    国民発議「消費税を廃止してエネルギーに課税」*3)

一つ目の議案「家族支援!子供と教育手当を非課税に」は、中道右派CVP(

リスト教民主党)が発議した。家族手当は給与に加算される手当。殆どが雇

用主負担で、連邦政府、州政府、自治体政府に収入として課税されている。

子供手当の月額は、1人につき最低200スイスフラン、成人の子供には教育費

として最低250スイスフラン支給されている。この総額が53億スイスフラン

と言われている。発議側は、不合理にもこのほぼ5分の1を国が徴税している

ので、全額手元に残すよう無税にすべきと主張。保守のSVPもこの議案を支

持している。

 

反対派は左派を中心とする諸政党。家族手当は他の収入と同じという考え方

だ。恩恵を受けるのは高額所得層の家庭で、中所得者層は現在でも既に直接

連邦税は収めていない。この議案が承認されれば連邦政府の税収減は2億ス

イスフランになる。主に反対を唱えている州政府は、税収減が76千万スイ

スフランにもなり、これが住民サーヴィスの低下と増税につながると警告し

ている。子供が居る世帯の負担軽減を目指した議案の積りだったが、その効

果を疑問視する意見が多い。

 

二つ目の議案「消費税ではなくエネルギー課税」は、やや保守のGL(グリー

ン・リヴェラl)が発議した。支持しているのは緑の党、消費者フォーラム、

WWF,グリーンピース・スイス等。消費税を廃止し、その代わりに再生可能エ

ネルギー以外の核エネルギー、ガソリン、灯油の増税を求めている。発議の

狙いはエネルギー消費を減らし、持続可能なエネルギーを魅力あるものにす

る事。エネルギー税で環境に負荷をかけない経済と原発廃止を可能にする。

環境に優しい姿勢が経済的な利点となるようにすると同時に、消費税の調査

で生じた事務経費も無くす等々。しかも廃止後の国民や企業の税負担は変わ

らないと。

 

反対は政府とその他全ての主要政党。彼らは提案のリスクが大き過ぎる事と

連邦政府の歳入減を心配している。発議グループの当初の狙いが実現してエ

ネルギー消費が減少すれば、エネルギー税を絶え間なく引き上げなければな

らなくなり、予測不可能な事態になりかねない。経済界は諸外国との比較で

競争力の低下を心配している。増税の規模をどれ位にするかが焦点だが、連

邦評議会は発議が成立すると直ぐに、ガソリンと灯油は1リットルにつき3

ランと試算、これに対して発議側は1フランと試算している。左派の反対勢

力は、高額所得者層より発議側の所得層の方が負担の割合が多い事を強調し

ている。いずれにせよ、消費税は連邦政府にとって最も重要な歳入で年間

220億スイスフラン規模だ。

 

両議案共に政府と議会は「反対」を推奨している。2015130日付SRF1

回目の世論調査「家族イニシアティヴ」 *4) では、賛成とやや賛成が52

、反対とやや反対が33%だった。一方「消費税の代わりにエネルギー増税?

*5) では、賛成とやや賛成が29%、反対とやや反対が58%と承認は望み薄

の形勢だった。2015224日付TA紙は、世論調査の結果が投票に与える影

響が少なからずあると指摘、政治家や専門家は委員会を設置して監視を求め

ていると報じた。そして、2015225SRF2回目の世論調査の結果が発

表され、「家族イニシアティヴ」*6) は反対50%で支持崩壊、「消費税の代

わりにエネルギー増税?」*7) 73%が反対で絶望的と報じられた。投票す

る側の1人として、改めて議案の内容を吟味した後に世論調査の動向を参考

すべきと思った次第。

 

投票日の3週間前に投票用紙と説明書が郵送されてくる。翌日には主要紙に

議案の概要が掲載される。それ以前から様々メディアで取り上げられ、背景

や争点が政治家やジャーナリスト、専門家に依って繰り返し解説や議論が報

道される。忙しい人の為にラジオでも簡潔な解説を放送している。それでも

暇が無い忙しい人の為に60秒で分かる中立な議案を解説すると謳った

<VIMENTIS> *8) というサイトもある。サボる言い訳が出来ない体制が築か

れている。

 

