1. 「自転車イニシアティヴ」対案：*2)
今回国民投票で問われるのは、「自転車イニシアティブ」が取り下げた議案に対する政府・議会の対案だ。連邦憲法に遊歩道と登山道と同様に自転道を明記して法的に同等の扱いをする事を目指している。これは、連邦政府、カントン、ゲマインデに更なる自転車道の建設を義務付けることではないとも明記されている。
この議案を、殆どの政党はじめ、交通協会のTCM、VCS (Verkehrs-Club
der Schweiz)、自転車推進団体が支持している。彼等の展望は、優れた自転車網の構築によって、既存の道路から自転車を除外出来れば交通事故を予防出来ると考えている。2018年8月24日付ターゲス・アンツァイガー紙の報道によると、2000年当時は数えるほどしか居なかった自転車事故による死傷者がここ数年増加傾向にあり、自動車は安全になってきている一方で、自転車にのみ増加傾向が見られる事が政府と欧州自転車協会の統計で示されている。*3)
大政党で議案に反対しているのはSVP（スイス国民党）とCVP（キリスト教民主党）のみだ。反対派の視点からは、スイスは既に自転車大国。これまでの政策は実証されているので、今後も各カントンとゲマインデの管轄とすべきで、憲法に自転車交通が明記される事になれば、連邦政府に過大な経済的負担義務が生じると懸念を示す。
スイスで一家に一台以上自転車を保有する世帯は65%あり、自動車の保有世帯78%に迫る普及率だ。自転車の利用頻度を欧州比較で見ると、オランダの36%が1位、2位のデンマークが23%、3位のスイスが7－8%となっている。低地のオランダやデンマークと同列に比較してさえこの普及率だ。スイスは標高1,800メートル辺りまでそこここに集落が形成され、リゾートが建設されている稀有な山国だ。山間部を曲がりくねった険しい山道を車で延々と走った先に5つ星や4つ星ホテルさえ点在する。アルプス地方で、マウンテンバイク愛好家達は自然遊歩道や自動車道だけでなく登山道も果敢に楽しんでいるのを見かけた。
人口の急増に伴いスイスの都市部では道路の混雑が深刻化しているものの、自転車道も可なり整備されている印象がある。自転車は歩行者と共に散歩が出来るが、新たに登場したＥ－バイクのレースもどきの疾走が問題視されている。自転車の利用は健康的で環境に優しい。しかし自転車王国スイスと言えども、議案の道則は険しい、とターゲス・アンツァイガー紙は書く。自転車振興を憲法に明記するか否か、という形式的な問題であるなら現状で済む話ではないか？
2. 国民発議「フェア・フード・イニシアティヴ」： *4)
議案は食糧の質と安全の確保を連邦政府に求めて発議された。環境にも動物にも優しい持続可能な食糧生産の為、輸入食料品の申告内容も厳格化するよう求めている。イニシアティヴを支持するのは緑の党、SP（社会民主党）、EVP（スイス福音国民党）、並びに小規模農家の様な農業政策団体だ。イニシアティヴは国際的義務に違反する事無くこの取り組みを実施する事が出来ると主張している。
反対しているのは政府・議会はじめSVP(スイス国民党)、FDP(自由民主党)、BDP(保守民主党)、CVP(キリスト教民主党)で、農業協同組合は自主投票を決めた。反対派の主張は、スイスでは食料品に既に高い基準が設定されている。輸入食品にスイスの基準を要求すると煩雑な検査が必要になり、国際条約と齟齬を来す恐れが有るとイニシアティヴの主張を否定。経済団体「エコノミースイス」も食料品価格が長期的に50%程度高騰すると警告を発した。スイスで持続可能な食糧生産の取り組みは前進しているし、メディアの啓蒙で消費者の意識も高まっていると言われている事には同感だ。食糧品価格が高騰すれば、貧困家庭に打撃を与えるので、左派政党にとってはジレンマと言われている。
3. 国民発議「食料主権」 / Ernaehrungssouveraenitaet： *5)
農業は国民すべてに関わることから、小規模・地方・有機農業の振興を求めている。農業従事者を増やし、公正な価格設定、遺伝子操作を禁止、スイスの基準に適合しない製品の輸入禁止を主張している。発議は仏語圏の農業労働組合「Uniterre」だ。支持するのはSP((社会民主党)、緑の党、各種援助団体。農業組合は自主投票を決めた。彼等は持続可能な食糧生産と、労働条件の改善、自由貿易の制限、大規模農業の代わりに小規模農業へ構造転換を図るよう求めている。農産物市場開放への加速を止める為の発議だ。
反対するのは、政府・議会並びに主要政党のSVP、FDP、CVP、GLP、BDP、産業界のエコノミースイス, ガストロスイス（サーヴィス業の従業員協会）、事業者組合だ。反対派の主旨は、農業の為に余りに厳格な要求で急進的過ぎる事や、保護主義、計画経済、孤立、高価格を警告する。連邦政府は過去25年の農業市場開放の進展が危機に瀕すると恐れている。スイス最大手のスーパーマーケット・チェーン「ミグロ」も、イニシアティブの意図には賛成で、同様の取り組みを自主的に進めている。然しながら国家による新たな強制は不要と食糧イニシアティブ2議案に反対するよう宣伝している。自主的な取
り組みの方が国家統制より良いと。
2018年9月8日付ターゲス・アンツァイガー紙の社説は、「賛成するよりもっと有機食品を食べる方が良い」という見出しで、「食料主権」は世界に例が無く、「フェアフード」は法的な不確実性を生じさせると書いた。
現状スイスの農業に根本的な治療は必要ではなく、いずれにせよ消費行動こそが鍵を握ると述べた。*6) 確かに周辺国と比べてスイスの食品は安全という認識が行き渡っている。しかし絶対安全であるとは思えないのが現実ではある。大量の農薬散布による環境汚染、輸入食品の抗生物質投与等様々な問題が報じられている。我が家では商品表示を確認し、地元産、有機食品の購入を出来る限り心掛けているが、様々なカラクリが有るようで残念ながら万全とは思えない。しかしスイスでは相応の取り組みが進められてきたし、長い論争が積み重ねられてきた。
食の２議案は２回目の世論調査で「反対」が増加傾向とTA紙は報じた。*7) 2018年9月12日SRF（スイス公共放送）の世論調査も、2議案は短期間に急速な支持を失ったと伝えた。共感はするものの食品価格の上昇への懸念がある為と解説された。 *8) 「自転車イニシアティヴ」の政府対案は承認されると見られている。

自転車にマウンティンバイクとE-バイクが登場して道路の棲み分けが複雑になってきた。自転車は歩行者に準じる存在以上にはならないので現状で良しと思う。因みに我が家に自転車は無い。車や公共交通機関を使わない時は専ら歩く事にしている。農業従事者と消費者の食の安全の提起は、国の根幹を成す重要課題の1つであり、発議の意図には賛成だ。しかし早急な対策は混乱を招くという意見には同感だ。食糧自給率を100%賄える国では無いスイスは、今後もきめ細かな努力を国民主体で心掛けるべきと思う。「きめ細かな努力」はスイスの得意とするところだ。

1. Direct Counter-Proposal
to the "Bicycle-Initiative": *2)
