スイスに於ける金融危機の影響

世界不況の荒波が吹き荒れる最中、スイスの現状も語らなければ済むまい

と思い至った。荷の重いテーマではあるが、生活者の視点で考えてみた。

金融危機が勃発して先ずスイス社会を揺さぶったのは、スイスの大銀行

ＵＢＳの経営危機だ。個人の預金者や株主は多く、社会的な影響は想像を

超える。正に大きすぎて潰せない事態のようだ。連日のメディアの取り扱

いは数年前にスイス航空が破綻した時を彷彿とさせる。スイス政府は心な

らずも救済策を決めたものの、両行の高額な役員報酬等が批判の俎上に上

り、論争は果てしなく続く気配だ。更に追い打ちをかけるように、２月

１９日のメディアは、米国の司法省がＵＢＳ米国現地法人に対して３００

口座の米国人顧客情報の提出と７億８千万ドルの罰金を命じる通知をスイ

ス政府に送り、政府がこれに屈したと報じた。ＵＢＳの罪状は顧客の脱税

幇助だそうだ。ＵＢＳのクーラー会長はインタビューで、「我々は過ちを

犯した。外国の法律を厳密に精査せずに投資アドヴァイスをしてしまった

。」と反省の弁を述べた。翌日からの新聞各紙の報道は、「最早スイスの

銀行守秘義務は伝説と化した。」等と悲観的で、米国によるＵＢＳへの追

及は今後更に続くと予測している。

スイスと米国の二国間協定には、スイスの銀行守秘義務が認められている

にもかかわらず、各政党は、今此処に来てスイスの国の尊厳を蹂躙する行

動に出た米国には不信感を、又圧力に屈した政府に対しても非難の大合唱

を展開している。ＥＵもいずれ米国に習うだろうとの指摘が現実のものに

なりつつある。最近ベルリンで金融危機とタックスヘイヴン等に関する

ＥＵの特別首脳会議が開かれたが、金融では主要なグローバル・プレイヤ

ーであるスイスは、今年4月2日にロンドンで開催されるＧ２０のサミッ

トに英国が招いてくれる事に期待を寄せているのだが、これまでのところ

スイスは招かれていない。因みに大英帝国の領土内には数多くのタックス

・ヘイヴンが存在している事は広く知られているところだ！お先真っ暗の

経済情勢にある周辺諸国の首脳の胸の内は、メディアの写真で正に暗澹た

る有り様が伺えた。スイスでは税金回避を刑法の対象とは規定していない

ので、誰でも税率の低い国（例えばスイス）に資金を預けておける。この

点が諸外国の法律と噛み合わない難点だ。スイスの税率は各州が独自に設

定しており、州別格差はかなりな水準になっている。ＥＵ諸国の税率はお

しなべて高く、英国では消費税率引き下げ案さえ聞かれるようになった。

とにかく、スイスは金融立国としての正念場に立たされていると考える人

が多いようだが、例え銀行の守秘義務規定が無くても、スイスの伝統的な

銀行業務には充分競争力がある、という識者の見解も見受けられる。エヴ

ェリン・ヴィドゥマー＝シュルムプフ法相は、懸案事項の協議のため米国

に出向く予定が報じられているので、成り行きを見守りたい。

スイス政府は昨年１１月に第１段の景気刺激策を素早く発表したが、今年

２月になって更なる７億スイスフラン相当の財政出動を発表した。が、次

なる財政出動が既に視野に入っていると報道され、正に果てしない税金投

入の様相を呈している。連邦政府の２００７年の歳入は５８１億スイスフ

ランで、最も大きな割合を占めているのが消費税の１９７億スイスフラン。

商品やサーヴィスによって税率が異なる現在の消費税率を一律に改正しよ

うという動きが議会内で再び始まっている。スイスの政府は小さい政府と

言ってよい水準ながら、中小企業からは金融にばかり援助するのではなく、

もっと我々にも支援が欲しいという声が高まっている。日本同様スイスと

て産業の中で中小企業が占める割合は圧倒的に多い。企業の人員削減が度

々報じられるようになり、雇用不安を感じている国民は少なくない。不況

感の高まりは次第に切実になってきている。特に見習いを終えた若い労働

者の就職先が先細っていると言われ、深刻な社会問題になりそうだ。ここ

で議論の俎上に上ってきたのが、「ポスト・ファイナンス（郵便貯金）に

銀行業務の認可を与えるべき時が来た」、というテーマだ。従来ポスト・

ファイナンスは膨大な預金を国外に投資せざるを得なかったわけだが、こ

れは国益にそぐわないという見解だ。因みに郵便貯金のポスト・ファイナ

ンスを含むスイスの郵便事業グループは、未だ連邦政府が事業主の公益法

人だが、顧客本位のサーヴィス提供と収益性を追求する競争力のある事業

方針は今後も堅持されるようだ。

スイス国民は小さくて効率の良い政府を望んでいると昨年１２月１８日付

ターゲス・アンツァイガー紙が報じた。今以上に節約を求められた歳出は、

難民対策６４％、行政６３％, 軍隊６２％、外交５６％。開発援助に、も

っと節約を求めた国民が４１％なのに対して、現状で良いという意見が

４４％と上回った。現状で良いという評価を得たのが、司法６２％、道路

建設６０％、警察５４％、スポーツ５４％、郵便やエネルギー等のインフ

ラストゥラクチャーは６２％、文化５７％、環境６３％、公共交通６３％、

農業６１％、身体障害者保健が４４％、僻地対策５６％、研究５３％、健

康５１％。国民年金は現状で良いが４０％なのに対して、国庫負担の増額

を求める声が４９％、教育は４９％が現状を支持しているのに対して、増

額を求めた人は４２％となっていた。兎に角スイス人の意識としては何と

言っても地方自治が基本だ。

健康保険については、１億スイスフランの赤字になったという報道があっ

た。高額な医療費と基金の投資の失敗が主な要因だそうだ。連邦政府は健

康保険基金の投資戦略は堅実でなければならないと、検査に乗り出すそう

だ。在宅介護を請け負っているＳＰＩＴＥＸの費用が、頻繁に介護が必要

な場合、介護施設に入居するより大きな費用負担になるそうで、健康保険

各社は一定額以上は支払わないと言い出している。線引きされる額がどの

位の水準になるのかが懸念されている。生涯在宅を目指していても、希望

通りにならない危惧が出てきた。同じ保険でも生命保険は保守的な投資方

針で運用されていたため、噂されていたよりも健全で、被保険者の最低金

利と保険金は確保されたと報じられている。

一方、国民年金の方は、金融危機にもかかわらず１７憶スイスフランの基

金の増額をもたらしたという報道があった。２００８年の好景気が貢献し

