« Construisons ensemble une Europe fédéraliste »

Résumé d’un interview du Journal « Le Temps (February 2001) » avec M. Daniel Cohn-Bendit, et M. Christoph Blocher, politicien suisse.

 

M. Cohn-Bendit est très critique à l’égard de l’UE. Il reproche son manque de démocratie et affirme que les citoyens européens n’ont pas leur mot à dire et qu’ils sont trop éloignés de ceux qui les gouvernent. Il rejoint l’opinion de Blocher lorsque celui-ci affirme que les valeurs fondamentales de la Suisse sont la démocratie directe et le dialogue constant entre les minorités.

 

La construction européenne est un système politique nouveau, en train de se mettre en place. Pour lui, si la Suisse en faisait partie, elle pourrait, inspirée par son histoire, apporter sa contribution à la réalisation de ce processus en marche.

 

M. Blocher se considère comme Européens et souligne que la Suisse, vu sa petitesse, son absence de marché intérieur suffisant, de débouché maritime et de matières premières, est obligée de s’orienter vers l’extérieur. Il est contre l’idée d’être membre de l’UE car il considère que le niveau de démocratie atteint au sein de l’UE est tout à fait insuffisant et qu’une partie de la souveraineté du peuple suisse serait transférée vers les fonctionnaires de Bruxelles.

 

M. Cohn-Bendit ajoute que la plus grande réussite de l’Europe, c’est d’avoir transformé une des régions les plus guerrières du globe en havre de paix. Plusieurs tentatives d’unification ont eu lieu au cours de l’histoire mais toujours sous la houlette de puissances hégémoniques. Ces grandes puissances étaient convaincues qu’il fallait qu’ils fassent ensemble des affaires, qu’ils échangent leur culture et créent un rapprochement économique afin de reléguer à l’arrière-plan la question de la guerre. Ainsi ce rapprochement économique est devenu un rapprochement politique.

 

M. Blocher est d’accord sur ce point mais se pose la question: est-ce que l’Europe ne serait-elle pas aussi devenue pacifique sans l’UE ? Il ajoute que déjà en 1945, Churchill appelait les peuples au rapprochement afin que cessèrent les velléités hégémoniques des uns et des autres.

 

La masse critique :

 

M. Cohn-Bendit se bat pour une Europe fédéraliste.

 

M. Blocher affirme que le fédéralisme de la Suisse est une réussite pour 2 raisons : Premièrement sur le plan politique, cela tient aux libertés, à l’ampleur du droit de vote, à la marge de manœuvre dont disposent les citoyens pour s’épanouir. Deuxièmement, cela vient de notre économie ; nous avons une constitution qui garantit une prospérité économique à la plupart des personnes.

 

M.Cohn-Bendit donne un exemple concret où cette masse critique a de l’importance : le climat. Nous sommes faces à une catastrophe climatique mondiale. Les pays européens doivent s’unir et forcer les Etats-Unis et les pays du sud-est asiatiques pour qu’ils adoptent des mesures contraignantes dans les conventions internationales. A ce sujet, la Suisse propose une politique intéressante, mais, seule face au monde, la Suisse ne peut rien faire. Autre constat : aujourd’hui, le monde est dominé par l’ordre économique américain, il est absolument inacceptable qu’une puissance domine les autres et leur impose sa façon de penser. Une alliance molle de pays décidant au coup par coup de s’unir sur des sujets particuliers n’a aucune chance de succès. Pour conserver un équilibre mondial, il faut une alliance politique qui puisse constituer un contrepoids.

 

M. Blocher répond :  ²C’est ça mon credo politique. La démocratie directe, c’est la possibilité de dire non. Concernant le climat, la voie solitaire n’est pas appropriée mais nous ne devons pas renoncer car si chacun se réfugie derrière son impuissance à régler seul les problèmes plus personne n’entreprend rien ².

 

La bureaucratie :

 

M. Blocher n’est pas un sympathisant de ces grandes constructions. Pour lui, ces grosses structures empêchent de conserver une vue d’ensemble et n’engendrent à la longue que de la bureaucratie.

