力事情（需要の低迷）から延期されざるを得なくなったことなどから、
山崎京極町長は（私と仲が良い）今までの当面の財政戦略が狂るって来た、ことを認
識せざるを得ないようです。ただちに、協議会参加というわけには行かないでしょう
が、来年今の協議会での本格的論議の後か途中で、今の町村枠組みの変更が出るな
ら、倶知安としては残留パートナーとして魅力ある町となるでしょう。
先週の全体会議では、小委員会の要であります５つの町村長、議会議長が入る「運営
小委員会」を立ち上げ、その委員長に二セコ町長をすえることに成功しましたが、今
後の会議の進め方についても彼の裁量には期待するものの、私もバックアップしなけ
れば、と思っているところです。また、これは正式会議ではありませんが、私と二セ
コ町長との打ち合わせ会議を定期的に持とうとしているのも、元々この協議会をリー
ドしてきたこの２町の足並みがブレないようにする為と、来年以降の各町村の出入り
があった場合にも、対応できるようにするためです。こんな合併関係現況ですが、ま
だまだというより、着地点が見えない航空機のようなものです。でも、其の内飛行場
が近づき天候も晴れると見えてくるでしょう。
こんな中で、昨日１２月の議会が終わりました。４月の町議会議員選挙後から議会の
会派構成も変化があり、会派ごとでまだ時々喧嘩をしておりますが、そのとばっちり
を受けないようにしています。今、私は国民健康保険税のアップ案を次の３月議会に
提案しようと、町の代表者からなる審議会で喧々諤々やっています。倶知安は近隣町
村と比べ住民の高齢化率も低く、保険税も一番低いレベルでやってきましたが、最近
の次第に多くなる高齢者数や国の医療保険の改正などで、最後の砦である「国保」に
加入する人が多くなり、其の人たちはほとんどが保険料を納めるより病院で使う人た
ちなので、国保の保険者となっている町の財政負担の方が持ちません。ほぼ１０年以
上やっていなかったみな直しですが、この件についてもこの議会で問題提起されまし
て、私の方から考え方を表明しました。
国は三位一体とかで全体で税の仕組みを見直そうとしていますが、その実体はドサク
サに紛れ、財務省主導で地方への補助金を始めとした財政抑制が現実となっていま
す。例えば、１６年度で国からの地方への１兆円補助の減額は決まりましたが、見返
りの税源移譲は３から４千億円止まり、と言うような具合です。これも、地方の財政
構造が自主財源１割から２割という実体が、地方の発言がどうあろうと、お金を握っ
ている国の裁量によらざるを得なくなっているためですが、この仕組みを変えるとい
う小泉さんの方針は今やほとんどの自治体では懐疑的に受け取られているのではない
でしょうか。
これは評論しているうちは良いのですが、来年度の予算組み立ての際に影響が出て来
ます。特に、道路など途中のものでも補助金がストップなると工事がストップです。
減額分の補助金を自主財源で補填できる町村などないでしょう。しかし、子供の医療
費補助とか障害者への補助が打ち切られた場合、これまでも町もお金を出し一緒に
やってきたこれらの事業で、国からのお金が来なくなったからと言って、もう止めま
しょうとは行かないわけです。それでも、私はこのようなカットを誰が行ったか、と
いうことをうやもやにしないためにも、国・道からカットされた分を安易に町費で補
填させない方針をとっています。ここが議会あたりで議論になるのです。あの「経費
を削って福祉に」と言うしか発言能力のない共産党議員でなくても、その発言は他へ
もしだいに広まりつつあるのが、倶知安のみならず全体の自治体の傾向と言えるので
はないかと思います。
今年も職員の人事院勧告に基づく給与、手当て引き下げを実施致しましたし、私の報
酬引き下げもやります。でも、これさえ、反対論があるのですから其の主張の矛盾に
唖然とすることもしばしばです。何かこの場合には、このようにするというコンセン
サスがあれば良いのですが、其の都度議論して決めると言う仕組みですから、其のエ
ネルギー消費は小さくはないわけです。この仕事も１０年になろうとしていると、我
慢が難しく、ヒョンな発言で騒ぎを起してしまうことがあります。このようなこと
は、もう次の交代を予告している気もします。基より、この仕事は＜自分がやりたい
からやる＞、という面よりは＜やらせて町のためになるか＞どうかで決められるもの
かと思っておりますので、その判断に身を任せることは言うまでもありませんが。そ

Regarding to the progress of the merger, we have launched a new journal
that reports about the conferences and opened an exclusive website. We also
had the first conference of the 5 towns and villages including
Kimobetsu-cho that eventually joined last week. At that meeting, we
discussed about establishing subcommittees regarding to specialized matter
and choose the appropriate committee members. We had to consider a
well-balanced equilibrium concerning the election of the head of the
committee and the members from each municipality. We also discussed about
the subject of the merger in details. Therefore, my work burden within the
committee has decreased.
Last month, the Local Government System Research Council had published its
final report. In it, the exact profile (definition) of a small municipality
was described; all municipalities with below 10,000 inhabitants belong to
that category. On the other hand, media reports informed also that other
municipalities in Hokkaido that had started organizing such committees
already before us, had stop their merger committee activities. One such
committee had discussed the subject at a voluntary council, but all
together nine municipalities couldn't proceed to set up an official
committee, then some municipalities dropped out. Another case was
Kushiro-cho that withdrew from such a committee because the neighbouring
town mayor was arrested after the mayor election. Now, the official time
limit closes in and the discussion gradually goes into details, it shows
the difficulties of final decision making for its own future. I think these
phenomena imply what could happen half a year later in our 5 municipalities
too.
