前号では国防をどう考えるかの理念について考えを述べた。今号では、それを支えるマンパワーの現状について触れて見たい。「経済が危機的状況にあるEU諸国から大量の難民が押し寄せ、社会不安が起きる危険性が考えられる。軍隊はその為の備えをしておかなければならない。」、というスイス軍のアンドレ・ブラットマン最高司令官 *1) の発言に関して、2010年3月15日付けターゲス・アンツァイガー紙はインターネットのアンケート結果を掲載した。3,086人の回答者の内「非現実的」と考えた人々は45%、「起こり得る事なので備えは必要」と答えた人々は55%だった。周辺諸国の難民流入の実情と現下の経済危機から、予想され得る結果ではあった。左派政党はブラットマン司令官の発言を一斉に批判、防衛政策の専門家クルト=R.・シュピルマン氏 *2) も「幻想」と一蹴し、「ヨーロッパを知る事が重要だ」と冷静さを求める指摘をしている。危機に対する認識では、スイスの国論はこのように二極化の傾向が伺える。
難民に対応する為の「緊急時待機任務の再訓練(Pikett Wiederholungs-kurse WK)」を創設するというブラットマン最高司令官の提案には、兵役の現役世代からは、新聞紙上で肯定的な意見が多く見られた。スイスの青年は兵役や民間防衛の訓練を受けているので、現実的な判断をする心の準備がある程度出来ている。一方、兵役の無い日本の青年達は、国防に関する意見を求められたら、殆どが戸惑い即答出来ないのではないだろうか?国民の防衛に対する心構えも、所謂「抑止力」になる筈だ。この点、スイスでは折に触れて繰り返しアンケートや意見表明がメディアで取り上げられ、国民の合意形成は可也醸成されていると見て良いように思う。日本は国民がこれから考えなければならない課題だ。
「スイスも核攻撃を受ける可能性がある」、ともブラットマン最高司令官は発言している。2010年4月7日付ターゲス・アンツァイガー紙に全世界の核兵器の分布図が掲載された。世界中に23,000個の核兵器が配備されており、この内1,500個は2分以内に目標に命中するよう設置されている、という恐ろしい現実が存在している。核爆弾を落とされたのは日本の「広島」と「長崎」だけでは無く、世界20か所以上の核実験が行われた地域が被爆している。この地図にはチェルノブイルの事故は含まれていない。国家機密に属する故か、被爆の実態が公表される事は稀なようだが、それでも折に触れてそうした報道に接する事はある。広島と長崎から類推すると被害の実態は想像に難くない。万が一核爆弾の応酬が始まれば、地球上は広範囲に破壊され、被爆し、核の抑止は意味を成さなくなる。因みに、原子力発電所による汚染は、既に全世界を包み込んでしまっていると言う報告がある。*3)
2010年4月19日付のミグロ新聞に <Armee, nein danke
(軍隊は結構)> という特集記事が掲載された。2008年度兵役を選択しなかった青年は(Abshcaffung der Gewissenspruefung)1,947名だったのが、2009年には7,222名に急増した為に議論が提起された。このような実情から、兵役と民間防衛は選択出来るようになったそうだ。民間防衛に志願すると、服務期間は兵役よりも1.5倍長くなる。この傾向に危機感を覚えた保守派の政治家は、兵役から民間防衛に変わる条件をもっと厳しくして、服務期間も現行より長くすべきだと発言している。尤も青年達の意識は、軍隊を否定しているわけではなく、民間防衛の任務を通じて自発的に社会貢献をしたいと望んでいることがインタビューから分かった。環境整備や社会福祉の任務に意義を感じているのだ。近年新兵訓練に耐えられない青年が増えているというニュースは伝えられてはいたが、だからと言って必ずしも厳しい訓練を忌避するだけではないようだ。
日本の若者はというと、自衛隊の戦闘機パイロットの志願者が定員に満たない状態だというTV報道があった。パイロットの1人は「ミサイルの発射ボタンを押す自信が無い」と語っていた。以前は花形ポストだった戦闘機のパイロットから輸送機のパイロットへ配属の変更を希望する彼等は、PKO等の難民支援や救援活動で活躍したいと語っていた。海上自衛隊でも同様の現象が起きており、巡洋艦に配属されるよりは輸送艦への配属を希望する隊員が多いという。彼等の指導教官達は辞められないよう、以前では考えられない位親切丁寧に指導しているそうだ。若者達は戦闘的な任務を忌避してはいるが、汗をかく事を厭うているのでもなく、危険な地域に派遣される事を嫌がっているのでもないようだ。
スイス、日本共に対外的な危険要素を抱えていても尚、青年達が戦闘に参加したがらない現象は共通しているようだ。先の大戦では多くの日本の青年達が心ならずも戦地に赴いて命を落とした。家族と国を守る為に戦争に行ったのだが、大本営の戦略は勝算の無いお粗末なものだったと言う事が、様々に証言されている。こういう事態を再び引き起こさないようにするには、国民が政治を監視しなければならない。しかし、それは容易な事では無いのが実感される。情報を得るには時間がかかるし、正しい情報を判断するのは更に難しい。民主主義とは、手中にしても使いこなすのは斯くも難しい政治形態なのだ。その困難さを補うのは、やはり現状を認識した危機意識であろう。インターネットから自分で情報を選択する内に、鑑識眼はある程度鍛えられるものだ。情報の選択が自分で出来る良い時代になった。社会の問題に目を向け、貢献したいという若者達が増えている事は、地球の未来に希望が持てる現象だ。彼等の心意気に敬意を表したい。いずれにしても、戦闘を厭うのは当たり前の人情だ。