たのだそうだ。しかし、２００９年から２０１１年までは成長無しとの予

測で、安泰と言うわけにはいかないようだ。国民年金の最大の問題は景気

にあるのではなく、身障者保険の負担にあるのだそうだ。

ソマリア沖の海賊船からスイスの輸送船を守る為にスイス軍を派遣するか

どうかが議論されているが、カルミ・レ外相は、派遣は必至との見解。経

済活動に軍の出動が必要となると、軍事費とは何かの定義が拡大される。

自国の財産は領土内だけにあるのではない事を改めて思い起こさせられる。

ここにきて、エコ・エネルギー推進の国民投票を社会民主党の国民議会議

員ルドルフ・レヒシュタイナー議員が２０１２年の投票を目指して署名運

動を始めた。財政出動規模は２億５千万スイスフランと報じられている。

これには環境保護団体だけでなく、農民の賛同も得ているという。オバマ

大統領の進めるグリーン・ニューディール政策に倣って、持続可能な産業

基盤を築こうという事のようだ。ところで、ターゲス・アンツァイガー紙

に米国の巨額の景気刺激策のパッケージを地球よりも大きく描いたシャー

ドゥ氏のカリカチュアがあった。もしかすると、誇張ではないかもしれな

いと思えるところが怖い。エコロジーは人間社会と自然との共生無くして

成り立たない概念だ。自国の自然を守り、食料の自給率を高めることが人

類の最重要課題になるべきだと思う。

金融危機の動きを日々追っていると、次々新しい展開が見られるが、際限

が無いので、今号は一先ずこれにて締めくくらせて頂く。それにしても、

我家の家計を考えるだけでも、対象が果てしなく広がってゆくのを実感。

家計は政治なり。

Influence by the Financial Crisis in Switzerland

In this serious world of economic recession, I thought I should report about

the situation of Switzerland too. It’s rather too much for me, however, I’ve

made a summary based on the view of an ordinary citizen.

Since the financial crisis broke out, the first shock for the Swiss society was

the management crisis of the Swiss big bank UBS. Because of the enormous

number of private clients and investors, the influence to the society is beyond

our imagination. The bank is too big to fail indeed. Reports of media reminded

of the case of <Swissair>, the national Swiss airline company‘s bankruptcy a

few year ago. The Swiss government reluctantly decided rescue measures;

the too high remuneration of directors or members of the governing board of

the bank became the target of public critics, and the argument will be last as

if it’s endless. Media reported on February 19 the news that the Swiss Federal

Government had succumbed to the claim (ultimatum) of the US Department

of Justice. The US authorities sent a letter to the Swiss Federal Government

requesting to submit 300 clients information of UBS clients in the United

States and pay US$ 780 millions of penalty. The charge of the UBS was

consultation of tax evasion. The president of the governing board, Mr. Kurer

confessed at a TV interview "We made a mistake. We gave advices to our

clients before checking in details about the foreign laws." In the following

days, reports of newspapers became pessimistic with headlines such as

"Banking secrecy of Switzerland will become legend." They expect that the

UBS-issue will be further pursued by US-authorities. It’s said that the EU

will soon follow the USA and that might become reality.

Political parties have risen distrust of the US-authorities trampling on the

dignity of Switzerland and criticizing the Federal Government that fell on

US authorities knee; even though in the bilateral agreements between

Switzerland and the USA, the Swiss <Banking secrecy> was agreed upon. It