 

M. Cohn-Bendit est d’avis que toute organisation de grande taille est encline à la bureaucratie mais il faut renforcer le principe actuel de ‘subsidiarité’. Autrement dit, laisser aux régions et aux villes la responsabilité de régler elles-mêmes ce qu’elles savent organiser seules, et n’intervenir sur une base commune que pour le reste.

 

L’Euro :

 

M. Cohn-Bendit est un partisan convaincu de l’Euro. Il ne veut plus que l’Europe soit continuellement sous la dépendance du dollar et de l’économie américaine. Avec l’Euro, c’est un premier pas vers une Europe fédérative. Il est pour le fédéralisme des nantis contre les pauvres.

 

M. Blocher ajoute que pour atteindre ce but, l’Euro ne suffit pas. Il pense que l’Euro est une des plus graves erreurs commises par l’UE et ajoute que chaque pays à sa politique monétaire et que celle-ci dépend de l’économie du gouvernement. En Suisse, cette politique est l’unique instrument dont nous disposons pour influer sur l’inflation, la conjoncture, etc.. Une seule politique monétaire n’est pas applicable car vous aurez une monnaie trop forte dans les régions prospères et vice et versa.

 

Elargissement à L’Est et la crise des Balkans :


Tous les deux sont d’accord que la Conférence de Nice est une catastrophe absolue.

 

L’opinion de M. Cohn-Bendit sur ce thème est : ²Aussi longtemps que l’Europe s’est trouvée divisée, la crise catastrophique n’a fait qu’empirer et c’est seulement lorsque l’Europe a adopté une position commune que la situation a évolué. C’est grâce à l’engagement des Européens, auxquels d’autres viendront s’y joindre que le processus de reconstruction  peut déboucher sur une véritable démocratisation.² Il veut qu’un équilibre s’établisse.

 

M. Blocher de noter que dans les Balkans, ce sont les Américains qui ont fait la différence et que l’UE ne fera jamais le poids face aux USA, économiquement l’UE est trop faible.

 

La crise autrichienne :

 

M. Cohn-Bendit estime qu l’intervention de l’UE dans la crise autrichienne a été une catastrophe nécessaire. Il ajoute que l’exemple autrichien nous met en garde contre ce problème qui prend toute son importance si l’on songe à l’élargissement qui se prépare à l’Est. Pour éviter toute rupture de consensus démocratique sur lequel repose l’UE, il serait judicieux de mettre en place une commission d’observateurs.

 

M. Blocher en tant que citoyen d’un petit pays démocratique comme la Suisse trouve que l’attitude de l’UE face à cette crise est insupportable. L’UE aurait dû au moins écouter les Autrichiens. Les belles valeurs démocratiques défendues par l’UE n’étaient qu’une façade.

 

Mr. Blocher as a citizen of a small democratic country such as Switzerland, thinks that the EU’s attitude toward this crisis is insupportable. UE should have at least listen to the Austrians. The beautiful democratic value defended by EU was simply a façade.

 

Conclusion : Comment M. Cohn-Bendit et M. Blocher voient-ils l’UE et la Suisse dans 5 ans ?

 

M. Cohn-Bendit : Dans 5 ans, la Pologne, la Hongrie et la Tchéquie seront très vraisemblablement membre de l’UE. Dans 20 ans, nous aurons une Europe fédérale, dotée d’une constitution et la Suisse en sera membre à part entière.

 

M. Blocher : Dans 5 ans, l’UE ne sera pas vraiment différente d’aujourd’hui. Dans 20 ans, il est possible que l’UE évolue vers une association d’états, dans ce cas la Suisse en fera probablement partie.

« Let’s construct together a federalistic Europe »

Summary of an interview of the Swiss-French local newspaper ‘’Le Temps  (February 2001)’’ with Mr. Daniel Cohn-Bendit (notorious French-German politician representing the Greens, and also one of main author of the cultural revolution of 1968) and Mr. Christoph Blocher (Leading political figure in Switzerland, leading the Swiss People’s Party known for its anti-European attitude) as participant.

