2007年にルーマニアとブルガリアが加盟して27カ国になった拡大EU
との二国間協定の扱いについて間もなく国民投票*1)にかけられる。スイ
ス人が移住の自由で心配しているのは、少数民族シンティ・ロマ人(通称ジ
プシー)*2)が両国から大量に移動してくる恐れが指摘されている。スイ
ス人の大多数が未だロマに対して犯罪に関わる傾向があるという偏見を持っ
ており、反対派*3)のキャンペーンのキャラクターはカラス。今年になっ
て在スイスのアタナス・パブロフ、ルーマニア大使が、ルーマニア人をカラ
スに模したSVPの反対広告は侮辱だとして、制限するよう政府に申し入れ
たが、スイス政府は民主主義と言論の自由を保障する立場を取った。危機感
を抱いたFDPと財界はウィンクするカラスのキャラクター入り議案賛成広
告を新聞に掲載して、感情的な議論の沈静化に乗り出した。彼らは現在スイ
スに5万人ほどいると言われているが、そのうち未だに放浪しているのは僅
かで、大方は定住しているそうだ。この度の国民投票で、両国民に居住権を
認めるかどうかが決せられる。実は彼らは2004年から既に観光ビザでス
イスに入国出来る様になっている。
 
欧州全域も金融危機に見舞われている最中、今年1月のNZZ日曜版*4)
によると、2008年第4四半期のEU諸国民の移住は前年同期比47%減
少したが、それでも通年で128,000人が新たに移住してきたそうだ。
スイスでも失業者が増加する中、EUとの移住の自由を検証すべき時が来て
いるという論調もあり、ミシュリン・カルミ=レ外相の社会民主党(SP)
は党内が揺れていると伝えられている。スイス国民党(SVP)のクリスト
フ・ブロッハー氏はEU諸国民が失業保険基金と社会福祉に負担をかけてい
ると警告、汚職と失業と犯罪も輸入する事になると議案に反対の論陣を張っ
ている。
 
同じく、今年1月22日付NZZ紙によると、ヴィドゥマー=シュルムプフ
法相はツューリッヒ大学の講演で、「EU諸国はスイスを特別扱いにはして
くれないので、議案の否決は不可能」と語った。現実的には、今日のスイス
の繁栄は有能な外国人就労者の貢献に負うところが少なからずあり、スイス
人の失業率を高める要因にはなっていないとし、ブルガリアとルーマニアは
近年経済発展が目覚しく、失業率が著しく低下しているので、彼らの流入に
よる不安は無用で、むしろ両国との貿易黒字は6億5千万スイスフランに膨
らんでいる、と説明した。しかし1月30日付けのターゲス・アンツァイガ
ー紙はブルガリアのロマ・ゲットーについて報じ、「好景気が去ったこの国
のロマの夢見る移住先は、スイスではなくスペインだ。」というブルガリア
の政治学者のコメントを紹介した。報道されている統計では、失業者の割合
はスイス人より外国人が高く、この傾向をして反対派は失業保険を圧迫する
と訴えているが、失業保険の給付が切れた後どうなるかの議論は見えていな
い。
 
EU諸国に住みスイスで就労する通勤人口が増えていることから、スイス国
境周辺地域では経済的な恩恵を蒙る一方で、政治的な問題も隣接する国の事
情で異なることが分かってきた。ザンクトガレン州はオーストリアから工場
労働者を得て繁栄し、ジュネーヴ州もフランスから労働力を得ているのは良
いが、増え方が急激で交通インフラが追いつかないそうだ。スイスの中で経
済発展から取り残されている感のある南スイスのティチーノ州では、州政府
は議案に賛成するよう選挙民に求めているが、選挙民は懐疑的と伝えられて
いる。筆者の住む中央スイスの州は外国企業の進出が盛んで、従って外国人
も多い土地柄ながら、専門職は言うに及ばず、卑近な例ではバスの運転手ま
でドイツ人になっているのはこれまで見られなかった現象だ。いずれにせよ、
ロイトゥハルトゥ経済相は「移住の自由を導入して以来EUからの企業進出
によってスイスの雇用は確実にが増えており、EUはもっとも重要なパート
ナーである。」と折にふれて説明にこれ努めている。
 
