6月中旬、パスカル・クシュパン内相(FDP :自由民主党)が連邦評議員(大臣

職)*1)を辞任すると突然表明した。67歳と閣内では最高齢なのでそう遠くな

い日の退任は予想されていたのだが、歳出削減が急務の社会保障政策に関して

、何を提案しても批判される日々につくづく嫌気がさした、というところかも

しれない。退任は今年の10月末。クシュパン内相はヴァリスのフランス語圏出

身なので、同じく仏語圏からの後任が強く意識されている。スイスの閣僚選出

では、候補者の所属する党勢(議席数)に加えて出身言語にも相応の配慮が求

められる。現閣僚7名のうち、大別するとドイツ語圏出身者が5名、仏語圏出

身者が2名、そして日本の内閣官房長官職に相当するブンデスカンツラーはロ

マンシュ語圏出身者が占めている。州によっては独仏2カ国語が使われている

ので、言語分類もおおまかになり、論争の火種ともなる。クシュパン内相と同

FDP所属でフリブールの全州議会議員ディディエ・ブルクハルター*2)が先ず

後任候補に登場したのだが、苗字はドイツ風でドイツ語が良く出来、人柄も冷

静沈着と可なりドイツ風ではある。現実に、仏語圏にはドイツ語圏から沢山移

住しているので、母国語がドイツ語、苗字もドイツ風の住民は珍しくない。文

化的背景があっての言語であり、アイデンティティーやメンタリティーにも強

い影響を及ぼすので、出身言語圏をどう判断するか容易ではない。

 

スイスの閣僚は小国とは言うものの極めて少人数で構成されていると言えよう

。閣僚選には通常政党が候補者を推薦するのだが、両院議員総会の過半数で承

認されなければならない。この段階で現状では候補者は所属政党だけでなく、

他党からも一定の支持を得なければ承認されない。更に全州議会 *3)は州の代

表なので、政党色もさるものの、諸州の支持もある程度獲得しなければならな

い。「ロシュティ・グラーベン」*4)と呼ばれる政治的な見えない溝がドイツ

語圏とラテン語圏との間には抜き難く存在しているという事情がある。多数派

対少数派の溝だ。最高権力の配分に実に塩梅良く民意が反映される仕組みにな

っているではないか!

 

彼ら閣僚は、常時メディアの注目を浴び、発言や行動が詳細に報道されるのだ

が、官僚の用意した紙を見ながら発言する姿というのは殆ど見受けられない。

勇敢な能吏であることを期待されている権力者なので、いずれも滔滔と持論を

繰り広げる弁舌のさわやかさには感嘆させられている。何れの連邦評議員も自

分の担当する省だけでなく、補佐する省も1人一省づつ受け持っている。補佐

する大臣が病気にでもなれば、代理も務めなければならない。最近では、ハン

スルドルフメルツ大統領兼蔵相が心臓手術をした際に、エヴェリン・ヴィドゥ

マー=シュルムプフ法相が代行した。アメリカ発の金融危機とバーナード・マ

ドフ*5)の巨額詐欺事件が起きるまでは、各閣僚はメディアや国民から概ね及

第点を貰っていたのだが、これ以後難問が続出、批判の矢面に立たされること

もしばしば起きるようになった。とは言え、小国が独立国家として存続するに

は、無能な政治家では不可能であった事だろう。

 

この夏スイスのベルナーオーバーラントを旅した米国FOXニュースのスター司

会者ビル・オーライリ氏は、国土の環境保全、医療制度、高齢者福祉制度等を

例に挙げて、「米国はスイスを手本にすべきだ」と発言したと、200979

付「20分紙」が報じた。多様な国民が国の価値観では見事に統一されている。

政権の構成はやや左派寄りであるのに、国家としてはバランスのとれた世界で

も最高水準の豊かな国造りが成功している。これはどうしてか?と考えてみる

と、スイスの代名詞にもなっている民主主義と政治倫理が高い水準で維持され

ているからではないかと思える。地方自治体が連邦議会の一翼を担う「全州議

会」という制度で地方の政治的権利が保証されている点も重要な点であろう。

そして何といっても、自由闊達な報道と情報開示が原則保証されている事は欠

くべからざる要素だと思う。

 