 

Mr. Cohn-Bendit is surprisingly very critical to EU. He accuses its lack of democracy, affirming that the European citizens have no word to say, and that they are much too distant from those who govern. He thus joins the viewpoint of Mr. Blocher as the latter affirms that the fundamental values of the Swiss are direct democracy and the constant dialogue with minorities.

 

The construction of Europe is a new political theme, which now establishing itself. For him, in case Switzerland takes part, it could contribute to the realization of the on-going process out of its historical inspiration.

 

Mr. Blocher consider himself as European, and underlines that Switzerland, due to its small presence, absence of sufficient interior market, as well as of maritime outlet and raw materials, is compelled to orient itself toward the external world. He is against the idea of becoming member of EU, since he considers that the level of democracy attained by EU is totally insufficient, and that a part of sovereignty of Swiss people will be transferred to the bureaucrats of Brussels.

 

Mr. Cohn-Bendit adds that the biggest success of Europe is to have transformed the most devastated war regions of the globe into a  peace heaven. Many tentative of unification have been tempted in the course of history, yet always under the leadership of hegemonic powers.

These large powered countries were convinced that they could develop business relations, exchange cultures, and create economic link in order to put aside all problems related to conflict and war. Thus, the economical approach became a political approach as well.

 

Mr. Blocher agrees on this point but put a question: Wouldn’t Europe has become peaceful even without EU? He adds that already in 1945, Churchill suggested to nation peoples to get together in order to avoid hegemonic impulses among themselves.

 

The critical mass :

 

M. Cohn-Bendit fights for a federal Europe.

 

Mr. Blocher affirms that the federalism of Switzerland is a success due 2 reasons; first, at political level, since it concerns freedom, the fullness of voting right, the freedom of action which the nation people owns in order to expand themselves. Second, out of economical reasons. We have a constitution which guarantees an economic prosperity to the most of nation people.

 

Mr.Cohn-Bendit gives a concrete example on the importance of the critical mass; the climate. We face a climatic disaster at world level. All European countries have to unify themselves and force United States and all South-East Asian countries to let them adopt the constraining measures in international conventions. On this subject, Switzerland proposes an interesting policy, but this is of no value if he stays alone. Another remark: today, the world is dominated the American economical order; it is totally unacceptable that a power country dominates the others, imposing their way to think. A loose alliance of countries, deciding to unite themselves on particular subject at case by case basis has no chance of success. In order to maintain a world balance, it is compulsory to form a political alliance which forms a counter-balance.

 

Mr. Blocher replies: This is my political credo. The direct democracy is a possibility to say No. Regarding the climate, the solitary way is not appropriate, but this should not be abandoned, since, if everybody refuges behind his powerlessness to settle problems, nobody will do anything anymore.

 

The bureaucracy :

 

Mr. Blocher is not a partisan of large construction of this kind. For him, these large structures hamper the maintenance of overview, and in the long run, only launches bureaucracy.

 

Mr. Cohn-Bendit is of opinion that all large sized organizations is dependent of bureaucracy, however the actual principle of ‘subsidiarity’ should be reinforced.

 

Euro :

 

Mr. Cohn-Bendit is a convinced partisan of Euro. He doesn’t want that Europe is continuously dependent of Dollar and the American economy. With Euro, it is the first step toward federal Europe. He is for the federalism of the fortunate against the poor.

 

Mr. Blocher adds that, in order to reach this goal, Europe is not sufficient. He thinks that Euro is the most fatal error committed by EU, and that every country has its monetary policy, and this is dependent of the economy of its government. In Switzerland, this policy is the unique instrument which we owns in order to extend influence toward inflation, conjuncture, etc. The sole monetary policy is not applicable, since you will have a too strong currency in prosperous regions, and vice versa.

 

The enlargement of Europe, and the Balcan crisis:

 

Both agree that the last EU’s Conference in Nizza was a disaster.

 

The opinion of Mr. Cohn-Bendit on this theme is: as long as Europe remains divided, the catastrophic crisis has simply worsened, and only when Europe adopts a common policy that things evaluated. Thanks to the engagement of the Europeans, others will join in order that the reconstruction procedures will result in a true democratization. ‘’An establishment of balance is indispensable’’.