今年1月12日付ターゲス・アンツァイガー紙*5)に、スイスの大学で外
国人が占める教授や研究助手等の割合が半数近くも占める様になっていると
報じられた。その半数がドイツ人で、学術分野でのスイス人後継者の育成が
案じられると伝えられていた。その一方で、多くのスイス人もEU諸国で働
く自由を享受しており、特に管理職に就いている経済人の活躍がスイス経済
に及ぼしている影響力は見過ごせないようだ。政府・議会、財界、諸政党は
「EUとの移動の自由は経済活動を保証する最適な方策で、経済危機の今こ
そEUとの協定は重要だ」という論調で一色。賛成派*6)とSVPが主導
する反対勢力との宣伝広告合戦は、投票日が近づくにつれて激しさを増して
いるものの、SVPの党内は一枚岩ではなく、ほとんどSVPの連邦評議員
に選ばれかけた農民連合会代表のハンスユルク・ヴァルター議員は議案を強
く支持しているのが実情だ。
 
最近の連邦工科大学ツューリッヒ校*7)の調査では、スイスの住民が最も
不安に思っているのは犯罪ではなく、「車の交通量、温室効果ガス、気候変
動等の環境問題」、という結果が今年1月22日付ターゲス・アンツァイガ
ー紙に報じられた。EUとの関係強化の流れが最早変えられない事は素人目
にも明らかだ。人的往来、研究、経済、交通政策等の二国間協定の基本課題
を見ると、「EUとの二国間協定は個別に分離して協議出来る」という捉え
方は虫が良過ぎると受け取られ、スイスの国の尊厳まで危険に晒しかねまい。
それでなくてもスイスの税制に対するEU諸国の視線は厳しさを増している。
投票日の2週間前になる1月28日、スイス国営テレビ放送*8)は2回目
の世論調査で50%が議案に賛成したと報じた。反対も43%と肉薄してい
る。主な反対理由は雇用不安と伝えられている。賛否両論の宣伝合戦の激し
さを伺わせる内容だ。国益のみならず国際法を遵守する法治国家としてのス
イスの立場を考慮するなら、今回の議案を支持する以外に選挙民の取るべき
選択肢は無いものと思う。

【編集後記】
 
今回の投票で悩む余地は余り無さそうなので、本文も比較的簡単にまとめら
れれそう、と思って資料を集めて居た。ところが、日を追う毎に議案に関わ
る議論はますます沸騰して、とうとう本稿は月末までずれこんでしまった。
投票結果はよもや「拒否」なぞにはならないと思うが。

Romania and Bulgaria joined the EU in 2007, and the expanded
European Union became 27 countries. Now, in Switzerland national
voting *1) will take place regarding to the bilateral agreement with
the newly expanded EU. It is said, the major sorrow of Swiss people
about the free movement of persons is a possible immigration of a
great number of Sinti and Romanies (commonly called gypsies)*2), who
could come from both countries to Switzerland. Many Swiss people
still have a negative prejudice about Roma; it is said that they
commit crime, and they are characterized as black raven by the
opposition *3) during the campaign of the national voting. Romanian
ambassador Mr. Atanas Pavlov is indignant over the <No> campaign of
the SVP with the raven character this year and demanded the Swiss
government to restrict such a campaign. However, the government
keeps a stance to assure democracy and freedom of opinion. The party
FDP and enterprises heighten the sense of crisis, and advertised a
<Yes> campaign with winked raven in order to calm down the emotional
argument. It is said that about 50,000 Roma people are in
Switzerland, a little number of them is still wandering, and almost
all of them have settled down. By this national voting, decision
will be made either to give two nations the right of residence or
not. Actually, they have already granted tourist visa to enter
Switzerland since 2004.
 
The whole of Europe is also in the middle of a financial crisis; the
NZZ Sunday version *4) reported that immigration of EU citizens to
Switzerland has decreased by 47% in the fourth quarter of 2008
compared to the previous year, though 128,000 people moved into
Switzerland for the whole 2008. The number of unemployment is
increasing in Switzerland too, and there is an opinion that the time
has come to review the free movement of persons with the EU;
therefore, reportedly the Social Democratic Party of Micheline
Calmy-Rey from the Federal Department of Foreign Affairs, is in
pendulum of their opinion. Christoph Blocher of SVP warns that EU
people will makes a financial burden to the unemployment insurance
and social welfare, and he created opposition arguments against the
bill, saying that it will import corruption, unemployment, and crime.
 
