国民投票2014年11月30日：
国民発議「エコポップ：人口過剰を阻止して、自然な生活基盤を確保」

先ず前回国民投票2014年09月28日 *1) の結果をお伝えすると、予想通り両
議案共否決された。「外食産業の付加価値税差別撤廃」は投票率が44.32％、
賛成票が23.93％で、賛成票が過半数を超えたカントンも無く、文句無しの
敗北だった。「公的統一健康保険」は投票率が44.63％で、賛成票が32.47%
、仏語圏のヴォー、ヌーシャテル、ジュネーヴ、ユラの4カントンで賛成票
が過半数に達して、ドイツ語圏との違いが鮮明に出たとメディアは報じた。
本題の次回国民投票 *2) の論戦が既にメディアで活発に展開されている。
今回は外国人政策にも重要な影響を及ぼす国民発議「エコポップ」 *3) に
ついてお伝えする。ドイツ語の正式な表題は、”Volksinitiative ？Stopp
der Ueberbevoelkerung - zur Sicherung der natuerlichen
Lebensgrundlagen？ (Ecopop)“。 「人口過剰を阻止して、自然な生活基盤
を確保する」という意味になる。環境保護組織<Ecopop>が発議した議案で、
一つ目の要求は、人口増加を年間0.2%に制限する事を憲法に明記する事。二
つ目の要求は、連邦政府は開発援助費用の少なくとも10%を自発的な家族計
画に充てる事。
移民の流入圧力を和らげる為には、移民志願者の母国に家族政策の財政支援
をして根本原因を取り除くという発想のようだ。スイスの移民抑制策はEUと
の非常にデリケートな外交課題でもある。2007年にEU域内の往来が完全自由
化されて以来、EUに準じる政策を求められたスイスの人口は年率1.2%増加し
てきた。このまま対策を講じなければ2050年には人口が1,200万人になると
試算されている。ECOPOPを導入すると年間およそ16,000人以内の移民増に抑
えられるが、そうでなければ73,000人増え続けると発議グループは訴えてい
る。
そうした国民の懸念がある中、SPのシモネッタ・ソマルーガ法相が「スイス
の人口を増やす余力は未だ有る」、と2014年10月17日付TA紙のインタビュー
で発言した。国境周辺の都市化を進めるというのだ。彼女のこの発言に対し
て、満員電車に揺られて通勤する必要の無い特権階級の無神経な考えだと、
早速反発する多くの市民の意見が寄せられた。スイスの国土を「更にコンク
リートで固めるのか」、「摩天楼で埋めるのか」等々、異口同音の反対意見
が寄せられた。来年の連邦議会選挙を控えて選挙戦が始まっている中、彼女
の発言が大政党の特権を未だ享受しているSPの支持率に影響を及ぼさないか
注目している。
一方、高齢化社会進行圧力が増している現在、Ecopopイニシアティヴが国民
年金基金を2030年までに30億スイスフラン減らすとも報じられ、年金支給年
齢引上げが論じられている。それでも、2014年10月21日付20分紙がいち早く
行った意識調査 *4) では53%が賛成票を投じると答えた。その後2014年10月
24日に発表された公式世論調査機関<gfs.bern> *5) の調査結果は、58%の国
民が更なる移民阻止の強化には反対で、35%が賛成と発表された。事程左様
に情勢は流動的な様だ。当然の事ながら、スイスの国民投票の行方は欧州諸
国も注目している。

主義は選挙民に政治と向き合う相当な覚悟を要求している事をつくづく感
じさせられる。

The National
Voting on November 30, 2014:
Popular initiative
"Stop the overpopulation
to secure the
natural basis of life (Ecopop)"

First of all, let
me inform you the results of the National voting
on September 28,
2014; both bills were rejected as expected. About
the initiative
"Stop discriminatory VAT in the restaurant business!",
the voter turnout
was at 44.32%, the <Yes> voting was at 23.93%, and
not even a single
canton approved the bill. That was an absolute
defeat. About the
initiative "For a single public health insurer",
the voter turnout
was at 44.63%, the <Yes> voting was at 32.47%,
however a number
of Cantons in the French part of Switzerland such
as Vaud,
Neuchatel, Geneva, and Jura approved the bill showing a
clear difference
between the German-speaking part, reportedly.
The debate about
the next referendum (initiatives) *2) is the main
issue of this
version. It is already actively deployed in the media.
This time, I'd
like to inform you about the people's initiative
<ECOPOP> *3)
having a significant effect on the policy on
foreigners. The
official German title of the bill is
"Volksinitiative ？Stopp der Ueberbevoelkerung - zur Sicherung der
natuerlichen Lebensgrundlagen？ (Ecopop)". That means <Stop the
overpopulation to
secure the natural basis of life>. The
environmental
protection organization <Ecopop> took the
initiative
of the bill. The
request of the first one is to stipulate in the
constitution a
limit in the annual population growth of 0.2%. The
second request is
that the Federal Government has to devote at least
10 percent of the
development assistance expenses for voluntarily
family planning.
In order to
relieve the pressure on the influx of immigrants, it
seems the idea
targets the roots of the matter caused by the
financial support
of family policy in the homelands of the immigrant
applicants. The
Immigration control measures of Switzerland are also
a very delicate
diplomatic issue with the EU. Since the full
liberalization of
traffic (freedom of movement and residence) within
the EU was
introduced in 2007、the population of
Switzerland,
requesting a
policy that conforms to the EU-rules,has
increased by
1.2% per annum. It
is estimated that the Swiss population will
become 12 million
people by 2050 unless measures are taken at this
point in time. The
initiative group makes a strong appeal to the
introduction of Ecopop, which is enable to suppress the increase in
immigration by
approximately 16,000 people within a year, to an
otherwise
ever-increasing 73,000 people per year without Ecopop.
While there are
people, who have real concerns, the SP-party Justice
Minister Simonetta Sommaruga said
"Scope to increase the Swiss
population is
still possible" in the interview on October 17, 2014
with the newspaper
Tagesanzeiger. She said that she is going to
promote the
urbanization of the peripheral border. Against her
remarks,
immediately many rebel opinions were sent pointing to the
callous thoughts
of a privileged class who doesn't need to commute
and isn't shaken
in a crowded train. The Land of Switzerland "should
it be covered with
more concrete?", or "should it be filled with
skyscrapers?"
etc., unanimous opposite opinions were received. While
the election
campaign has begun for the next year's Swiss Parliament
elections, I pay
attention whether her remarks doesn't influence the
support rate of
the SP-party (Social-democrat) that has still
enjoyed the
privilege of a large political party.
On the other hand,
presently the progressive pressure of an aging
society is
increasing, it's even reported that the Ecopop
initiative
will reduce the
national pension fund by 3 billion Swiss francs
until 2030; as a
reality a pension age hike is already under
discussion for a
while. However, the prompt survey by the 20-minutes
paper *4) as of
October 21, 2014, 53% of the questioned people voted
in favour of Ecopop. Then, the
official public opinion research
agency <gfs.bern> survey result published on the October
24, 2014
showed that 58% of
the interviewed people are against a further
strengthening of
immigration block measures, and only 35% were in
favour of Ecopop. The situation seems to be changeable like
that.
As a matter of
course, European countries surely pay attention to
the whereabouts of
the national voting of Switzerland.

really feel that the direct democracy demands the
constituency a
considerable preparedness facing to politics.