 

Austrian crisis :

 

DC esteems that EU’s intervention in Austrian crisis was a necessary catastrophe. He adds that the Austrian example serves us as a warning toward this problem which increases its importance substantially, in view of the enlargement of EU toward East Europe. In order to avoid any rupture of consensus on which EU is based, it is judicious to form a commission of observers.

 

Conclusion : How do Mr. Cohn-Bendit  and Mr. Blocher  see EU and Switzerland in 5 years ?

 

Mr. Cohn-Bendit: In 5 years, Poland, Hungary and Tcheckia will very probably be member of EU. In 20 years, we will have a federal Europe, equipped with a constitution, and Switzerland will become a full member.

 

Mr. Blocher: In 5 years, EU will remain in a same status ad today. In 20 years, it is possible that EU will evolve toward an association of states, in which case Switzerland will become a part of it.

                              ≪ 欧州連邦の建設 ≫

スイス仏語圏の地方紙(2001年2月)ル・タン紙に掲載された、緑の党の代表で名うての政治家、且1986年の文化大革命の主な著者の1人、ダニエル・コーン・ベンディット氏とスイスを代表する政治家でスイス人民党を率い、反ユーロの姿勢を固持する事で勇名を馳せている、クリストフ・ブロッハー氏のインタヴューの要約。

 

一見、稍意外なようだが、コーン・ベンディット氏は現在のEUに対しては極めて批判的である。つまり、現状のEUの民主主義体制は不完全であり、権力中枢から懸け離れた所に居るユーロッパ市民には発言の場が充分に与えられていないと批判しており、その意味では、ブロハー氏の見解、つまり、スイスに取っての至上の命題は、直接民主制であり、且つ少数派を尊重し、常に対話を心掛けることだ、とのブロハー氏の意見と相容れるものがあると云えよう。

 

つまり、コーン・ベンデイット氏の云わんとするところは、ヨーロッパの建設は新しい政治課題であり、今まさに建設途上にある。而して、スイスは今からEUに参加することによって、その歴史的経験を生かして、かかる民主化のプロセスに貢献するであろう、ということである。

 

ブロッハー氏は自身をヨーロッパ人と考えており、スイスはその微々たる存在の為、さしたる国内市場もなく、海の恵みもさしたる天然資源もないことから、建国以来、常に国の外に存在意義を求めて立ち向かわざるを得ぬ事情にあった事を強調。他方、EUの現在の状態での民主主義体制は到底満足の行く水準に達しておらず、スイス人の主権の一部がブラッセルの官僚の手に渡ってしまうとして、EU加盟に反対を唱えている。

 

これに対してコーン・ベンディット氏は、ヨーロッパの最大の成功は、世界の戦火で荒廃した地域に平和をもたらした点にあり、その結果、幾多の暫定的な統合の試みが歴史の過程で企てられてきたが、それは常に覇権主義者の主導の下に行われてきたものであった。その結果、此等の大国は、戦争の問題を駆逐し、代って共同で事業を発展させ、文化交流を行い、経済の絆を築き上げるべきであると確信し、かくしてかかる経済的な接近を更に一歩進め、政治的な接近をはかるようになったと指摘した。

 

ブロッハー氏はこの見解に同意はするものの、疑問も呈する。つまり、欧州は、わざわざEUなるものを造らなくとも平和を達成できたのではないか? 現に、チャーチルは既に 1945年の時点で、欧州国民に対し、覇権主義の勃興を避ける為に団結を呼びかけている、と付言する。

 

「批判的な集団」

 

ブロッハー氏はスイスの連邦制が成功している理由が二つあると断言する。一つは政治レベルにおいて、国民が自らを表現するために充分な自由、投票権及び行動範囲を確保していること、二つ目は、国の経済発展を充分に保証する憲法をもっていることであると指摘。

 

コーン・ベンディット氏は「批判的な集団」の重要性について具体例を挙げる。曰く、目下、世界は気象災害に直面しており、全ヨーロッパ諸国は連携して米国と東南アジア諸国に国際会議の決定を遵守するよう仕向けなければならない。而して、スイスはこの問題について、興味ある政策を提言しているが、孤立状態ではその主張は受け入れられない。更に、米国の唱える、強者支配による経済論理は到底受け入れられぬものであるが、これに対抗するには、必要に応じてその都度連携を結ぶといった生ぬるいやり方では到底成功はおぼつかず、これに拮抗するに充分なパワーを持つ政治的な連携が不可欠であると説いている。