is expected that sooner or later the EU will follow the US-authorities stance.

Recently a special EU summit took place in Berlin regarding to the financial

crisis and <Tax Havens>. Switzerland, as a worldwide important financial

player hoped for an invitation by Great Britain to the G-20 summit taking

place in London on April 2, 2009, however, Switzerland hasn’t been

considered so far. By the way, the existence of many <Tax Haven> within the

UK is well known! Photographs at newspapers showed hearts of top leaders

of neighboring countries implying their economic situation with gloomy

prospects. Tax evasion is not subjected to the penal code in Switzerland.

Anyone is free to deposit capital in a country (e.g. Switzerland) with a lower

taxation scheme. That rule doesn't correspond to other nations. Basically,

tax rates are fixed individually in each Swiss prefecture and gaps between

prefectures can be remarkable. Generally tax rates of EU countries are quite

high; even VAT (value-added tax) cuts were mentioned by Great Britain.

Anyway, many people seem to think that Switzerland is now in a critical

situation as a financial nation. But certain intellectuals said that without

having a guard by the banking secrecy system, the traditional banking

business of Switzerland is still competitive enough. Reportedly Justice

Minister, Mrs. Eveline Widmer-Schlumpf, is going to visit her US-

counterpart and discussions about that hot issue are on the agenda too; so

let's watch the further development…

The Swiss government promptly announced its first economic stimulus

measure last November and an additional package with SFr. 700 million

this February. However, the next increased public spending is already in

view, and it looks an endless injection of taxpayer’s money indeed. The

Federal earnings in 2007 were SFr. 58.1 billion, and the biggest part

was VAT with SFr. 19.7 billion. The Swiss VAT rate is different depending

on the criteria (definition) regarding to products or services: in

parliament, discussion has started to reform and simplify the VAT

system. Anyway, we can say the Federal Government of Switzerland is

relatively small in size, however, claims of Small and Middle sized

companies (SME) arises their tone in order to get financial support, not

only just the financial sector. It is the same as in Japan, the number of

small and middle sized companies occupy the absolute majority in the

industrial structure in Switzerland too. It's been gradually reported about

cuts in employment by companies more frequently. It’s said especially

working places for the young work force after finishing its apprenticeship

have become narrower, and that would be a serious social problem.