【 集後記 】
本稿を書き進めて行く内に、未来はそれ程悲観すべきものではないように思えてきた。希望に向かって盲滅法突っ走ってきた我々世代よりも、現代の若者達は理性的なのではないかと。情報と知識でエコロジーな世界を構築してくれるような気がしている。及ばずながら、ささやかな協力を惜しむものではない。

Younger people
reluctant to battle

In the previous version,
I wrote about the cause of national defense. In this version, I'd like to
mention of the manpower at present. Chief Commander of the Swiss Army
Andre Blattmann *1) said "It is thinkable
that masses of refugees would rush into Switzerland from EU countries
which are in a financial crisis and that would cause social disorder,
therefore we have to prepare ourselves for that". Tages-Anzeiger dated March 15, 2010 reported in their
internet questioner about it. 3,086 people answered; out of it 45%
answered <Unrealistic>, but 55% of them answered "It is
possible and we have to make us ready". The answer was foreseeable
because of the reality of a flow of refugees in neighboring countries and
the present financial crisis. Left wing political parties have criticized
the idea of Chief commander Andre Blattmann,
and a specialist of security policy Mr. Kurt R. Spillmann
*2) also scoffed at the notion as <illusion>, and he pointed out to
claim impassiveness and important things is to know Europe. Realization
of crisis among Swiss people seems to be polarized like that.
Suggestions of
establishing a <refresher course of the stand-by for emergency duties (WK: Pikett Wiederholungskurse)> by Chief
Commander Blattmann in order to handling
refugees collected positive opinions from generations on newspapers.
Swiss young men are trained at the military service or at the civil
service; therefore, they are more or less ready to think about the actual
judgment. On the other hand, Japanese young men have no military duty, therefore,
I guess if they are asked their opinion about national defense, almost
all of them would be puzzled and might not be able to reply promptly. The
preparation of a nation's mind about national security should be also
deterrence. In Switzerland, occasionally reported questionnaires or
opinions by the media in that point and I think national consensus is
reasonably formed. In Japan, people have to think about the theme from
now on.
Chief Commander Blattmann also said "Switzerland might suffer a
nuclear attack". The Tages-Anzeiger as of
April 7, 2010 showed a distribution map of A-weapons in the whole world.
23,000 A-weapons are distributed in the world, and 1,500 out of them are
fixed to hit within two minutes against the target; such frightening
facts do exist. Not only "Hiroshima" and "Nagasaki"
were bombed, but more than 20 bombed areas were contaminated by nuclear
tests in the world. In that map, the accident of Chernobyl is not
included. The matter might belong to be a state secret; the reality of contaminations
seems to be rare to be opened, even though from time to time I saw such
information. Considering analogies from Hiroshima and Nagasaki, the
damages are imaginable. In case an exchange of bombs would start, our
globe would be widely destroyed and contaminated; nuclear deterrence
doesn't make sense. By the way, there are reports that contamination by
nuclear power stations have covered already whole globe. *3)
Consumer newspaper
Migros dated April 19, 2010 reported a feature
article "Military, no thanks". Young men who didn't apply to
the military service counted 1,947 people in 2008 and the number jumped
sharply to 7,222 people in 2009, that's why the argument was raised.
Because of the current conditions, one can choose either military service
or civil service. Civil service is one and a half period longer than
military service. Conservative politicians who are deeply concerned about
the tendency said that the condition of change from military service to
civil service should be harder and the service should be made longer than
now. However, perceptions of young men were shown from the interview;
they are not against military, but they want to contribute to society
through civil service. They find it more meaningful to be assigned to
environment improvement projects or social works. It was reported that
recently many young men who cannot follow the recruit training, however,
they seem not only want to escape from hard training.
Whereas Japanese
young men、I saw a TV report that battle plane pilots of Jieitai (Self Defense Force) fall below the quota.
One of the pilot said "I have no confidence to push the missile
button". In the past, battle plane pilot were stars, but now they
say that they want to be assigned to the duty of transport plane pilots and
act as members of PKO for helping refugees or relief operations. Their
tutors instruct student kindly and courteously that's not comparable to
the past. Young men refuse battle missions, but neither to evade hard
work nor to be sent to the critical area.
Switzerland and
Japan both have external risk factors, though Swiss and Japanese young
men reluctant to battle seem to be a mutual phenomenon. During the last
world war, many Japanese young men went off to war not willingly and lost
their lives. They went to the front for protecting family and country;
the strategy of the Imperial Headquarters was proved as hopeless and
sloppy by many sources later. In order not to make such situations
happening again, people have to watch politics. I found that is not an
easy matter. We need time to get information, and to judge correct
information is even more difficult. Democracy is such a difficult
political system to manage indeed even we have it in our hands. For
compensating the difficulties, there must be crisis awareness with the
recognition of the current situation. Our connoisseurship can be trained
up to a certain level by selecting information through internet. The
present age is good for us that we can choose information on our own.
Many young people recognize social problems and wish to contribute; the
phenomenon is hopeful for the future globe. I'd like to respect their
spirit. Anyway, that's natural for human empathy to hate battle.

While writing this
article, I gradually feel that the future won't be so pessimistic. My generation
was blindly rushed into hope, but the present young generation could be
more rational. I think they would build an ecological world with
information and knowledge. I do what little I can.