 

ブロッハー氏曰く、自分の主張する直接民主主義とはまさにその点にある。つまり、直接民主主義とは、国民が「ノー」といえることである。

 

他方、環境問題については、孤立状態で対抗するのは確かに不適切ではあるが、だからといって放棄すべきではない。もし誰もが、自らの問題処理の非力を理由に行動を控えれば、何事もおこらなくなるであろうと指摘。

 

官僚主義:

 

ブロッハー氏は大規模な官僚機構に反対を唱える。大規模な機構なるものは、全体図を把握することが出来ず、結局官僚主義を助長するだけであると強調。

 

これに対しコーン・ベンディット氏は、確かに大型の組織は官僚主義に走る危険があることは認めるが、だからこそ「補完機能(EUの新語)」を強化すべきである。つまり、地方及び都市に、それらが管理できる事項を委任し、それ以外の部分についてのみ、共同で介入すべきであると説く。

 

ユーロ:

 

コーン・ベンディット氏は通貨ユーロの支持者である。欧州が今後もドル経済に依存することは容認しがたいことであり、従ってユーロの採用が欧州連邦体制確立の第一歩であり、「貧者の経済」から「富者の経済」への移行の第一歩であると説く。

 

他方、ブロッハー氏は、この目的完遂のためにはユーロの採用では不充分である。否、ユーロはEUの最大の過ちであるとさえ云う。曰く、各国は独自の金融政策があり、且つそれは個々の政府の経済に基ずいたものである。スイスについていうと、まさにこの独自の金融政策こそが、インフレを抑制し、景気を昂揚する唯一の要因である。単一の金融政策なるものは、機能しない。なぜならば、それは豊かな地域と貧困な地域との格差を広める以外の何物でもないからである。

 

拡大ヨーロッパとバルカン危機 :

 

両氏共、先のニースで行われたEU首脳会議は惨憺たる結果であった点については同意見。

 

この点についてコーン・ベンディット氏は更に、ヨーロッパが分割されたままでいる限り、破滅的な危機は悪化するばかりであり、これを防ぐには、欧州の共通政策の採用しかない。欧州は、新たなメンバーの参加によってのみ、真に民主的な再建が可能となる、つまり「均衡の確立」が不可欠であると説く。

 

ブロハー氏は、バルカンでは米国が完全に支配しており、EUは、そのひ弱な経済でもってこれに対抗することなど絶対に不可能であるとの見解。

 

 

オーストリアボイコット問題:

(注:オーストリアが先般、ハイダーが率いる極右派の入閣を容認したことに対して経済閉鎖を提唱したことを指す)

 

コーン・ベンディット氏はEUがオーストリア危機に介入したのは必要悪だったと評価。オーストリアの例は、EUの東への拡大の過程でおこるこの種の問題に対する警告であり、EUの基本である、民主的コンセンサスに亀裂を生じさせぬ為には、共通の管理体制を敷くことが不可欠であると唱える。

 

ブロハー氏曰く、スイスの如き民主主義を掲げる小国の市民の立場から見ると、EUのこの問題に対する対応の仕方はまさに容認しがたい。少なくともオーストリアの言い分を聞くチャンスを与えるべきであった。EUのいう「民主主義の価値」なる美辞は、まったくの見せかけであることが確認されたものであると指摘。

  

結論:両氏は五年後のEUとスイスをどう占うか?

 

コーン・ベンディット氏:

5年後には、ポーランド、ハンガリー、チェコは恐らくEUに参加しているだろう。20年後、EUは個々の国からなる連邦制を確立し、スイスも多分そのメンバーとなっているであろう。

 

ブロッハー氏:

5年後もEUは現在と同じ状態に留まっているだろう。20年後にEUが連邦制を採用することは可能性があり、その場合はスイスもその一員となるであろう。