I regarded the neighboring town of Kyogoku-cho as a partner town from the
beginning, but Yamazaki Kyogoku Mayor (he is a good friend of mine)
had to admit that the financial strategy became derailed after the
bankruptcy of an ice product company called "dream workshop" that
was considered to have a healthy and successful management, or the
completion of a pump storage power plant by Hokkaido Electric Power was
postponed due to a recent down turn in demand of electricity. The
authorities of the town had expected it to become a big independent revenue
source regarding to the fixed property tax. Those incidents made it
impossible for the town to join the merger conference immediately, but next
year during or after serious conference sessions, if we can positively
change the flame of unification, the town would be an attractive final
partner for Kutchan.
At the general assembly last week, we established a so-called
"Management Committee Meeting" that consists of mayors and
chairmen of each parliament that has the function of a key-committee among
the small committees, and succeeded to appoint the Niseko Mayor as its
chairman. I expect his good performance at the conferences, but I also
think that I have to support him. Niseko Mayor and I are also planning to
have regular unofficial (informal) meetings in order to arrange a close
cooperation between the two towns that originally led the conferences; we
should also be able to deal with the subject of changing partner towns.
Regarding to the merger our present situation is like that; I think however
that the way is still far, or a plane cannot find the landing point yet.
But, we will come close to the airport and the weather is going to be fine.
In such a situation, we finished the parliament session of December. After
the town parliament election in April, the structure of parliamentary
groups had changed and the arguments are still going on, therefore I try
not to be involved. My present argument with the representatives of the
town council is about the bill regarding to the increase of the national
health insurance tax that is to be submitted at next March parliamentary
session. Compared to neighboring towns and villages, Kutchan has a lower
rate of elderly inhabitants and the insurance tax could be kept at the
lowest level so far. However, the recent tendency of an increased number of
elderly inhabitants and
because of the reform of the national health insurance, more people have
joined to the national insurance as the last fortress. The expenses paid by
the insurance fund at medical clinics considerably exceeded the premiums
paid, so therefore the purse of town has become pressed. For about ten
years, we had not reviewed that point, so there is a proposal to discuss it
at the parliament, and I also expressed my idea about that matter.
The Central Government intended to introduce a total tax reform called
<triune>, but actually like a fish in troubled water, the Ministry of
Finance initiated to restrain from public spending, such as cutting
bounties from the Government. For instance in the year 2004, the Government
has decided to cut down the bounty to municipalities by one trillion yen,
and the financial assistance by the transfer of tax revenue sources will
only be 300 billion to 400 billion yen too. At the actual financial
structure, independent revenue sources of local municipalities are just
within 10 to 20%, therefore no matter what kind of opinion local
municipalities has, the judgment depends on the central government that
keeps (distributes) the revenue sources. Mr. Koizumi said that he is going
to change the system, but nowadays almost all local governments are
suspicious about that plans.
As long as the matter is only reviewed (discussed) there is no problem, but
the <triune> will have influence on us as soon as the budgetary
planning starts. Especially road construction should be stopped when the
bounty is stopped. There is no local municipality that can compensate the
reduced bounty by its own independent revenue resources. But subsidies,
such as medical cost to children or disabled people, so far the town has
cooperated in that business together with the Government. We cannot just
stop them even the government does not grant us any more money. Nevertheless,
it is not my policy to ignore the financial gap of the reduced bounty paid
by the Government or the Prefecture, and compensate it by the town budget
leaving the problem up in the air (unsolved). This point can be the hot
subject (issue) at the parliament. Not only the Communist party whose
members have no idea than just saying "cut down expenses and provide
more financial resources to welfare", but also in Kutchan and in all
other local municipalities a tidal wave of protest against the government
measures will arouse.
Based on the <National Personnel Authorities Annual Salary
Recommendations>, this year again, the salaries including mine as well
as allowances were cut and enforced at our town. Even though there are
arguments against that cut, I am often struck speechless by the assertion
and its contradiction. It would be good, if we had a consensus in each
case, but we have to discuss the matter each time, so our energy
consumption is not little. I am nearly 10 years in office, therefore I can
become a bit impatient and sometimes, a fuss is made about small remarks
that had just happened like that, therefore I guess that I might have to
expect my reshuffling. Primarily the position of head of municipality
should not be appointed based on the principles "I want to do it, that
is why I do it" but rather based on the fact "either let someone
do it or not do it for the town" therefore, it is needless to say that
I leave the judgment about my performance about to the public. I gradually
have go to work. Bye for now.

メルマガのご感想有難うございました。日頃の思いをようやく捻り出したというもの
です。スイスとの対比で倶知安ニセコ周辺をイメージに描いて書きました。自治体の
規模が丁度同じ位なのです。人気の富良野は農業と観光をかなり一体化させているよ
うですが、一寸観光用の演出が過ぎるような気がしないでもありません。「スイスの
農民はジュネーブを知らない」の諺は恥ずかしながら存じませんでした。逆は言える
のでしょう。