What is put
forward in the Counter-Proposal, is a counter measure by the Government
and the Parliament against the "Bicycle Initiative" withdrawn
by the initiators "Pro Velo". The
bill is aimed to treat bicycle roads legally the same to hiking trails
and footpaths in the Constitution. It is also stated that the Federal
Government, Cantons, and Local Communities are not obliged to build
bicycle paths in the future.
This bill is
supported by most political parties, as well as by Transport Associations
such as TCS (Touring Club Suisse), VCS (Swiss Association for Transport
and Environment), and bicycle promotion organizations. Their view is that
through the buildup of an excellent bicycle network, we can prevent
traffic accidents by separating bicycles from existing roads. According
to a report by the Tages-Anzeiger dated on
August 24, 2018, the number of casualties has only increased in the
bicycle traffic overall since the year 2000. The Government's and European
Bicycle Association's statistics shows that riding a bicycle has become
increasingly dangerous compared to driving a car, which has become
increasingly safer. *3)
Among major
political parties only SVP (Swiss People's Party) and CVP (Christian
Democratic Party) are opposed to the bill. From the point of view of the
opposition, Switzerland is already a "Bicycle Country". Present
policies have so far proven that "Bicycle Roads" should
continue to be under the jurisdiction of each Canton and Municipality. If
bicycle traffic is specified in the Constitution, there are concerns that
an excessive economic burden obligation will incur to the Federal
Government.
65% of the
Households have one or more bicycle in Switzerland. This is a penetration
rate, which approaches 78% of the Households that owns a car. The
frequency use of bicycles in comparison with Europe: the Netherlands is
No. 1 with 36%, Denmark is No. 2 with 23%, and Switzerland is the No. 3
with 7 to 8%. Even compared with the flat countries the Netherlands and
Denmark, penetration rate in Switzerland is at a fairly high level.
Switzerland is a rare country where villages and resorts are built here
and there, up to an altitude of 1,800 meters. Even 5-Stars and 4-Stars
Hotels dotted over besides steep mountain roads, which run through
endless mountain areas when driving by car. We saw many mountain bike
enthusiasts in the Alps region enjoying not only nature trails or main
roads, but also the mountain paths.
With the rapid
increase of population, road congestion is getting worse in urban areas
of Switzerland, though I have the impression that bicycles paths are also
well developed. Cyclists can walk with pedestrians, but the racing of
newly appeared E-Bikes has become a problem. It is healthy and environmentally
friendly to use bicycles. It is however a "rocky road" to
become a "Bicycle Country Switzerland", wrote the "Tages-Anzeiger". If it is just a formal problem
whether to specify the promotion of cycling in the Constitution or not,
then is the status quo not enough?