According to the NZZ dated January 22, 2009, Eveline Widmer-Schlumpf,
Justice Minister gave a speech at Zurich University and said "EU
does not accord to Switzerland a special treatment, so a reject of
the bill is impossible." In reality, the present Swiss prosperity
has partly depended on competent foreign workers, and that is not
responsible for the increasing of unemployment of Swiss people.
Furthermore, she explained that economic growth of Bulgaria and
Rumania is remarkable recently, and the unemployment rate has
substantially decreased there. Therefore, we don't need to worry
about their possible immigration, and the trade surplus with both
countries has grown to SFr. 650 millions. However, the Tages-
Anzeiger reported about a Roma-Ghetto in Bulgaria on January 30,
and introduced a comment of a Bulgarian political scientist saying
that "after the economic boom, Roma in their country are dreaming to
immigrate not to Switzerland, but to Spain." According to reported
statistics, it showed that the unemployment ratio of Swiss people is
lower than that of foreigners in Switzerland. The opposition appeals
that this tendency will put pressure on the unemployment insurance.
An argument point is, what will happen, when the unemployment
allowance will expire.
 
The number of commuters who live in EU countries and work in
Switzerland has increased, therefore I gradually understand some
aspects that border areas receive financial privilege, but on the
other hand, political problems are diversified according to
circumstances of neighboring countries. The St. Gallen prefecture is
prosperous by acquiring factory workers from Austria. The Geneva
prefecture also gets labor power from France, but its speed of
increase is too rapid so that traffic infrastructure cannot follow.
The southern part of Switzerland with the Ticino prefecture seems to
be left behind prosperity in Switzerland, though the prefectural
government proposed the local people to approve the bill, but
reportedly people are suspicious minded. Central Switzerland where I
live has business advantage by foreign companies, therefore, many
foreigners live here. However, not only highly qualified people, but
let me give a familiar example, even some bus drivers are originated
from Germany, such phenomena haven’t been seen here before. Anyway,
Doris Leuthard of the Federal Department of Economic Affairs (FDEA)
has explained from time to time, "Since free movement of persons was
introduced, employment has certainly increased thanks to the
establishing of EU companies in Switzerland, and the EU is the most
important partner of Switzerland."
 
The Tages-Anzeiger *5) reported on January 12, 2009 that foreign
professors and researchers occupy nearly half of the jobs at
universities in Switzerland. Among them, half of them are Germans,
and there are concerns how to cultivate the Swiss young academics.
But on the other hand, many Swiss enjoy the freedom of working in EU
countries; especially, we shouldn't overlook the influence on the
Swiss economy by the activities of managers in business fields. The
major tone of argument by the government, parliament, business
circles, and political parties is "Assuring the free movement of
persons is the best measure for supporting economic activities, and
the bilateral agreement with EU is important in the present economic
crisis." The campaign competition between the pro-committee *6) and
the opposition, led by SVP turns up the heat as polling day comes
closer. The actual situation of SVP is not a monolithic unity;
Hansjoerg Walter, nearly elected as Federal councilor of SVP and
President of the Farmers Association, is strongly supporting the

A Tages-Anzeiger report dated on January 22, 2009 showed, that
according to a recent survey by ETHZ (Swiss Federal Institute of
Technology Zurich) *7), the most anxiety matter for Swiss people is
not crime, but environmental matter such as car traffic, greenhouse
gases, climate change. The unchangeable trend of strengthening the
relation with EU is obvious, even from a layman's point of view. If
we look at the fundamental issue of the bilateral agreement, such
as people's traveling, research, economics, transport measures, and
so on, the idea of the "bilateral agreement with the EU cannot be
separately negotiated in individual issues"; it might be recognized
as too selfish and it would be imperil the dignity of Switzerland.
Already, the hard looking at the Swiss taxation system from EU has
accelerated. About two weeks before polling day, as of January 28,
the Swiss state TV Company *8) reported that the second public
opinion survey about the approval of the bill reached 50%. The
objection closed up to 43%, and the main reason was the employment
insecurity. The result implies a hard competition between pro and
contra. If I consider not only the national interests of
Switzerland, but also the standing point as law-governed country
compliant to international laws, I think there is no alternative
choice except approving the bill for the constituency.

I thought it cannot be disputed for voting this time; I could
relatively easy form this report and collect material. However, day
by day, the arguments became more active and this report was delayed
till the end of the month. I wonder whether the polling result will
not be rejected by any possible contingency.