権力の過度の集中は民主主義を阻害する要因になると確信するようになった。

81日はスイスの建国記念日。各地で様々な行事が予定されているが、各連邦

評議員も各地で演説を行い国民を鼓舞し、意思統一を呼びかける。一般市民は

国旗を飾り、花火を上げて祝う。報道各社は建国記念日に関する様々な特集記

事を書いて建国の意義を問うている。その中の一つ、地元紙の市民へのインタ

ヴュー記事で、EUへの加盟について訊ねられた人の多くが「反対」と答えてい

た。永世中立の国是を守る為にも、EU加盟は適さないと考える国民が多いのは

国民投票の結果にも表れている。7月初旬ツューリッヒのSVPが「将来連邦評議

員を国民投票で選ぶ」イニシアティブを提案したのだが、報道各社の世論調査

では、60%が反対で従来通り議会で選出すべきという結果だった。メルツ大統

領も200973日付のターゲス・アンツァイガー紙のインタヴュー記事で、「

国民より議員の方が候補者の協調性を理解している。」と答えている。スイス

独特のマジックフォーミュラ内閣では、閣僚達に協調性がなければ成立しない

という事情がある。過度の民主主義は求めない、という国民の節度が伺える。

クシュパン内相の後任は、目下仏語圏出身のFDPCVPの連邦議員が候補に挙が

っているのだが、結果と経緯は何れ又お伝えする機会があるだろう。

地方自治の拡大が叫ばれている日本は、「参議院」をスイス流に県を代表する

「県議院」のようなものに変えてしまうという手があろう。両院の特に現在の

「参議院」を同等の権力にして、人工稠密の都市部と人口の少ない地方との政

治の均衡を図るべきだ。いずれにしても、国民こぞって建国記念日を祝い、国

旗と国歌を尊重出来ない現状は、国民の意思統一の妨げになり、精神的分断を

温存すると懸念している。

     The Federal Councilor Election

In the middle of June, Federal Councilor Pascal Couchepin (FDP), Minister of the Interior*1), suddenly announced his resignation. He is the oldest cabinet member with 67 years, his resignation was expected not too far in the future. However, it seems that he was really fed up to be criticized whatever he proposed about social security measures, which urgently have to be cut. His resignation becomes effective by the end of October this year. The Minister of the Interior Couchepin comes from the French part of the canton of Valais; therefore, his successor is also strongly expected to be a French speaker from a French speaking Canton. At the Federal Councilor election, the mother language requests also a certain consideration in addition to the party power (number of seats at the parliament) of the candidate. Among seven of the present cabinet member, roughly divided, five of them come from the German part, two of them come from the French part, and the Federal Chancellor comes from Romansh part of Graubuenden; her function is comparable to the Japanese chief cabinet secretary. Some cantons are bilingual with German and French, therefore, the language identification could be rough and that caused also controversy. An FDP candidate, from the same parliamentary group as Federal Councilor Couchepin, Mr. Didier Burkhalter *2), who is the Councilor of State of Neuchatel was nominated at first. His family name is of German origin, he can command the German language well, and his personality is cool and collected, so rather Germanic. Actually, many people originally from the German part have moved to the French part, therefore, people with German mother language and family names are not so rare in the French part. A language has a cultural background and influences the personal identity and mentality, that’s why the judgment is not such an easy matter.