2. Popular
Initiative "Fair-Food-Initiative"
‘For healthy,
eco-friendly and fair produced food.’: *4)
This bill was
invoked seeking The Federal Government to ensure "Food Quality and
Safety". The initiators are demanding stricter declaration of
imported food products, a sustainable food production that is
environmentally friendly and animal-friendly. The Green Party, the SP
(Socialist Party), the EVP (Evangelical People's Party), and various agrarian-political
organizations like the "Small Farmers Association" support the
initiative. The initiators argue that the bill can be implemented without
violating international agreements (obligations).
Against the bill
are the Federal Government, the Parliament and political parties such as
the SVP (Swiss People's Party), FDP (Liberal Democratic Party), BDP
(Conservative Democratic Party) and CVP (Christian Democratic Party). The
"Farmers Association" has decided for "Free Vote". Opponents
argue that high standards for food products apply already in Switzerland.
Requiring "Swiss Standards" for imported food products need
complicated examinations, and there is a risk of inconsistencies with
international treaties. Such kind of allegations against the initiative
are denied by the initiators. The Swiss Corporate Union "Economie Suisse" issued a warning that food
prices will rise around 50% in the long term. I agree to the common saying that sustainable food
production is progressing and consumers' awareness has increased thanks
to the enlightenment of the media. Soaring food prices will hurt poor
families; for political left parties, that is said to be a dilemma.
3. Federal Popular
Initiative For food sovereignty: *5)
Because
Agriculture concerns us all as citizens, proponents are seeking the
promotion of small-scale, regional, and ecological agriculture.
Substantial measures requested by the Initiative are: more laborers shall
work in Agriculture, fair Pricing, Ban on Genetic Engineering, and Ban on
Import Products that do not meet Swiss Standards. "Uniterre", Farmers Labor Union from French
speaking part, is the backbone of the proposal, and SP (Social Democratic
Party), The Green Party, and various Relief Organizations support it. The
"Farmers Association" has decided for "Free Vote".
"Uniterre" is calling for a
sustainable food production, better working conditions, a restriction on
Free Trade, and a structural transformation to more small-scale farming
instead of large-scale industrial agriculture. The initiative wants to
stop the further and accelerated opening of the Swiss agricultural
market.
The Government and
the Parliament, the major political parties such as the SVP, FDP, CVP,
GLP and BDP, as well as "EconomieSuisse"
(Swiss Corporate Union), "GastroSuisse"
(Swiss Employers Association of the Hospitality Industry) and the "Gewerbeverband" (Trade and Crafts Association)
refuse the initiative. The gist of the opponents warns that the
initiative is too radical, making too rigid requirements for Agriculture.
The opponents warn of protectionism, of state-directed economy, of
(market) foreclosure and higher prices. The Swiss Federal Government
fears that if the initiative were adopted, the agricultural policy
progress of the last 25 years, namely the opening of the market, would be
jeopardized. The largest supermarket chain in Switzerland "Migros" also agrees with the intent of the
initiative "Fair Food" and voluntarily makes similar efforts by
expanding its product line with sustainable products. However, it
advertised to vote "2 x No" regarding to the two food
initiatives, because we don't need new regulations, which are forcibly
introduced by the State. Voluntariness is better than new state-run
constraints.
Newspaper "Tages-Anzeiger" dated on September 8, 2018 wrote
in its editorial with the headline: "Better eat more organic (bio)
Food than to vote Yes". "Food Sovereignity"
is unrealistic (unworldly), "Fair Food" causes legal
uncertainty. It is said that currently the Swiss agriculture policy is
well on track and needs no radical treatment; the consumer can do the
most anyway. *6) Certainly, there is the widespread perception that Swiss
food is safe compared to neighboring countries. However, the reality is
that it cannot be seen absolutely safe. Various problems have been
reported, such as environmental pollution caused by spraying large
amounts of agricultural chemicals, imported foods with infused
antibiotics, etc. We try to check the labeling of products at our house,
purchase locally cultivated and organic (Bio) food as much as possible.
But there seems to be various unknown factors in the system, therefore,
unfortunately I cannot believe that everything is perfect. In
Switzerland, long
controversies have been accumulated, and appropriated efforts have been
undertaken.
The Tages-Anzeiger reported on the two bills on Food, the
"No" trends are increasing after the second opinion poll. *7)
SRF (Swiss Public Broadcasting) said also that the two bills quickly lost
support in a short period of time. Despite empathy, it was explained that
there are concerns about rising Food prices. *8) The counter proposal of
the "Bycicle Initiative" by the
Government is expected to be approved.

Mountain bikes and
Electric bicycles (E-bikes) have appeared in the category of bicycles,
then the habitat segregation becomes complicated. I think that it is good
under the present situation because bycicle
cannot be more than a quasi-existence of pedestrians. By the way, there
is no bicycle at home. When I do not use a car or the public transport, I
decided to walk exclusively. The rising topic of Food Safety regarding to
farmers and consumers is one of the important issue forming the
foundation of the country. I agree with the intention of the proposals,
but I also agree with the opinion that urgent measures will lead to
confusion. Switzerland cannot cover 100% of its food self-sufficiency,
therefore, Swiss people should look carefully to the implementation of
the created policy in the future as well. "Carefully creating"
is the Swiss People's "Cup of Tea".