議案に依っては長年の懸案事項になるものも少なくない。スイス国民は年中

国民投票の議案と向き合っている訳だ。現在最も厄介な課題は20140209

日の国民投票で承認されたSVPの「大量移民の阻止」を法制化する事。これ

EUの「移動の自由」と真っ向から対立する為、政府に対する欧州委員会の

圧力で立ち往生し兼ねない状況だ。この重要会談に臨む為今年1月早々にブ

リュッセルを訪問したシモネッタ・ソンマルーガ連邦大統領に対して、ユン

ケルEU委員長の無様な接吻が <Fremdkussmonster(奇妙な接吻モンスター)>

*7) と例えられて物議を醸した。「我らの大統領に何という不躾な事を!」

とスイス国民は呆れ、憤慨したものだ。会談後も双方の溝は開いたままで成

果無し。スイスの事だ、この事件は少なくとも100年は語り草にされるだろ

うと請けあう。今年2月初めの<Gfs>の世論調査では、「スイス・EUの二国間

協定の新しい国民投票は必要か?」という問いに58%が賛成していた。とこ

ろが興醒めしたスイス国民は、必要が48%、不要が52%へと反応した。 *10)

ともあれ、これで「スイスの交渉相手はEUの委員長事案になった」、とすか

さず報道されたものだ。国民投票の結果は次号でお伝えしたい。

編集後記

 

スイスの報道機関は客観的で重要な政治の大使と自ら自負し、大方の国民も

認めるところだ。しかし日本の主要メディアは「日本記者クラブ」という閉

鎖集団を長年維持し、フリーランスのジャーナリストを排除して横並びの報

道をしている。到底中立・公正な報道が担保されている環境とは言い難い。

因みに2014年度「世界報道自由度ランキング」で日本は59位! *11) 藤田早

苗氏 *12) に依ると、これは「特定秘密保護法」 *13) 施行前の順位で、次

100位以下とも言われている。投票所の管理や投票用紙の開票作業の不正

は検証されるべき状況にある。国民の政治に対する向き合い方も、教育から

やり直さなければならない程で、何よりも政治に外国の強い干渉がある事実

がなおざりにされている。従って残念ながら日本で国民投票の実施は、こう

した課題がある程度改善された後の事と言わざるを得ない。

The National Voting on March 8, 2015:

Popular initiative "Support families! Tax-free child and

education allowances",

and Popular initiative "Energy tax not VAT"

The first bill of "Support families! Tax-free child and education

allowances" was initiated by the center-right party CVP

(Christlichdemokratische Volkspartei). Presently the family

allowance is paid through the salary and is an income supplement.

It is mostly financed by employer contributions and taxed as income

at the level of the Federation, Canton and Commune. The monthly

child allowance is at the minimum CHF 200 per child, and the

education allowance per grown up child is at least CHF 250. It's

said that the total amount of the family allowance is at level of

CHF 5.3 billion. The initiative argues that irrationally one fifth

of that sum is collected again by the State as taxes. Therefore, the

whole amount should be paid by making the allowance tax-free. The

Conservative SVP (Schweizerische Volkspartei) also supports it.

 

Opposition comes mainly from the left wing side and other political

parties. They consider that the family allowance is the same as the

other part of the income. The beneficiaries are claimed to be high

income households, and middle income households don't pay direct

federal tax already now. If that bill was accepted, the Federal

Government revenues would decrease by CHF 200 million. Cantonal

Governments as the main opposition warn that they might lose CHF 760

million in revenues (tax losses). That would lead to lower public

service as well as tax increases. The bill was originally aimed to

release the cost burden of families with children, but there are

many opinions, which question that effect.

 

The second bill of "Energy tax not VAT" was initiated by the

relatively conservative GL (Gruenliberale Partei). They are

supported by the Greens, the consumer forum, WWF, Greenpeace

Switzerland etc.. They want to abolish the consumption tax,

instead of it they want to increase taxes on nuclear energy,

gasoline, and kerosene; excluded is renewable energy. The aim of

the initiative is to reduce the energy consumption (energy use) and

to make sustainable energy attractive. The energy tax should allow

an economical and climate friendly nuclear power plant abolition

(nuclear phase out). An ecological attitude shall be financially

rewarded. At the same time, the initiative group wants to reduce

the administrative expenses, which occur by the calculation of

consumption tax (VAT), and so on. Moreover, the tax burden for the

people and companies does not change after the abolition of the VAT.