Now the argument has appeared "The time has come to give a banking

license to the Swiss Post Finance." The huge savings of the Swiss <Post

Finance> have to be invested so far in abroad, because the Post has no

banking license; that is not in the national interest. By the way, the

Swiss Post Group including the <Post Finance>, postal savings

business of Switzerland is still a public company owned by

the Swiss Confederation (Swiss State), providing a nationwide public

service, but also engages in competitive business, is customer-

oriented and profitable; that strategy is not going to be changed.

The newspaper Tages-Anzeiger reported on December 18, 2008 that

"Swiss people want a small and efficient government". The questioned

people  answered that expenditure should be cut more than the present

level; the rates to that question are in details as follows: 64% of the

questioned persons supported cuts in asylum matter, 63% in

administration, 62% in army and 56% in foreign service. About

development aid, 41% of the people claimed cost cuts, and the

acceptance of the present stance was at a level of 44%. The present

budget for justice was approved by 62% of the persons, road

construction by 60%, police by 54%, sports by 54%, infrastructures

such as post and energy by 62%, culture by 57%, environment by 63%,

public transport 63%, agriculture by 61%, disabled insurance by 44%,

disadvantaged peripheral regions support by 56%, research by 53% and

health by 51%. People think about the state pension that it is good

enough as it is, however 49% people want more state help. About

education, 49% of the people accepted the present level and 42% of

the people demand more. Anyway, the basic Swiss attitude is based

on the principle of governing by local governments and authorities.

About health insurance, I saw a report that a deficit of SFr. 100 million

was made due to high medical cost and investment failure of their

funds. The Federal Government announced that investment

strategies for health insurance funds should be conservative, and they

are going to launch an investigation. The cost of SPITEX, a service

that offers home care is higher in case of frequent home care than

staying at a care facility. Therefore health insurance companies

announced that they are not going to pay above a certain level

People worry what amount will be the border line of it. Although you

wish to stay at home the whole of your life, it's not anymore certain

whether your wish will be full filled. Reportedly other insurance

sectors, such as life insurance companies having invested with a

conservative strategy are healthier as rumors mentioned, and the

minimum interest and the insurance support of the insured is secured.

On the other hand, the state pension fund increased its capital by SFr.

1.7 billion despite the financial crisis. The reason was the economic

boom of 2008 and its contribution. But from 2009 till 2011, zero

economic growth is expected, so our well-being will also be uncertain.

It is said the biggest matter of the state fund is not depending on the

economic climate, but on the burden of the disabled insurance (IV).

The government is discussing to send Swiss army personnel to the

Somalia coast in order to protect Swiss transport vessels from pirates,

and the Foreign Minister, Mrs. Micheline Calmy-Rey expressed

that military dispatch is indispensable. It reminds us to confirm that

our fortune is not only inside the country.

Now, the national parliament member Mr. Rudolf Rechsteiner of the SP-

party has started to take initiative of <Promotion of Eco-Energy>

aiming to realize it by a national voting in 2012. The size of the

expenditure is reportedly about SFr. 250 million. The plan is supported

not only by environmental organizations, but also farmers. Similar

to the <Green New Deal> of US President Obama, they intend

to build a sustainable industry. The US huge stimulus package was

described bigger than earth on a caricature in the newspaper Tages-

Anzeiger by cartoonist Mr. Schaad. It’s terrifying as if we can imagine

that is not an exaggeration. Ecology is the idea of a society, co-

exiting with nature. I think a high priority issue must be protecting the

nature of its own country and improve self sufficiency in food products.

Following the movement of the financial crisis every day, a new

development has appeared one after another. But it’s endless; I would

better finish this version now. Nevertheless, even only thinking about

my own household, I found the target to consider becomes wider. A

household is a politics.