 

We can say that despite Switzerland is a small country, the Swiss Cabinet is formed with only a few number of members. At the Federal Councilor election, normally, a political party recommends their candidate, and the candidate has to be approved by the United Federal Assembly by majority votes. At that stage, the candidate needs support not only by his/her mother party but also by other parties in the present situation. Furthermore, the Council of States members*3) are representatives of each state, therefore, the candidate needs support not only depending on party politics but also has to acquire support from the states (Cantons). There is a deep rooted political ditch called “Roeschtigraben”*4) between the German part and the Latin part. That ditch is a majority against a minority. The allotment system of the highest power in Switzerland is quite well arranged in order to reflect the public opinion indeed!

 

The Cabinet members constantly receive a great deal of press attention, and their comments and activities are reported in details, however, reading to papers prepared by bureaucrat that is almost never seen. All those in power are expected to be brave and skilled administrators and we are impressed by their flow of conversation. Each Federal Councilor is responsible not only of his/her own ministry, but as well for that where he/she acts as substitute. In case of the illness of a minister, he/her substitute acts as proxy. A recent case, when the President and Finance Minister Hans-Rudolf Merz needed to have a cardiac operation, the Legal Minister Eveline Widmer-Schlumpf acted for him. Until the global financial crise and the huge amount of fraud case by Bernard Madoff *5) happened in the USA, each Federal Councilor received reasonable evaluation from the press and nation, however, since then difficult issues have come out, and it occasionally happened, that they become the target of criticism. Anyhow, a small country cannot exist as an independent nation when it is ruled by incapable politicians.

 

An US star moderator of FOX news, Mr. Bill O’Reilly traveled around Berner Oberland this summer. His comment was reported at the <20 minutes> dated July 9, 2009 that the USA should follow Switzerland's example regarding to environmental preservation, medicare system, and the elderly care system. A diversified nation (Switzerland) is excellently united when sharing the mutual value judgment of a state. The present structure of political power is slightly left, but Switzerland succeeded to make good balance as a country and maintains one of the highest levels of wealth as nation built in the world. When I think about it why? The reason, I guess is, that it could maintain a high level of democracy, which is pronominal of Switzerland and of political ethics. The local political power is assured by the <Council of States>, which is a part of the Federal Parliament. This is also a very important factor for that. And a more important component is that a free and vigorous press and disclosure is assured as a general principle, I think.

 

I have become sure that excessive power concentration causes disincentive of democracy. The first of August is the national day of Switzerland. Many ceremonies are planned in the whole country. Each Federal Councilor also gives speeches in various regions to inspire people and to appeal for unification. People celebrate by displaying the national flag and fireworks. The press reports with special feature articles about the national foundation day and asks about the meaning of the day. Among one of them, an interview article in a local newspaper about accession to the EU; many people replied against such step. Those people think that an EU accession is unfit in order to maintain the national credo of permanent neutrality; it showed a result on the past national polling as well. Ther beginning of July, Zurich's SVP proposed that Federal Councilor should be elected by the nation (electors). However, according to opinion research by major mass media, 60% of the questioned were against it; a Federal Councilor should be elected by the parliament members as it used to be. President Merz also replied in an interview by Tages-Anzeiger, dated on July 3, 2009, "Parliament members know better than people about cooperativeness of the candidate." The Swiss unique cabinet system called <Magic Formula> doesn't work without having cooperativeness among members. I can see sophrosyne of people not to demand excessive democracy. The successor of Federal Councilor Couchepin is presently nominated by FDP and CVP candidates from the French part, and I will have a chance to report the result and process later.

The demand for local governing expansion becomes lauder in Japan; there is a way to change the <Upper House> into a kind of <House of Prefecture Representatives>, representing the prefectures like in Switzerland. Both houses of parliament, especially the present <Upper House> should have equal power in order to have a political balance between densely populated urban regions and less inhabited rural areas. Anyway, I'm concerned about the present Japanese situation; the whole nation does not celebrate the <National Foundation Day> and does not respect the <National Flag> as well as the <National Anthem>. That disturbs unifying and maintains spiritual disjuncture of the Japanese people.