 

Opposition comes from the Government and all other major political

parties. They consider the risk of the proposal as too high and are

afraid of an outfall of revenues for the Federal Government. If the

initial aim of the initiative group, the reduction of energy

consumption was achieved, then the energy tax would have to be

increased incessantly. The situation (consequences) would become

unpredictable. The business community warns about a deterioration of

the competitiveness in comparison to other countries. The scale of

the tax increase is the main issue. As soon as the initiative was

established, the Federal Council estimated that the tax on gasoline

and kerosene would go up to CHF 3 per liter whereas the initiative

side estimated the tax to be at about 1 CHF per liter. The leftist

opposition emphasized that the burden of the initiative would be

proportionally higher for lower income groups than for higher

income earners. In any case, the consumption tax has an annual scale

of CHF 22 billion and is therefore the most important revenue of the

Federal Government.

 

The Government and Parliament recommended to vote NO to both bills.

The first survey of SRF as of January 30, 2015; the result for the

"Family initiative" *4) showed "support and rather support" with

52%, and "oppose and rather oppose" with 33%. On the other hand the

result for the "Energy tax not VAT" *5) showed "support and rather

support" with 29%, and "oppose and rather oppose" with 58%; the

tendency was hopeless. The newspaper <Tages-Anzeiger> on February

24,2015 reported to point out that survey results before elections

or votes might influence the public opinion and the ballot or voting

behavior of the citizens. Therefore, politicians and experts demand

a supervisory body (committee), which should observe surveys

(Quality etc.). Then the second survey result of SRF was just

informed on February 25, 2015 showing the "Family initiative" *6)

was in ruins with 50% of opposing (NO), and the "Energy tax not VAT"

*7) was hopeless with 73% of opposing (NO). As one of the

constituencies, I think once more that a survey should be considered

after having studied the content of the bill.

 

Three weeks before polling day, ballot papers and explanation

booklet are sent by post. The next day, major newspapers report a

summary of the bill. Various media have reported repeatedly already

before about the background and the point of dispute by politicians,

journalists and specialists. A brief commentary is broadcasted on

the radio for busy persons. Persons who have even no time, there is

a site called <VIMENTIS> *8) explaining bills neutrally and

understandingly in 60 seconds. The system has been build up so that

you cannot excuse to skip.

 

Depending on the bill that becomes a long-standing concern. Swiss

people are facing bills of national voting all year round. The most

troublesome issue to legislate at present is the "Stop mass

immigration" of SVP that was accepted by national voting on February

9, 2014. That issue is absolutely against the "liberalization of the

movement of persons" by EU; the situation could get stuck due to the

pressure of the EU-Commission against the government. In order to

attend that important meeting, Federal President Mrs. Simonetta

Sommaruga visited Brussels early January this year. On that

occasion, the ungraceful kiss of EU-President Juncker to her,

created a sensation compared to a <Strange kiss monster> *7). Swiss

people were shocked and angry "What a rude thing he's done to our

president!" Even after their talks the distance remained and there

was no result. Considering Swiss attitude, I can assure you that

this incident will be talked about for at least 100 years. <Gfs>

survey of the beginning of February this year showed that 58%

approved the question "Is it necessary to have a new voting about

the bilateral agreement between Switzerland and the EU?" However,

chilled Swiss people turned to 48% of <necessary> and 52% of <not

necessary>. *10) Anyway, the "Negotiation Partner of Switzerland has

become now a matter of the EU-President" was reported promptly. Let

me inform you the result of the national voting at the next version.

Swiss media are proud of themselves that they are important and

objective information ambassadors of politics, and a majority of

people also admit it. But the Japanese main stream media form a

closed group called "Japan National Press Club" that excludes

freelance journalists and side-by-side coverage for decades; such an

environment cannot guarantee a neutral and fair press at all. By the

way, Japan ranks at the "Press Freedom Index 2014" as number 59!

*11) Regarding Dr. Sanae Fujita *12), this was before the

introduction of the "Special Secrecy Law" *13), and it's said next

time it could be below 100. Fraud by the management at polling

stations and irregular counting of ballot papers were the subject of

investigations. People's Attitude of politics must be redone by

education. More than anything else, the fact that there is a strong

foreign interference in politics has been neglected. Therefore,

unfortunately I must say that the implementation of a national

voting in Japan can only be considered after all such kind of

irregularities have improved to some extent.
